Proposed Project Description The Applicant requests approval of a Conditional Use Permit (CUP) to operate an indoor KidsUnited youth soccer training and instruction facility within an existing commercial suite (Suite 103). The use is indoor-only with scheduled classes and limited hours, designed to be low-impact and compatible with surrounding commercial uses. ● Hours of operation (committed): Mon-Fri 4pm–8pm; Sat–Sun 9am–2pm. ● Class size (hard cap): Maximum 12 children per class (no exceptions). ● Scheduling: One class per hour. ● No events: No tournaments, spectator events, camps/clinics/tryouts, or event rentals. ● Staffing: GM + front desk + part-time coaches; maximum 4 staff onsite & maximum 2 coaches coaching at once. ● No exterior changes proposed. Any interior TI will be reviewed/permitted separately through Building Safety. 2. Brief overview of the elements of the Approved Citizen Participation Plan (CPP) ● A CPP and Neighborhood Notification Letter were submitted to the Project Planner and approved prior to any public notification activity. ● Per the approved CPP, no neighborhood meeting, newsletter, or advertisement was required for this project per the assigned planner; therefore, no additional posting/advertising dates apply at this stage; notification letters were the required participation technique for CUP25-16. ● After approval, the Planning Admin Team provided the City mailing list and City QR code for inclusion with the notification materials. ● On January 9, 2026, the Applicant mailed 361 neighborhood notification letters to the required recipients within the City’s notification area, consistent with the approved CPP. ● Each mailed notice referenced CUP25-16, identified the project location (7507 W Rose Garden Ln, Suite 103), and included the site plan and the City-provided QR code, along with contact information and instructions for submitting comments to the Project Planner. ● The comment period ran for 12 calendar days beginning the day after mailing (January 10, 2026) and closed at 5:00 PM on January 21, 2026. ● Number of people who submitted comments or otherwise participated during the comment period: 1 3. Concerns, Issues, or Problems ● The applicant received only one response to all the notification letters that were mailed out. That response came from Alice Seducio by phone (209-648-0360). Alice called because she did not fully understand the notification letter. The applicant explained the message again in simple terms. After that, she understood the CUP process and verbally confirmed that she supports the applicant's use of the space for KidsUnited, has no objections, and wished the applicant good luck. ● No other written or verbal concerns, issues, or objections were received during the comment period; therefore, no specific responses were required, and none are identified as unable or unwilling to be addressed. ● The applicant will continue to address any future questions or concerns received by coordinating directly with the assigned planner and, as appropriate, by providing operational clarifications (hours, class size cap, indoor-only use) consistent with the CUP application materials. Revisions to the Proposal Made to Address Public Concerns The applicant received only one response during the comment period, and it was not a concern (as explained in Section 3 above); therefore, no revisions were made in response to response. 5. The property is zoned PAD (Planned Area Development) and is required to conform to the C-2 (General Commercial) zoning district. No rezoning is requested or proposed. The project is entirely within the existing building footprint and developed commercial center. There are no changes proposed to the site and to the exterior of the building. Adjacent and surrounding uses are commercial/retail tenants within the same center and nearby commercial uses along W Rose Garden Ln and N 75th Ave. The uses to the north and east are residential. The proposed use is a KidsUnited youth soccer development center providing structured, indoor, small-group training and age-appropriate skill development for children. Operations are intentionally limited to be compatible with the existing commercial center and surrounding businesses. The business will operate by scheduled classes with a hard cap of 12 children per class, with one class per hour. No tournaments, spectator events, or special events are proposed. Hours of operation will be Mon-Fri 4PM–8PM and Sat-Sun 9AM–2PM. Staffing at launch includes a General Manager, a front desk team member, and part-time coaches.
