Present: Timothy Quinn, Chair Theodora Hackenberg, Vice Chair Elaine Gomez, Commissioner Brian Gustafson, Commissioner Absent: Larry Rovey, Commissioner Willow Taylor, Commissioner Bryon Joyce, Commissioner Also Present: Duane Hoskins, Interim Deputy Director Phil Martinez, Senior Planner Gurnoor Tschudy, Planner K. John Kazmerski, Recording Secretary 1. CALL TO ORDER Chair Quinn called the meeting to order at 4:05pm 2. APPROVAL OF THE MINUTES 1. Historic Preservation Commission Minutes of September 25, 2025. Chair Quinn called for a motion to approve the minutes. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Elaine Gomez AYE: Chair Timothy Quinn Vice Chair Theodora Hackenberg Commissioner Elaine Gomez Commissioner Brian Gustafson Passed 3. WITHDRAWALS AND CONTINUANCES There were none. 4. *DISCUSSION ITEMS 1. 2026 Chair and Vice Chair discussion and consensus. Chair Quinn explained to the commission that Vice Chair Hackenberg resigned as Vice Chair of the commission. Commissioner Hackenberg nominated Elaine Gomez for Vice Chair. Chair Quinn called for a motion to approve. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Brian Gustafson AYE: Chair Timothy Quinn Vice Chair Theodora Hackenberg Commissioner Elaine Gomez Commissioner Brian Gustafson Passed 2. 2026 Ruth Byrne Award Nominations. Interim Deputy Director Duane Hoskins presented the commissioners with the nominees for the award for their review. Discussion and vote will be at the next meeting. 3. 2026 Historic Preservation Bus Tour Route. Mr. Hoskins presented the Commission with two possible routes for the tour. Chair Quinn asked if any homes would be on the tour. Mr. Hoskins replied that there weren't any planned for this tour. Commissioner Gustofason asked about the date of the tour. Mr. Hoskins stated the tentative date is May 9th, 2026. 7. STAFF REPORT 1. *Update on the Historic Preservation Survey. Mr. Hoskins informed the Commissioners that the survey is being reviewed by staff. Chair Quinn asked if it was possible to make an appointment to see the previous surveys. Mr. Hoskins stated yes, staff would be happy to help. 8. CITIZEN COMMENTS There were none. 9. COMMISSION COMMENTS AND SUGGESTIONS The Vice Chair commented that Glendale Glitters was very successful this year. 10. NEXT MEETING The next regular meeting of the Historic Preservation Commission is scheduled for March 19, 2026 at 4:00 p.m., at the Development Services Office, 5754 W. Glenn Drive, Glendale, Arizona, 85301. 11.
