MINUTES PLANNING COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN AVE. GLENDALE, ARIZONA 85301 MARCH 26, 2026 6:00 P.M. 1. CALL TO ORDER Chairperson Crow called the meeting to order at 6:00 p.m. 2. ROLL CALL Present: Vern Crow, Chair Tom Cole, Vice Chair John Crow, Commissioner Bryan Hooper, Commissioner John Geurs, Commissioner Helena Johnson Vasquez, Commissioner Absent: Sergio Arellano, Commissioner Also Present: Randy Huggins, Jr., Director, Development Services James Gruber, Chief Deputy City Attorney Lora Lakov, Planner Tawanda Walker-Hall, Administrative Support Supervisor 3. APPROVAL OF THE MINUTES a. Planning Commission Minutes of February 26, 2026. Motioned by Vice Chair Tom Cole, seconded by Commissioner Helena Johnson Vasquez to approve the meeting minutes of February 26, 2026. AYE: Chair Vern Crow Vice Chair Tom Cole Commissioner John Crow Commissioner Bryan Hooper Commissioner John Geurs D R A F T Commissioner Helena Johnson Vasquez Passed 4. WITHDRAWALS AND CONTINUANCES There were none. 5. PUBLIC HEARING ITEMS 1. CUP25-16, a request by Sumit Arora on behalf of KidsUnited, for a Conditional Use Permit to allow a Health and Fitness Center in a Planned Area Development (PAD) zoning district. The 1.4-acre site is located south of the southwest corner of 75th Avenue and West Rose Garden Lane at 7507 West Rose Garden Lane, Suite 103, in the Cholla Council District. Lora Lakov, Planner, presented CUP25-16 The owner/applicant, Sumit Arora, presented an overview of the project. With no questions or comments from the Commissioners or the public, Chairperson Crow closed the public hearing and called for a motion on CUP25-16. Motioned by Commissioner John Crow, seconded by Commissioner Helena Johnson Vasquez to approve CUP25-16. AYE: Chair Vern Crow Vice Chair Tom Cole Commissioner John Crow Commissioner Bryan Hooper Commissioner John Geurs Commissioner Helena Johnson Vasquez Passed Chief Deputy City Attorney Gruber's actions for approval are final for CUP25-16, subject to an appeal filed within 15 days. 6.
