EXECUTIVE SUMMARY  
D.R. Horton proposes the redevelopment of an existing church into a gated residential community 
located at 6250 North 91st Avenue. The Project includes the Parcels 102-04-003N and 102-04-003P, 
excluding Parcel 102-04-003Q which is located at the southwest corner of the overall property. The 
redevelopment is composed of 78 proposed single-family attached dwelling units (DU). Primary 
access to the site is provided by an existing traffic signal 6250 N 91st Avenue which is also a direct 
signalized access to the State Farm Stadium immediately to the west of the Project.  
CivTech, Inc. has been retained by D.R. Horton to perform the enhanced traffic impact statement for 
the proposed development. The purpose of this assessment is to address the traffic and 
transportation impacts of the proposed development on the surrounding streets and intersections.  
The following conclusions and recommendations have been documented in this study:  
GENERAL 
• The proposed development is anticipated to generate 512 weekday daily trips, 31 trips during the 
AM peak hour, and 37 trips during the PM peak hour.  
EXISTING 
• The results of the existing conditions analysis indicate that all study intersections operate with 
acceptable levels of service (LOS D or better). 
OPENING YEAR  
• The results of the Synchro analysis indicate that all study intersections operate with overall 
acceptable levels of service (LOS D or better).  
• The existing driveway will continue to be utilized by the Glendale Youth Sports Complex and the 
condominiums. The driveway is projected to operate at acceptable levels of service.  
• The developer acknowledges that coordination with the City will be required during events at the 
State Farm Stadium. The City has traffic management plans in place for mega events, which occur 
throughout the year, and limit access to the development during such events. 
o A right-in/right-out access will be maintained during mega events, per current City 
traffic management plans. Based on the trips generated by the site, the right-in/right-
out access will operate sufficiently during event traffic control setup. 
o Should an emergency occur, gated access to 90th Avenue is being proposed. This gated 
access will remain closed except during an emergency, and will only be opened for 
emergency service access to the development. 
• A northbound right-turn lane at 91st Avenue and 6150North is not required by this project per the 
City of Glendale standards. However, it should be noted that the future land-use for the adjacent 
vacant property (Parcel 102-04-033Q) is undetermined at this time and no current proposals have 
been made to the City. It is therefore possible that a future proposed use on this adjacent property
