Ammo AZ is a locally owned and operated firearms retail store looking to add an indoor 
shooting range inside our store. As per the Citizen Participation & Public Notification Manual to 
obtain a Conditional Use Permit we scheduled a neighborhood meeting, sent notification letters 
(Appendix A) to notify neighbors of the meeting, and posted a sign on our property to notify the 
local community of the meeting. The letters were dropped to the post office on Friday November 
1, 2024 (Appendix B). The sign was posted on Monday November 4, 2024 (Appendix C and 
D). The meeting was scheduled for Monday November 18, 2024 at Arrowhead Country Club at 
6pm. An outlined map of the specific areas where residents and property owners who were 
notified are located is attached for reference (Appendix E).  
 
In total, 497 letters were mailed to notify individuals and a total of 58 responses were received 
(Appendix F). Of those 58 responses, 54 were in favor, 2 were against, and 2 did not specify in 
favor or against but just had some questions. The majority of responses were those who 
attended the meeting and filled out a comment card, most of which did not specify any details 
other than being in favor of or against the project (page 1-48 of Appendix F). Those who 
specifically stated that they received the letter (therefore presumably live in the neighborhood 
north of our property) or specifically stated their address/living in Glendale are as follows:

Russel and Deborah Ryder- IN FAVOR but could not attend the neighborhood meeting and 
sent an email (page 49 of Appendix F) 
E Givens- DID NOT SPECIFY but sent an email with questions in regards to safety and 
appreciated a thorough response (page 50-52 of Appendix F) 
James Mei- IN FAVOR and in his email he provided his address which is in the neighborhood 
north of our property (page 53 of Appendix F) 
Mr. and Mrs. F Varela- AGAINST due to concerns about noise and pollution. They emailed me 
and called city planning (page 54-57 of Appendix F) 
Gregory (No Last Name Provided)- AGAINST and called city planning but did not contact me 
directly so I could address any concerns (page 57 of Appendix F) 
Garry Griswold- IN FAVOR and in his email he provided his address which is in the 
neighborhood north of our property (page 58-59 of Appendix F)  
Michelle Rovn- IN FAVOR and lives in the West Glen neighborhood (page 61 of Appendix F)

north of our property (page 62 of Appendix F)

value, and noise (page 62-65 of Appendix F)

Below is the list of concerns, issues, and problems expressed by participants with an 
explanation of how the concern has been addressed: 
1.​ Noise Pollution: Due to the layout of our building and the planned noise canceling 
measures, the noise will not be louder than typical ambient city noise. We don't even 
believe you will be able to hear anything unless you are on our property.  
2.​ Air Pollution: The plans include multiple HVAC systems with carbon ionized filters that 
clear 97% of pollutants then the air goes through HEPA filters that filter 99.9% of 
pollutants that make it past the carbon filter. The filtered air that leaves our building will 
be cleaner than the air outside. 
3.​ Safety/Containment of Projectiles: We will be using the most tried and true method 
indoor ranges have been using for decades for a backstop which has never had a bullet 
go through. Concrete block wall layered in front of a concrete block wall back filled with 
concrete layered in front of angled steel that prevents penetration due to the slope 
layered with the rubber gravel trap. Bullets don't ever go past the first part of the rubber 
gravel trap which gets cleaned and pulled down; the angled steel behind gets inspected 
multiple times a year to confirm rounds are not reaching it. Also, we have another 2 extra 
concrete block walls in between us and the houses on the exterior of the building, along 
with over half a million dollars of electrical panels and equipment that we trust sitting 
behind the backstop. Baffles (steel plates) in the ceiling and walls are designed at angles 
to deflect bullets and noise. The baffles are installed so that at the angle the shooter 
shoots from, it is impossible for bullets to ricochet anywhere except inward toward the 
bullet trap.  
4.​ Home Value Dropping: The data for home values appears to be when in relation to an 
outdoor range because of the air and noise pollution. Due to our range being indoor and 
the air/noise pollution addressed above, we don't believe this to be an issue.  
 
Below is a list of specific reasons individuals were in support of our proposal: 
1.​ “The benefits are unlimited for this type of opportunity” 
2.​ Opportunities to train and educate our community 
3.​ Encouraging more responsible gun ownership 
4.​ The ability to safely contain training rather than having individuals outside 
5.​ Bringing additional jobs to the city of Glendale 
6.​ Bringing additional commerce to the city of Glendale 
 
There are not any concerns, brought to our attention, that have not been addressed. The plans 
do not need to be revised because all of the concerns that were voiced to us, were concerns we 
had when we started to research for this project which is why we made sure to remedy them 
before proceeding with the CUP process.

SUBJECT: SR24-0584 Ammo AZ Indoor Range
Dear Neighbor,
This letter is to inform you that I am applying for a Conditional Use Permit application with the
City of Glendale. The property is located at 5350 W Bell Rd STE A115, Glendale, AZ 85308 in
the Cholla District.
The proposal is to add an indoor range into our existing retail store. Ammo AZ currently
occupies a 27,555 square foot suite in the Desert Glen shopping center off of 53rd avenue and
Bell Road. Our space has legacy zoning of CSC (Community Shopping Center), but to be
consistent with the C-2 (General Commercial) zone, and the proposed use of an indoor shooting
range requires an approved Conditional Use Permit (CUP). This would be the first range within
city limits and we believe it will add value to Desert Glen and the surrounding area. The space
available for the range within our store would allow for 22 lanes at roughly 23 yards long. Having
a space to safely learn and train is an integral part of responsibly owning a firearm but being
indoors is even more beneficial due to:

Top of the line HVAC to filter the air and not add to air pollution
●
More noise filtration as to not disturb local people and wildlife in the area
●
The ability to safely train during hotter months/no burn days
I have included a site plan with this letter for your review. A neighborhood meeting will take
place at Arrowhead Country Club (19888 N 73rd Ave, Glendale, AZ 85308) on Monday
November 18th at 6pm. If you are unable to attend, please write, email, or call the contact
