D R A F T MINUTES HISTORIC PRESERVATION COMMISSION Development Services Building 5750 W Glenn Drive Glendale, AZ 85304 FEBRUARY 4, 2025 4:00 P.M. Present: Timothy Quinn, Chair Brian Gustafson, Commissioner Larry Rovey, Commissioner Willow Taylor, Commissioner Absent: Theodora Hackenberg, Vice Chair Elaine Gomez, Commissioner Also Present: Duane Hoskins, Principal Planner Gurnoor K. Tschudy, Planner K. John Kazmerski, Recording Secretary 1. CALL TO ORDER Chair Quinn called the meeting to order at 4:06pm. 2. APPROVAL OF THE MINUTES 1. Historic Preservation Commission Minutes of December 18, 2024. Chair Quinn called for a motion and consensus on the December 18, 2024 minutes. Motioned by Commissioner Willow Taylor, seconded by Commissioner Larry Rovey AYE: Chair Timothy Quinn Commissioner Brian Gustafson Commissioner Larry Rovey Commissioner Willow Taylor Other: Vice Chair Theodora Hackenberg (ABSENT) Commissioner Elaine Gomez (ABSENT) Passed 3. WITHDRAWALS AND CONTINUANCES There were none. 4. DISCUSSION ITEMS 1. Discussion and consensus for 2025 Chair and Vice Chair. Commissioner Taylor nominated Mr. Quinn as Chair. Chair Quinn asked staff if Vice Chair Hackenberg could be nominated as Vice Chair even though she was absent. Principal Planner Duane Hoskins stated that a quorum was established and the Commission could discuss and vote. Commissioner Taylor suggested that she be nominated as interim Vice Chair and Chair Quinn be nominated as Chair for 2025. Chair Quinn called for a Motion and a consensus on the Chair and Interim Vice Chair. Motioned by Commissioner Larry Rovey, seconded by Commissioner Willow Taylor AYE: Chair Timothy Quinn Commissioner Brian Gustafson Commissioner Larry Rovey Commissioner Willow Taylor Other: Vice Chair Theodora Hackenberg (ABSENT) Commissioner Elaine Gomez (ABSENT) Passed 2. Discussion and consensus of the 2025 Meeting Schedule. The Commission discussed the two alternative schedules. Commissioner Taylor suggested they adopt the 5/22 and 9/25 schedules. Mr. Quinn called for a vote and consensus on the 5/22 and 9/25 schedules. STAFF REPORT 1. Update on Heart of Glendale Plaques Presented by Alex Lerma, Senior Planner. Mr. Lerma presented an update to the board. The planning department is working with the parks department to get them installed. 2. Follow up on State of Arizona Historic Preservation Office Presentation. Presented by Duane Hoskins, Principal Planner Duane presented the staff with documents requested from the State Historic Preservation presentation, with a link to their site. 6. CITIZEN COMMENTS There were none. 7. COMMISSION COMMENTS AND SUGGESTIONS There were none. 8. NEXT MEETING The next regular meeting of the Historic Preservation Commission is scheduled for May 22, 2025, at 4:00 p.m., in conference room 1A of the Development Services Office, 5754 W. Glenn Drive, Glendale, Arizona, 85301. 9. ADJOURNMENT Mr. Quinn called for a motion to adjourn at 4:52pm.
