F NWC 59th+Northern DBC+QSR TIA 1 Glendale, AZ Executive Summary This report summarizes the findings of a traffic impact study for the proposed 1.4-acre property that will be developed as a 935 square foot (SF) Dutch Bros and an 800 SF fast-food restaurant with drive-through land use on the northwest corner of the Northern Avenue/59th Lane intersection, in Glendale, Arizona. The Project will be constructed on a lot occupied by a vacant building. Project access to the surrounding roadway network will be provided via a full access driveway at Northern Avenue/59th Lane. The Project is forecasted to generate approximately 116 AM peak hour trips, 62 PM peak hour trips, and 873 average daily trips (ADT) on a typical weekday. With reductions for expected pass-by trips, the Project is forecast to generate approximately 26 AM peak hour trips, 10 PM peak hour trips, and 731 net daily trips on a typical weekday. Existing conditions, as well as Opening Year (2026) and Opening +5 Years (2031) non-site and total traffic conditions scenarios were analyzed. The following conclusions are based on the findings of the Project TIA: The Project is forecast to generate approximately 116 AM peak hour trips, 62 PM peak hour trips, and 873 daily trips on a typical weekday based on the ITE Trip Generation Manual, 11th Edition. After considering pass-by trips, the Project is forecasted to generate approximately 26 AM peak hour trips, 10 PM peak hour trips, and 731 net daily trips on a typical weekday. Based on the capacity analysis performed, all study intersections are expected to perform at acceptable LOS during all scenarios, except for minor street approach movements at Northern Avenue/59th Lane. High delay is expected on the stop-controlled approach for unsignalized intersections during peak periods. The developer will construct of a westbound right-turn lane at the intersection of Northern Avenue/59th Lane as required by the City. Additional turn lanes aren’t warranted by the Project. With a proposed drive-through queue storage length of 450 feet and the inclusion of a bypass lane, the Dutch Bros drive-through lanes are expected to sufficiently accommodate the maximum queue length expected. A queuing study for the Smalls Sliders restaurant will be completed under a separate cover. The below Project recommendations are suggested based on the study findings. Construct a westbound right-turn lane at the intersection of Northern Avenue/59th Lane with a reverse curve taper to avoid the existing 69 kV pole. Construct project improvements in accordance with the City of Glendale’s design criteria, as applicable.
