Olive Groves Commercial PAD – Citizen Participation Final Report 
 
  
1. Purpose 
The purpose of this Citizen Participation is to ensure that there is early and effective citizen 
participation in conjunction with the PAD rezoning application for Olive Groves PAD and that 
there is sufficient opportunity for citizens to understand the request and provide input.  
The Olive Groves PAD consists of a rezoning of approximately 6 acres currently zoned C-1 
(Neighborhood Commercial) to a PAD which uses the C-2 (General Commercial) as the 
template to allow for more retail and service opportunities for the adjacent residents within 
the City of Glendale and unincorporated Maricopa County.  
 
2. Notification Letter and Sign 
A notification letter was sent to the following individuals on April 8, 2025.   
• Property owners within 600 feet notification area surrounding the site. (Pursuant to 
Table 6.200-2 of the Glendale Unified Development Code.) Exhibit A 
• To all parcels located within the Plats associated within the 600’ notice area. (Pursuant 
to 35.6.203(C) of the Glendale Unified Development Code.) Exhibit B 
• Interested parties (list to be provided by the City of Glendale)  
• Appropriate staff at the City of Glendale 
A copy of the notification letter along with the Affidavit of Notice including all the mailing 
labels, is included as Exhibit C.    
Notification signs, one on each frontage, were posted on the property and the Affidavit of 
Posting is included as Exhibit D.  
 
3. Citizen Participation Meeting 
A virtual outreach meeting was held via Microsoft Teams at 6:00pm on Wednesday April 23, 
2025.   The notification letters were sent and signs posted at least fifteen (15) calendar days 
prior to the meeting.  
Exhibit E includes a sign-in sheet created by meeting participant registration along with a 
summary of the questions and comments from the meeting.  While there were 22 individuals 
that registered for the meeting, only seven persons attended the meeting, including 
representation from the City (Senior Planner Phil Martinez) and the applicant’s architect (Matt 
Sargent).

4. Other Communication 
As a response to the notification letter, several recipients reached out via phone or email to 
ask questions or express their comments and opinions on the PAD rezoning request.  Exhibit F 
includes a summary of the phone communication as well as a copy of all emails sent to the 
applicant.  
 
5. Concerns and Responses 
As detailed in Exhibits E and F, concerns related to this PAD rezoning were received either 
during the virtual outreach meeting or separately via email or phone conversations with the 
applicant’s representative.   Below is a list of concerns received as well as how each concern 
had been or has not been addressed by the applicant team. 
Concern: self-storage related to the potential height of 3 stories 
Applicant’s Response: No changes have been made to the proposed PAD as a 
result of this comment.   The existing City of Glendale C-1 zoning of this 
property currently allows building heights of 30 feet so a three-story building, 
capped at 30 feet, is currently allowed on the property.  As proposed, the 
Olive Groves PAD uses the C-2 zoning as baseline standards, which for 
building height continues to be 30 feet at the minimum setback from 
residential and then allows a commensurate foot increase in height for every 
two additional feet in setback, up to a maximum height of 56 feet.  This is 
detailed in Table 4.3 of the PAD.  The Olive Groves PAD voluntarily caps a self-
storage building to three-stories maximum, while table 4.3 of the PAD would 
also apply and regulates the final building height pursuant to the setback 
from the residential property line.  
The northwest corner of Olive and Citrus, directly west of the subject property 
is zoned C-2 under Maricopa County jurisdiction.   Under their standards, a 
building could be built up to 40 feet in height, which includes a self-storage 
building.  
Concern: industrial uses 
Applicant’s Response: No changes have been made to the proposed PAD as a 
result of this comment.   While the PAD does include some uses from the 
“Industrial Use Category”, such as Data Center and Self-Storage, the 
resident’s concern was directed towards the large manufacturing buildings 
and warehouses with truck docks occurring to the east along the Loop 303 
and Northern Parkway corridor and not light industrial or business park type 
used that could reasonably occur on this small of a parcel.

This letter is being sent to notify you of a rezoning application we have filed with the City of 
Glendale for the property at the northeast corner of the intersection of Citrus Road and Olive Avenue 
within the Yucca Council District.  You are listed as the owner of land near the subject property or have 
registered with the City of Glendale to be notified of applications such as this.

The subject property, about six acres in size, is currently zoned for C-1 (Neighborhood 
Commercial) within the City of Glendale.  This zoning permits neighborhood level retail and services.  
On behalf of the property owner, we are asking Glendale to rezone the property to PAD (Planned Area 
Development).  The PAD zoning will expand on the allowed commercial uses permitted on the property 
in order to provide additional business and service options for area residents while also prohibiting those 
uses that are not appropriate. The Olive Groves PAD uses the City’s C-2 (General Commercial) district 
as a starting point, providing enhanced standards for certain uses such as drive-through restaurants, minor 
auto service, or self-storage.  As part of the PAD rezoning process, we are also prohibiting certain C-2 
uses that could be considered undesirable, such as Funeral Homes, Major Auto Repair and Service, 
Marijuana Dispensaries, Nightclubs, as well as Smoke and Vape Shops.  
Attached is the excerpt of the Olive Groves PAD the lists the permitted (and prohibited) uses 
along with an additional column (in green) that denotes those uses that are already permitted on the 
subject property under the current City of Glendale C-1 zoning for your ease of reference.   In this table, 
those uses with a “P” are Permitted Uses and allowed and those “C” are considered Conditional Uses 
which require the application of a Conditional Use Permit which includes a separate notice (such as this) 
and special hearings hosted by the City to consider if specific use will be allowed as designed.  
Also attached is a conceptual site plan illustrating a plan of how the property could be developed 
under the proposed Olive Groves PAD.  A complete copy of the PAD document can be provided via 
email upon request.

Presentation by Paul Gilbert began at 6:05. 
Participant Comments or Questions:
Jeff Stokes: Likes idea of commercial on the parcel and expanding opportunities.  He 
might be interested in developing one of the pads himself.  Does have a concern 
for the self-storage related to the potential height of 3 stories and that they 
sometimes be loud with unmaintained moving trucks.  
 
Kaylavon Middleton: Didn’t know this area was in Glendale.  (She missed the part of the 
presentation where we showed maps of the Glendale City limits along with 
zoning maps for both Glendale and Maricopa County, so this was presented 
again.) She asked when would the development commence, which was 
responded with “about a year and a half at the earliest” following the 
completion of this zoning process and a separate Site Plan/Design Review 
process with the City of Glendale.  
 
Scott Toughill: Supports development.  Does have similar concerns on height of self-
storage. Prefers two story max.    
 
With no other questions or comments from the other participants, the virtual meeting was 
ended at 6:40.

hadn’t read the letter and wanted to inquire why he was receiving mail from a law firm.

type of uses would be built.

house.  No objection to actual location.

Good afternoon, 
 
I am contacting you to raise concerns of the proposed commercial development project at the northeast 
corner of Olive Ave and Citrus Rd, which is close to my home.  There has been overwhelmingly negative 
feedback about this proposed development among the community members in the area.  I am 
concerned that this development is bad for residents in the area, and ultimately the city as well. 
 
There has already been lots of negative public opinion regarding the warehouses being built (ex. 17200 W 
Olive Ave) as they are an eyesore to the residential neighborhoods directly adjacent to it.  It seems that 
these projects are being completed with no regard for the nearby unincorporated neighborhoods. This 
will undoubtedly affect the desirability of the neighborhood, quality of life, property values, public safety, 
etc. 
 
It seems another eyesore is being planned for this new project, including a 3-story storage facility and 
several fast food or similar-style businesses. I don't think anyone wants this based on the opinions I have 
seen in the various online groups of neighbors in the area.  The 3-story storage facility is too large and 
would be an eyesore to hundreds of residents in the area.  I also do not think the several other fast 
food/retail pads in this plan are appropriate.  There are plenty of fast food and retail options being built 5-
10 minutes away from this location, and the land area seems too small to fit this many businesses. 
 
Several of the neighborhoods in the area are unincorporated.  It is my understanding this new 
commercial site would be annexed by the City of Glendale, similar to many of the new warehouses and 
other commercial properties in the area.  My main concern regarding this development project, among 
others, is that these "islands" of commercial/residential properties being annexed by the city are 
extremely far from any City of Glendale amenities; 
-Closest Glendale city park - 11 miles (New River Trail, which is not really a park and is the only city park 
west of the Loop 101) 
-Closest Glendale Fire Department or Police station - 14 miles 
I do not believe this property would have the appropriate emergency services available to it.  I am 
concerned about the response time of police/fire services, and the fact that this would likely not be 
regularly patrolled by GPD.  I am also concerned that this development is not being accompanied by the 
development of other city amenities such as public parks or community centers. 
 
If the commercial development must occur, I strongly oppose rezoning the property to Planned Area 
Development (PAD).  The permitted uses under Neighborhood Commercial (C-1) would be much more 
appropriate for the location if development were to happen.  I think the development of a park, child care 
center, community center, coffee shop, etc. would be great for the community and appropriate for 
the location.  I strongly oppose the larger-scale development proposed under the rezoning to PAD.

Regarding the notice we are getting in the mail for the lot on Olive and Citrus, they're planning a storage 
unit, 3 drive thru restaurants, an automotive service, and a restaurant.  
 
I want to go on record as opposing this project which is very close to my home. This  project is way too 
close to existing homes and a school. Children walk home through this intersection. Olive is already 
dangerous and congested without the added pressure of commercial development. This lot should be 
zoned for residential only.

Good morning, 
As a resident of the Waddell area and a family that moved out here many years ago we would like you to reconsider 
adding these businesses out here. My family moved to the outskirts of the city to enjoy a quieter life and were aware of 
the driving we would have to do to go shopping etc. 
I believe this will bring in a lot more unwanted traffic to the already crowded streets of our community. 
Many of these ameniƟes that are planned are already in the surprise, Litchfield Park, and/or the Goodyear area which is 
only a 10-15min drive.  
Many people in our neighborhood and surrounding communiƟes have and will voice their concerns on this maƩer as we 
have moved out to here to be away from the booming city area. 
My family loves living in Waddell with our community, we really do not want to be chased out of our area by over 
crowding.

Good morning.  I recently heard of the plans for the lot on the corner of Olive and Citrus to 
erect a storage unit, several drive through dining options and a seated restaurant.   
 
All I can really say is why?  Why is it that we are already being built on top of, cramming 
every little piece into something that YOU make a profit from, but burdens the lives of the 
RESIDENTS!  I seriously doubt any of you live in the area or have any concern for it, other 
than making money.  Hole it may not be directly your fault, but have you noticed the 
already jam packed streets in our area?  Again, no, you don’t live here, so why should you 
care, oh that’s right…the dollar sign.   
 
In a 4 mile stretch we have 2 on/off ramps; add the warehouses and that spells 
disaster.  What once took 5 minutes to get home, now can take 30 minutes and that’s just 
from the 303 to Cotton Lane on Peoria.  Again, why?   
 
I am requesting a zoom/video  invite to meeting on April 23rd.   
 
In case there is any doubt, I firmly vote NO.
