DESCRIPTION The property owner is seeking a Conditional Use Permit (CUP) to operate a boutique-style exercise studio that is just under the 5,000 square feet size required for such a facility under the Glendale Zoning Code. The exercise studio offers limited classes and class sizes. The facility is located within an existing commercial shopping center. 2. CITIZEN PARTICIPATION PLAN ELEMENTS The submitted Citizen Participation Plan (CPP) included an aerial photo of the site and a brief description of the project. The approved notification letter which was sent out is attached. There is a section describing the parties affected by the application which includes the surrounding commercial and residential property owners. The notification buffer is 600’ for the neighborhood notification letter, however was expanded to include the yellow expanded area. No neighborhood meeting was required for this request per staff. 3. PUBLIC NOTIFICATION EFFORTS Date of notification letters mailed: June 25th, 2025 Number of individuals notified: Neighborhood letters were mailed to 401 unique property owner addresses. 4. PUBLIC FEEDBACK The deadline for public comment was July 10th, 2025. A neighborhood letter was mailed to all property owners within the expanded buffer zone of the subject property on June 25, 2025. The Upfront Planning team received two comments from the public. One neighbor called believing she received the letter in error and Mar Khamis called to state he was in support on June 29th, 2025. The primary Glendale staff planner for this case, Joseline Castaneda, received one phone call regarding the case also from Mar Khamis. The property is located within an existing shopping center at the northeast corner of 59th Avenue and Beardsley Road at 20329 N. 59th Avenue, Glendale, AZ 85301 in the Cholla District. This studio is a combination of four (4) suites with primary access through Suite A2, which will be 4,780 square feet in size. The hours of operation are Monday- Saturday in the mornings and evenings from 5:00AM to 9:30AM and 5:00PM to 6:00PM. Classes will have a maximum of 102 participants and will only take place indoors; no outdoor use will occur. We will also offer a childcare service onsite for our clients. I have included an aerial photograph of the site indicating the studio location as a red square and floor plan of the studio to show the layout with this letter for your review.
