Findings & Analysis

• The amendment is consistent with the policies and 
objectives of the Glendale General Plan;
• The proposed amendment furthers the public health, safety 
and general welfare of the citizens of Glendale; and
• The proposed change will include any conditions necessary 
to mitigate any adverse impacts on businesses, persons, or 
properties adjacent to the requested amendment.

Findings & Analysis
• The Special Use is compatible with existing and planned land 
uses and is not a detriment to surrounding area based on 
traffic or circulation, excessive noise or light generation, 
scale of development, operating hours, or development 
character.

Recommendation

The Planning Commission should recommend approval of 
GPA25-02, as written.
The Planning Commission should recommend approval of 
ZON25-04, subject to the following stipulations:
1. Development shall be in substantial conformance with 
the Three Rocks Mining Phase 2 narrative, final date 
stamped June 2, 2025.

2. Development shall be in substantial conformance with 
the Three Rocks Mining Phase 2 site plan, final date 
stamped June 2, 2025.
3. All proposed site improvements shall be reviewed and 
approved by the City of Glendale.
4. Any road improvements to El Mirage Road requires 
review and approval of Maricopa County Department of 
Transportation.

5. All operations, monitoring, and reporting shall be 
conducted in accordance with Maricopa County air 
permit requirements.
6. All mining activities shall be in accordance with the 
United States Mine Safety and Health Administration 
(MSHA), Arizona State Mine Inspector (ASMI), and 
floodplain use permit requirements.

Recommendation

7. The site shall be backfilled and restored upon the 
conclusion of mining activities. 
8. The Agua Fria River and floodway shall be restored in 
accordance with an ASMI approved Reclamation Plan.
