Present: Timothy Quinn, Chair Theodora Hackenberg, Vice Chair Willow Taylor, Commissioner Larry Rovey, Commissioner Elaine Gomez, Commissioner Brian Gustafson, Commissioner Bryon Joyce, Commissioner Also Present: Duane Hoskins, Principal Planner Gurnoor Tschudy, Planner K. John Kazmerski, Recording Secretary 1. CALL TO ORDER Chair Quinn called the meeting to order at 4:04pm. 2. APPROVAL OF THE MINUTES a. Historic Preservation Commission Minutes of February 4, 2025 Chair Quinn called for a motion and consensus of February 4, 2025, minutes. Motioned by Commissioner Willow Taylor, seconded by Commissioner Brian Gustafson AYE: Chair Timothy Quinn Vice Chair Theodora Hackenberg Commissioner Willow Taylor Commissioner Larry Rovey Commissioner Elaine Gomez Commissioner Brian Gustafson Commissioner Bryon Joyce Passed 3. WITHDRAWALS AND CONTINUANCES There were none. 4. DISCUSSION ITEMS 1. Discussion and consensus for Vice Chair Commissioner Taylor nominated Commissioner Hackenberg as vice chair. Commissioner Quin called for a motion and consensus. Update on 2025 Ruth Byrne Award Mr. Hoskins provided an update on the 2025 award. The board was provided with the nominees thus far for the award. A special meeting will be called to get consensus on the nominations. 3. Historic Preservation 2026 Bus Tour Mr. Hoskins stated that staff is working on coordinating with the Glendale Historic Society for the tour. He asked the commissioners to think of sites that the commission would like on the tour and email them to staff. a. Discussion and consensus of the bus tour committee The commission discussed an ad hoc committee to help coordinate the bus tour. He stated the meetings would handle topics like the sites, and route. Chair Quin called for a motion and consensus to form the committee, with Commissioners; Hackenberg, Gustafason, and Gomez. Update on Historic Preservation Survey Mr. Hoskins informed the Commission that the contractor (Motley Consulting) is at 15% completion. The historical research is beginning. 5. STAFF REPORT Mr. Hoskins reminded the Commission that the September meeting will have the consensus for 2026 Chair, Vice Chair, and Goals. a. Upcoming planning projects related to Historic Preservation properties Presented by Gurnoor Tschudy, Planner. Ms Tschudy presented two properties to the commission. Both are new builds on vacant lots, but within historic districts. 6. CITIZEN COMMENTS Mr. Gary Sherwood spoke to the group about the bus tour. The Glendale Historic Merchants Association did a bus tour for Founders' Day in February, and they intend on doing it annually. He also spoke about having a historical component of the City Hall Remodel. 7. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Gustafson suggested that the tour be held in the fall in conjunction with Glendale Glitters. 8. NEXT MEETING The next regular meeting of the Historic Preservation Commission is scheduled for September 25, 2025 at 4:00 p.m., at the Development Services Office, 5754 W. Glenn Drive, Glendale, Arizona, 85301. 9. ADJOURNMENT Chair Quinn called for a motion to adjourn at 4:56pm.
