Founded in December 2005, Daisy’s Beauty Salon and Barber Shop has been a part of the
Phoenix metropolitan area for almost nineteen years. Established and operated by Maria
Sanchez with the help of her daughter Daisy Martinez Sanchez, who later took ownership of the
business license. Daisy’s Beauty Salon and Barber Shop has found homes in three different
locations on 7th street between Northern and Dunlap avenue. Now with a contract coming to an
end the shop is looking for a new location. After researching with the Arizona State Board of
Barbers, it was determined that the state board allows shops to be operated from homes,
something not previously allowed. Maria Sanchez’s home located at 7369 W. Oregon Avenue
Glendale AZ 85303 has a shed in the backyard currently used for storage. The shed is 18’ x
14’x 10.5’ with one side window, a skylight window, and sliding doors for the entrance. The
proposed plan is to convert this shed to operate Daisy’s Beauty Salon and Barber Shop.
However, renovations must be completed first to ready the area for business and meet
development standards. In order to comply with regulations the plan is to decrease the
building’s height to 7 feet, meeting the criteria of a 3 foot side and rear setback. With the
building meeting compliance of under 40% lot coverage. Some of the renovations are as
follows. Insulating the walls and the ceiling. Adding a layer of fire paneling. Adding an extra
layer of wood paneling to increase the insulation value and sound absorption. Adding two HVAC
systems to the shed to properly cool and heat the work space. Rerouting plumbing to include a
bathroom, shampoo sink, and a hand sink. The bathroom to be added will include a sink and a
toilet. The Arizona State Board of Barbers requires a sink in the same vicinity where employees
are working, therefore a hand sink separate from the bathroom needs to be added. We would
need to reroute for proper drainage to the sewer system given the fact that there will be a
bathroom included for customers to use. Running more electrical to the building, possibly
adding it’s own mini sub panel and adding outlets. Currently the shed has concrete flooring,
therefore there are plans to upgrade it. Though it is unclear the kind of flooring that will be
added. There are also future plans to replace the roof as well. The current wooden sliding doors
would be replaced with a door to serve as the entrance for the business.
Daisy’s Beauty Salon & Barber Shop employs only one licensed barber, Maria Sanchez
(License No: BAR-004811) who is also the resident living at 7369 W. Oregon Ave. She is the
only employee working at the business, there is no other staff. The type of work this business
consists of is cutting men and women’s hair with trimmers, scissors, and razors. Hair dying with
the inclusion of bleaches, toners, and hair dyes. Facial waxing, hair treatments, hair washing,
perms, application of makeup, ear piercings, and hair styling through the use of hair
straighteners, curling irons, and hair dryers. Other chemicals used are barbicide and cleaning
agents used to clean/sanitize tools such as hair trimmers, scissors, and combs. Cleaning
supplies found in the establishment include everyday household cleaning products such as
soap, glass sprays, and wood polish to maintain a clean business.
The shop receives deliveries from three vendors one to two times a month. All deliveries are
made out of the vendor's personal car. No commercial vehicles or box trucks are ever seen at
the business. Deliveries consist of hair products such as hair dyes, gels, shampoos,
conditioners, hair treatments, and other hair maintenance products. Delivered products only
make up a small percentage of all products, most products purchased are done by Maria
Sanchez in person from major retail stores.
The days of operation will be Monday through Friday 10 am to 6 pm. The shop only accepts
appointments. The number of customers that will be allowed at a time will be limited to one. The
plan is to allow customers to park on the driveway, disallowing any street parking. There are no
plans of hanging up any business signs. There is an entrance through a side gate, therefore
customers will not have access to the main home. Any noise or smell will be confined to only the
inside of the business. The strongest smells produced by Daisy's Beauty Salon and Barber
Shop include hair dyes, bleaches, perm chemicals, and any sanitation products. The only
noises produced are that of the hair dryers and hair trimmers.
The main goal for Daisy's Beauty Salon and Barber Shop is to continue operating and servicing
its loyal clientele of almost two decades. If given the opportunity, there would certainly be a
downsizing of the establishment. As previously mentioned, the number of barber stations would
decrease, the amount of both display and storage cabinets would also shrink. If allowed, the
shop would only include barber stations, a waiting area for customers, a shampoo sink, a hand
sink, a bathroom, and an area that serves to store products/tools. It is important to note that
Daisy's Beauty Salon and Barber Shop understands that it is asking to operate in a residential
area. Maria Sanchez and Daisy Martinez Sanchez are conscious of the impact running a
business could have on the neighbors. Their mission is to ensure minimal disturbances to the
community all while running their business. The proposed use will not be materially detrimental
to the health, safety, or general welfare of people residing or working within the neighborhood or
the city when considered if given to the character and size of the use and hours of operation.
This site will be adequate in size and shape to accommodate the intended use and all
requirements for the zone district, including but limited to: setbacks, walls, landscaping, and
buffer yards are met. This proposed site will have adequate access to public streets and
highways to carry the type and quantity of traffic which may be generated by the subject use.
On-site circulation will be adequate to permit driveways, parking, and loading requirements in a
manner which will be safe. Adequate conditions and stipulations will be incorporated into the
approval of the conditional use permit to ensure any anticipated detrimental effects to public
health, safety, and welfare will be mitigated. The proposed use will be consistent with the
policies, objectives, and land use map of the Glendale General Plan and the purpose of the
zone district the site is located at.
Should this proposal be unsuccessful, an alternative option is available as a backup. The
structure will be used as storage for the residents living in the home. As for Daisy's Beauty
Salon & Barber Shop, a second option is available. One of the rooms inside the residence will
be converted to operate the business.
