Gravitate Smoke and Vape is a retail business focused on selling tobacco and vape products. This location has previously operated as a smoke and vape shop prior to our purchase in June of 2025. With the adoption of the Unified Development Code (UDC), the use Retail Smoke and Vape shops requires a Conditional Use Permit in C-2 ( General Commercial ) zoning district. We have purchased the business in 2025 and are planning to operate as a smoke and vape shop with no improvements to the interior or exterior of the building. Gravitate is located in a retail shopping center that encompasses two separate buildings on the parcel. The parcel has over 40 parking stalls for Gravitate and our neighboring tenants which include Batteries Plus, TMobile, a flower shop and Oasis (cannabis dispensary). The surrounding properties include a Wells Fargo Bank, a Mexican and Italian restaurant, a wine shop, Jabz Smoke Shop, a Brewery, Budget car rentals and UHaul moving and storage. # 2 Citizen Participation Plan (CPP) Technique and Notification. We utilized the notification letter as the public notification technique. The notification letter was mailed on August 19, 2025. The notification buffer was 600 ft. for the neighborhood notification letter. The notification letters were mailed to 185 different addresses with an open comment period ending on September 15th. At the end of the comment period, we have not received any phone calls or letters stating any concerns, issues or problems with the proposed application. No neighborhood meeting was required for this request per staff. # 3 Concerns, Issues, Problems. No issues or concerns were reported. # 4 How concerns were addressed. This location has been operating as a smoke and vape shop for over eight years. The previous owner inadvertently allowed the business license to lapse and we are now required to file for a Conditional Use Permit. With the adoption of the Unified Development Code (UDC), the use Retail Smoke and Vape shops requires a Conditional Use Permit in C-2 ( General Commercial ) zoning district. We are not seeking to change the C-2 zoning. We have purchased the business and are planning to continue operating as is - no improvements to the interior or exterior of the building. The 700 square foot space is operated by 3 full time employees and is open 7 days a week from 8am-10pm. Gravitate is located in a retail shopping center that encompasses two separate buildings on the parcel.
