Project Name – Flames Gymnastics Location - 8154 W BELL RD STE A2 Glendale Arizona 85308 Case Number - CUP 25-12 October 16, 2025 Received 10/23/2025 History: Flames Gymnastics Academy was established in 1989; a spinoff from a dance studio to fulfill the need to incorporate more women in sports. For more than 25 plus years, we have not only provided this service but Flames Gymnastics has been producing champions. Since taking over in 2005, I have noticed a vacuum in this sport and that is finding quality gymnastics programs. In order to fulfill the need I have been training gymnastic coaches in house as well as scouting them from other states. I believe that if you are going to do a job, do it with pride and educate yourself and train like a champion. Finding quality and knowledgeable candidates is an ongoing challenge but it’s a challenge that I look forward to in meeting. The location at 8154 W Bell Road Ste A2 in Glendale Arizona is a perfect location for our gymnastics facility. The location is close to the loop 101 as our families can travel from all over the city to get to our Glendale location. Request: Flames Gymnastics is requesting a Conditional Use Permit (CUP) to allow the use of a Health and Fitness Center at 8154 W Bell Road Ste A2 in Glendale Arizona, Parcel # 200-43-008X. With the adoption of the Unified Development Code (UDC), the use Health and Fitness Center requires a Conditional Use Permit. Background: Flames Gymnastic provides gymnastics training from 1.5 to 17 years old. Since schools no longer require physical activity each day, parents have found the need to look elsewhere to keep their kids balanced. Parents realize that all work and no play is not the best teaching environment. Providing a gymnastics facility where a child can run, jump, work on bars, balance on a beam and socialize with other hard- working children is a very life changing experience. A gymnastic facility, like ours, provides that physical activity that children desperately need. Analysis of the need for more facilities: I have done studies of how far a family will travel for recreational level of gymnastics. They do not like to go more than 5-10 miles. Competitive levels are a different story; they will travel 2-3 times the distance to find that right gymnastics facility. My target, in opening up additional locations, is for the recreational level. 8154 W Bell Road Ste A2 in Glendale Arizona is a former fitness facility\ health club. The 7,769 square foot suite was previous occupied by Gents Boxing Club until 2020 occupied by Gents Boxing Club. Flames Gymnastics is occupying the former Gents Boxing Club suite with no improvements to the site or to the exterior of the building as the space was already set up for a fitness \ health club. The space is great for Flames as the space is wide open. When our architect received the certificate of occupancy to occupy the space on October 17, 2022 by the city of Glendale, we took the space with no improvements to the interior or exterior (Certificate of Occupancy attached). With the adoption of the Unified Development Code (UDC), the use Health and Fitness Center requires a Conditional Use Permit. Parking, hours of operation, number of employees: The number of parking spaces needed at any given time would be around 15-20 spots. I have a staff of 6-7 coaches with a total of 100 athletes with no more than 30 athletes being in the space at once. Most team parents drop and go because they don’t want to hang around 3-4 hours of practice. Some recreational parents will hang around for their child’s hour-long class or run out and do errands. Business hours Monday-Friday from 4:00-7:00 pm. General Findings a. That the proposed use is consistent with the polices, objectives, and land use map of the Glendale General Plan and the purpose of the zone district in which the site is location. Flames Gymnastics is occupying the former suite of a Fitness \ Health Tenant Gents Boxing. The location is consistent with the land use map of Glendale’s General Plan. Flames Gymnastics is a healthy family friendly Tenant with positive implications on the community, city of Glendale and provides great synergy with the other Tenants at the property. The location is on the busy road of Bell Road with huge traffic counts, less than 0.5 miles from the loop 101 entry/ exit, next to Arrowhead Cadillac, and near the Arrowhead mall. The immediate area is surrounded by retail, office and auto sales. As a commercial use it fits in perfectly with the area. b. That the proposed use will not be materially detrimental to the health, safety or general welfare of persons residing or working within the neighborhood of the purposed use, or have an adverse effect on the property, adjacent properties, the surrounding neighborhood or the City when consideration is given to the character and size of the use and hours of operations. Flames Gymnastics will have a positive impact with the neighborhood, property, and adjacent properties. Flames provides a gymnastics facility where a child can run, jump, work on bars, balance on a beam and socialize with other hard-working children is a very life changing experience. A gymnastic facility, like ours, provides that physical activity that children desperately need. c. That the proposed site is adequate in size and shape to accommodate the intended use and that all requirements for the zone district, including but not limited to setbacks, walls, landscaping and buffer yards are met. The location and size are perfect for Flames Gymnastics. The existing shopping center provides great synergy with the existing Tenant such as Best Buy, Trader Joes, Canes, Arrowhead Mall, and all the other millions of square feet of retail in the area. The location also works great as parents usually drop off the athletes and shop with the immediate retail tenants in the area. d. That the proposed site has adequate access to public streets and highways to carry the type and quantity of traffic which may be generated by the subject use, and that on-site circulation is adequate to permit driveways, parking, and loading requirements in a manner which is safe and efficient. Flames Gymnastics has minimal impact on traffic as no more than thirty athletes are in the facility at once. The site is adequate in the size with the number of athletes we coach. e. That adequate conditions or stipulation have been incorporated into the approval of the conditional use permit to ensure that any anticipated detrimental effects to public health, safety, and welfare can mitigated. The Young adult and children’s gymnastic site will not have detrimental effect to public health. The gym will have the opposite effect and will be teaching young adults and children the positive aspects of excising and mental health. Thank you again for your time.
