Northern Avenue, Glendale, Arizona Dear Mr. Macias: Lee Engineering has prepared this letter report as a Traffic Statement (TS) for the proposed Take 5 oil-change facility to be situated on the northeast corner of 51st and Northern Avenues in Glendale, Arizona. Existing Conditions The oil-change facility is proposed on a parcel 0.5 acres in size, identified by the Maricopa County Assessor as APN #148-12-003T. The site has about 140 feet of frontage along Northern Avenue and 135 feet along 51st Avenue. Retail and medical centers, including Western Animal Hospital, Phoenix Flower Shops, Walgreens Pharmacy, Domino’s Pizza, Northern Lights Shopping Center, and a few other businesses are present near the site. The site is zoned C-2 (General Commercial) according to the City of Glendale Planning Interactive Map. The site is accessible via two right-in/right-out driveways, one on Northern Avenue about 190 feet east of 51st Avenue and one on 51st Avenue about 190 feet north of Northern Avenue (centerline to centerline). A vicinity map of the site is shown in Figure 1, while the site plan of the proposed facility is attached. Roadways and Intersections Northern Avenue is an undivided two-way major arterial roadway with three westbound lanes and two eastbound lanes separated by a left-turn lane. It has a posted speed limit of 40 miles per hour (mph) and a width of 65 feet, but it widens to accommodate right- and left-turn lanes at 51st Avenue. It is designed with curbs, gutters, sidewalks, and street lighting. However, street lighting is not present on the south side of Northern Avenue east of 51st Avenue. 51st Avenue is an undivided two-way arterial roadway with three northbound lanes and two southbound lanes separated by a left-turn lane. It too has a posted speed limit of 40 mph and a width of about 65 feet. It is designed with curbs, gutters, sidewalks, and street lighting. 51st and Northern Avenues is signalized with variable left-turn phase mode on all four approaches. In the vicinity of the intersection, all four legs have a raised median, and bus stops are present downstream. The westbound approach consists of three through lanes, a left-turn lane, and a right-turn lane. The eastbound approach consists of two through lanes, a left-turn lane, and a right-turn lane. The southbound approach consists of two through lanes and a left-turn lane. On the south leg, a southbound right-turn lane serves a driveway to the retail center on the southwest corner of the intersection. Pedestrian pushbuttons, pedestrian signal heads, crosswalk markings, and accessible ramps exist at each crossing. Figure 1: Vicinity Map Take 5 Oil-Change Facility, Glendale, AZ Traffic Statement Page 3 of 5 Proposed Development The site is proposed to consist of an oil-change shop with a building area of 1,315 square feet, consisting of three service bays, a small office area, and restrooms. The intended operation of the oil-change shop is to be a quick service, in which customers do not have to step out of their vehicles. Six parking spaces are proposed east of the building. The lot size of 21,699 square feet translates to a floor-area ratio of 6.1 percent. Entrance to the site is proposed via two existing 30-foot-wide driveways. The driveway widths comply with the City of Glendale Engineering Design and Construction Standards (Detail G-454). Vehicles exiting the oil- change service bays turn either right to exit the facility onto Northern Avenue or left to exit onto 51st Avenue. The interior directional drive aisle is shown to be 25 feet wide adjacent to the parking spots. Three service bays are proposed approaching the oil-change facility, with storage of about three vehicles per bay, or a total of 9 vehicles. For the proposed use of this site, enough space is provided to avoid queues on the adjacent public street network. The site layout shows walkways with a width of about 5 feet. No internal pedestrian-vehicle conflict points are identified. According to the City of Glendale Engineering Design and Construction Standards (Detail G-448), the sight- distance requirement for vehicles making a right turn from driveways to arterial roadways is 585 feet. Based on the layout plan and aerial imagery, adequate sight visibility can be provided at the driveways. However, transmission poles along Northern Avenue may create obstructions. No landscaping, fences, signs, or other elements should be placed within the intersection sight triangle that may create a sight obstruction. Trip Generation The Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition, was used to estimate the number of vehicle trip ends the site is expected to generate. The most representative land use for the oil-change facility is LUC 941: Quick Lubrication Vehicle Shop. This land use has trip data available for weekday morning and afternoon peak hours, weekday daily, and Saturday peak hour of the generator. Table 1 shows the trip generation estimate for the proposed oil-change shop based on the number of oil-change service positions (three). Table 1.
