INTRODUCTION 
Lōkahi, LLC (Lōkahi) has prepared a Traffic 
Statement and Queue Analysis for the 
proposed Dunkin’ Go development, 
located at 4402 West Glendale Avenue, in 
Glendale, Arizona. See Figure 1 for the 
vicinity map. 
 
The proposed development will be 
comprised of a 1,077 square foot coffee 
shop with a drive-through window. One (1) 
drive-through aisle is proposed, which will 
provide approximately 225-feet of vehicle 
queuing. See Attachment A and Figure 2 
for the site plan. 
 
The objective of this Traffic Statement and 
Queue Analysis is to analyze the proposed 
development’s traffic related impacts to 
the adjacent roadway network.

EXISTING CONDITIONS 
According to the Maricopa County Assessor, the proposed site is located on two (2) parcels 
(Assessor Parcel Number (APN) 147-08-005E and APN 147-08-005D) and occupies 
approximately 0.51 gross acres. The existing site is currently occupied by a 1,536 square foot 
Taco Bell. See Attachment B for Maricopa County Assessor’s parcel information.  
 
The proposed development is bordered by Glendale Avenue to the south. Commercial and 
fast-food restaurant land uses border the proposed development to the east and west. 
 
Glendale Avenue is an east-west roadway that provides two (2) lanes in each direction of 
travel, with a center two-way left turn lane. According to the Envision Glendale 2040 General 
Plan, dated September 30, 2016, Glendale Avenue is classified as an arterial. The City of 
Glendale’s 2022 Arterial Counts Map reports an annual average daily traffic (AADT) of 26,993 
vehicles per day (vpd) along Glendale Avenue, between 43rd Avenue and 47th Avenue. There is a 
posted speed limit of 40 miles per hour. 
 
PROPOSED DEVELOPMENT 
The proposed development will be comprised of a 
1,077 square foot coffee shop with a drive-through 
window. One (1) drive-through aisle is proposed, 
which will provide approximately 225-feet of vehicle 
queuing. 
 
The proposed development intends to operate with 
one-way circulation. Patrons destined to the 
proposed Dunkin’ Go development will enter utilizing 
the existing driveway located along Glendale Avenue 
approximately 650 feet west of 43rd Avenue and will 
travel in a counterclockwise direction and exit onto 
Glendale Avenue utilizing the existing driveway 
located approximately 720 feet west 43rd Avenue.

TRIP GENERATION 
The trip generation for the proposed Dunkin’ Go development was calculated utilizing the 
Institute of Transportation Engineers (ITE) publication entitled Trip Generation, 11th Edition. The 
ITE trip generation rates and fitted curve equations are based on studies that measure trip 
generation characteristics for various types of land uses. The rates are expressed in terms of 
trips per unit of land use type. This publication is the standard for the transportation 
engineering profession. 
 
Pass-By Trips 
Pass-by trips are intermediate stops on the way from an origin to a primary trip destination 
without a route diversion. Pass-by trips are attracted from the existing traffic passing the site 
on an adjacent street or roadway that offers direct access to the generator. These trips are not 
considered new trips generated by the proposed development. Pass-by rates were applied to 
the trips generated by the existing fast-food restaurant and proposed Dunkin’ Go development. 
The rates are based on data provided in the ITE Trip Generation Handbook, 3rd Edition. 
 
Existing Development 
The existing site is currently occupied by a 1,536 square foot Taco Bell. The trip generation for 
the existing development was calculated utilizing ITE Land Use 934 – Fast-Food Restaurant with 
Drive-Through Window. Trip generation calculation are shown in Table 1. See Attachment C for 
detailed trip generation calculations.

The existing development generates 365 weekday daily trips, with 35 trips occurring during the 
AM peak hour and 26 trips during the PM peak hour.  
 
Proposed Development 
The trip generation for the Dunkin’ Go development was calculated utilizing ITE Land Use 937 – 
Coffee/Donut Shop with Drive-Through. Trip generation calculations are shown in Table 2. See 
Attachment C for detailed trip generation calculations.

When accounting for pass-by, the proposed development is anticipated to generate 63 
weekday daily trips, with 10 trips occurring during the AM peak hour and 4 trips during the PM 
peak hour. 
 
TRIP GENERATION COMPARISON 
Proposed Development versus Existing Development 
A trip generation comparison between the proposed Dunkin’ Go development and the existing 
Taco Bell development is shown in Table 3.

The build-out of the proposed Dunkin’ Go development is anticipated to generate 302 (83%) 
fewer weekday trips, with 25 (71%) fewer trips during the AM peak hour, and 22 (85%) fewer 
trips during the PM peak hour than the existing development. 
 
ON-SITE CIRCULATION AND QUEUE 
The proposed Dunkin’ Go provides one (1) queuing lane. After placing the order, drivers will 
proceed to the pick-up location. 
 
A total of 225-feet of storage is provided within the queuing lane. Conservatively assuming 25 
feet per vehicle, this length equates to 9 vehicles of storage to the pick-up window. See Figure 
3 for on-site queuing exhibit. This exhibit shows 10 vehicles in queue. As calculated, the 25 feet 
is a conservative calculation. 
 
Dunkin’ collected drive-through customer utilization data in one-hour intervals at ten (10) 
existing restaturants for seven (7) days, starting July 11th, 2022 and ending July 17th, 2022. Data

Additionally, Dunkin’ provided a letter documenting their drive-through operations and what 
they are doing to improve operations. See Attachment D for the provided letter. Based on an 
analysis completed by Dunkin’, to meet their target of customers waiting 30 seconds or less at 
the pick-up window, a minimum of six (6) vehicles queued is required. This results in an average 
wait time from the order menu to the pick-up window is three (3) minutes.  
 
As shown in Table 5, the 85th percentile number of vehicles utilizing the drive-through in a one-
hour interval was 69 vehicles. This represents approximately one (1) vehicle entering 
approximately every 52 seconds. Based on the letter provided by Dunkin’, the average wait time 
is 3 minutes between the time of order and the time the customer receives order and can 
depart the site. During a 3-minute timeframe based on the average arrival, 3 vehicles would 
arrive and queue. Additionally, with a queue capacity of 9 vehicles, assuming consistent arrivals, 
this would be the equivalent of approximately 9 minutes of queuing. Therefore, given the 
average wait times and anticipated trips, the on-site queue storage provided is anticipated to 
meet and exceed the anticipated vehicle queue.  
 
Dunkin’ is diligent in managing the traffic and drive-thru queues at each location. The site layout 
is well planned based on their wealth of experience at locations all around the Phoenix Metro 
area as well as across the nation and world.

Trip Generation 
Trip generation for the proposed Dunkin’ Go was calculated utilizing ITE Trip Generation, 11th 
Edition and pass-by trips were calculated utilizing the Trip Generation Handbook, 3rd Edition. 
Accounting for pass-by trips, the proposed site is anticipated to experience a total of 575 daily 
trips, with 92 trips occurring in the AM peak hour and 42 trips in the PM peak hour. The 
proposed Dunkin’ Go is anticipated to generate a total of 63 new weekday trips, with 10 trips 
occurring during the AM peak hour and 4 trips occurring during the PM peak hour.  
 
Trip Generation Comparison
