PROJECT NARRATIVE 
IN SUPPORT OF THE CONDITIONAL USE APPLICATION 
FOR AN EXPRESS AUTO SPA TO BE LOCATED AT 5119 BETHANY HOME ROAD 
GLENDALE ARIZONA 
 
 
The Petitioner/applicant seeks to establish an automated car wash facility with 
vacuums. The maintenance of the establishment is minimal at best. The car 
wash is a belt fed system that uses the minimal amount of water and organic, 
plant-based, biodegradable wash products that are environmentally friendly, 
non-toxic and safe for disposal through the system. Water usage of the 
proposed use is less than nearly all other car wash systems and car wash 
facilities. The operation of the proposed use will in no way endanger the 
public health, safety or general welfare of any portion of the community. No 
material is emptied into the city water system. It is emptied into the septic 
system. Like other car wash facilities, this will bring a needed & desired use 
by the community. Though there are other car wash facilities in the area, this 
is the ONLY one that has a conveyor belt and a touches system. The operation is 
simple, safe and unobtrusive. Traffic will not be disrupted. A traffic study was 
conducted and concluded no impact on the public right of way. The stacking allows 
for many vehicles on the site. Lighting does not escape the property line, based on 
the design, site plan & angles of lighting throughout the facility. Sound has been 
previously tested and measured and other uses have never exceeded any 
regulated, fixed maximum decibels allowed. The traffic decibels exceed the decibels 
created by the operation of this facility. The vacuums are enclosed and trap sound 
rather than emitting any. Any commercial use upon this property will increase use 
therefore, a special use will not otherwise endanger the public health, safety 
or general welfare any more than any other commercial use. The proposed special 
use is compatible with adjacent properties and other property within the immediate 
vicinity of the special use. 
 
The CONDITIONAL USE will not interfere or be in conflict with the spirit, intent or 
letter of the law of the Ordinance regarding the City land use policies. 
Those policies seek to create a flow, uninterrupted use, quiet enjoyment, 
functionality & unobstructed ingress/egress to the public way. The CONDITIONAL 
USE proposed will in no way be a hindrance to the City land use policies. 
 
Generally, the operation will conduct business from sunrise to sunset. Though 
automated, there will be a minimum of 3 employees on site during all times and a 
maximum of 6 employees during peak hours.
