1 INTRODUCTION 
This Traffic Impact Statement (TIS) was prepared for the Glendale Car Wash (Project) located on the southeast 
corner of Bethany Home Road and 52nd Avenue in Glendale, Arizona (City), as shown in Figure 1. The Project has 
frontage on 52nd Avenue, which is owned and maintained by the City. 
The purpose of this study was to document existing conditions and the proposed Project site plan, as well as 
calculate anticipated site-generated trips associated with the Project.  
The Project will consist of 1.8 acres of “Automated Car Wash” land use with 1 tunnel as shown in the site plan 
(Attachment A). The Project is forecast to generate approximately 62 AM and 78 PM peak hour trips and 780 
daily trips based on calculations performed using the Institute of Transportation Engineers (ITE) Trip Generation 
Manual (TGM), 11th Edition.  
The Project is located near US 60 (Grand Avenue), which is owned and maintained by the Arizona Department 
of Transportation (ADOT). The Project is expected to generate fewer than 100 peak hour trips; therefore, a TIS 
has been prepared to satisfy the City and ADOT’s requirements. 
This TIS has been prepared in accordance with ADOT’s Traffic Engineering Guidelines and Processes (TGP) 240 
Traffic Engineering Analyses for review and approval by ADOT and the City. The ADOT TIA Pre-submittal Form 
provided to ADOT can be found in Attachment B.

2 PROJECT BACKGROUND 
The Project site is located on the southeast corner of Bethany Home Road and 52nd Avenue in Glendale, Arizona, 
as shown in Figure 1. The Project site is an existing aggregate parking lot for trucks surrounded by a chain link 
fence. The site is bounded by Bethany Home Road to the north, 51st Avenue to the east, Sunbelt Rentals to the 
south, and 52nd Avenue to the west. 
The anticipated Project opening year is 2023.

3 EXISTING CONDITIONS 
3.1 
Existing Roadways  
US 60 is a six-lane, paved, east-west divided roadway with 3 lanes in each direction. The cross section consists 
of pavement, raised median, curb, and gutter on both sides of the roadway. The posted speed limit is 45 miles 
per hour (mph). US 60 is classified as an Urban Principal Arterial based on the based on the ADOT Statewide 
Federal Functional System Online Map. US 60 is classified as an Freeway/Expressway based on the City of 
Glendale Transportation Plan (November 2017). 
Bethany Home Road is a five-lane paved east-west roadway with lanes in each direction and a two-way left-turn 
lane (TWLTL). The cross section consists of pavement, curb, and gutter on both sides of the roadway. Sidewalk 
is present on both sides of the roadway, except for small sections of missing sidewalk on the north side of 
Bethany Home Road. The posted speed limit is 40 mph. Bethany Home Road is classified as an Urban Minor

Arterial based on the ADOT Statewide Federal Functional System Online Map. Bethany Home Road is classified 
as an Arterial based on the City of Glendale Transportation Plan (November 2017). 
52nd Avenue is a two-lane paved north-south roadway. The cross section consists of pavement, curb, gutter, and 
sidewalk on both sides of the roadway. There is no posted speed limit on 52nd Avenue. 52nd Avenue is classified 
as an Urban Local based on the ADOT Statewide Federal Functional System Online Map. 52nd Avenue is not 
classified on the City of Glendale Transportation Plan (November 2017). 
3.2 
Existing Intersections  
Bethany Home Road and 52nd Avenue is a three-leg unsignalized intersection with a yield sign present on the 
northbound approach. The northbound approach consists of one right-turn lane; the eastbound approach 
consists of a one through lane and one shared through/right-turn lane; the westbound approach consists of 
a two through lanes.  
4 PROPOSED SITE CONDITIONS 
4.1 
Site Access, Circulation and Parking 
The layout of the proposed building and parking is shown on the Site Plan in Attachment A. 
Access to the Project will be provided via one proposed driveway on the west side of the Project at 52nd Avenue. 
There are no sight distance concerns at the site access driveway location. 
Vehicles will enter the site on the southwest corner of the site, continue to the east side of the site, enter one 
of three available storage lanes, then loop counterclockwise into the automated car wash.  
The Project will provide 32 total parking spaces used for vacuuming, located on the west side of the proposed 
car wash building. 4 spaces for employee parking will be provided on the east side of the car wash building. 
4.2 
Trip Generation 
The proposed Project consists of a 1.8-acre “Automated Car Wash” land use with 1 tunnel and 5,000 square feet 
of building space. The Project is forecast to generate approximately 62 AM and 78 PM peak hour trips and 780 
daily trips based on calculations performed using the ITE TGM, 11th Edition. Calculated trip values are shown in 
Table 1. A detailed trip generation calculation sheet is provided in Attachment C.

5 CONCLUSIONS 
The following conclusions are made based on the findings of the Project TIS: 
1. The Project is expected to generate approximately 62 AM and 78 PM peak hour trips and 780 daily trips.  
2. The Project is not expected to have a significant impact to the surrounding roadway infrastructure as it 
is expected to generate fewer than 100 peak hour trips. 
3. There are no anticipated sight distance concerns at the Project driveway.

RECOMMENDATIONS 
In summary, the proposed Project is expected to have no significant impact on the adjacent roadway network. 
The following recommendations were developed based on the findings of the Project TIS: 
1. Design and construction of the proposed Project improvements should conform to the City’s design 
guidelines, as applicable.
