A new retail development is planned at the southeast corner of 91st Avenue & Cardinals Way in Glendale, Arizona. It will consist of approximately 37,000 square-feet of restaurants and retail on a total 8.09-acre development area. It is anticipated to be complete by 2025. TRIP GENERATION The proposed development is anticipated to generate 8,415 total daily weekday trips (entering and exiting) with 765 total trips (entering and exiting) during the AM peak hour and 643 total trips (entering and exiting) during the PM peak hour. SITE ACCESS The site can be accessed via 91st Avenue, Cardinals Way, and Montebello Avenue. The Loop 101 freeway is located less than one mile west of the site and the State Farm Stadium is located approximately two-thirds mile northwest. There are 5 proposed driveways to access the site – Driveway 1 & Cardinals Way, Driveway 2 & 91st Avenue, Driveway 3 & 91st Avenue, Driveway 4 & 91st Avenue, and Driveway 5 & Montebello Avenue. A raised median is planned along Cardinals Way. CRASH ANALYSIS Crash data was obtained from the Arizona Department of Transportation’s (ADOT) ALISS/ACIS database for the most recent 3 years of publicly available data (2018-2020). The east legs of Cardinals Way and Montebello Avenue were not built until 2020, therefore, the crash data analyzed does not reflect any crashes within the past 3 years for these areas. There were also no recorded crashes at 91st Avenue & Montebello Avenue. There was a total of 15 recorded crashes at the 91st Avenue & Cardinals Way intersection. None were fatal crashes and only 1 was incapacitating (serious injury). Half of the total crashes were rear-end and sideswipe (same direction) crashes with a majority either going straight ahead or making a left turn. CAPACITY & LEVEL-OF-SERVICE The study intersections will operate at LOS D or better in the opening day (2025) scenario. All intersections operate at a LOS D or better with the exception of 95th Avenue & Cardinals Way during the PM peak hour background and full buildout scenarios, which operates at a LOS F in the 2030 horizon scenario. The eastbound left movement operates at a LOS F beginning with the AM peak hour background scenario. The increased delay is caused by the left turn protected movements on all legs of the intersection. As this is the primary entrance for the Stadium, this phasing allows for optimal operation during high traffic volume events. The intersection was mitigated to optimize the splits and therefore reduced the overall intersection LOS to an E in the PM peak 2030 horizon scenario. The westbound left movement at the intersection of 91st Avenue & Cardinals Way operates a LOS F during the AM peak hour total traffic scenario at the 2030 horizon. The overall intersection operates a LOS D. The intersection was mitigated in an attempt to improve the LOS and delay by adding an additional westbound left turn lane and modifying the phasing to protective-permissive. This improved the movement to a LOS E.
