Yucca Council District, operating from 7AM to 9PM, with room for 10 cars inside of the wash, and 
queuing for 22 additional cars. 30 parking/vacuum spaces provided.
  
Public notices to include:
1. Neighbor notification letter to the attached list, plus additional contacts to be provided by City Staff
2. A virtual neighborhood meeting, held in advance of the hearing for the Conditional Use Permit
3.  Site posting: One (1) 4’x8’ notification sign posted on the site a minimum of 15 days prior to the 
hearing, and removed a maximum of 30 days after the final disposition of the case.
The neighbors directly north and east of the parcel may be affected by this proposal, given that the 
change of use from a convenience store to a carwash will be directly adjacent to them. The hours of 
this operation will be 14 hours, rather than a typical 24 hour service station/convenience store, which 
may mitigate some of the effects.

The affected neighbors may be concerned about traffic adjacent to their property, as well as the 
impact of the construction of the property.
The neighbors and the public at large will be afforded the opportunity to discuss the proposal by 
attending a virtual public meeting to be held prior the hearing date, and Permit Pushers, LLC will 
address any of those concerns by collaborating with the architects of the project to address design 
issues as the arise. The offices of Permit Pushers will also accept and address any public comment 
up to the date of the hearing. 
Follow up by phone or email, as preferred by the individual, will be made by Permit Pushers, LLC, 
and communicated to the City staff as well as the architect of the project, either by carbon copy or by
written report after a phone call. 
Communication with City staff will originate either from ADN Architects or Permit Pushers, LLC, and 
a written summary of all concerns, how they have been addressed, or why the applicant is unwilling 
to address them, as well as a tally of any objections or letters of support will be provided.

Conditional Use Permit for Ultra Clean Express Car Wash
Dear Neighbor:
This letter is to inform you that ADN Architects is applying for a Conditional Use Permit
application with the City of Glendale. The property is located at 8250 W. Glendale, AZ, 85303 in
the Yucca Council District.
The Conditional Use Permit application is for an Ultra Clean Express Car Wash, which would be
approximately 4,660 square feet, in a rectangular building on a site of approximately 59,800
square feet in size. The building would run in a north-south orientation, and be placed toward
83rd Ave. The ends of the car wash have towers at 31’6” with the main building height at 21’6”
to the top of the parapet. The previous gas station use would be demolished for new structures,
hardscape, and landscaping. The new project would cover the entire lot. The proposed hours of
operation are from 7 a.m. to 9 p.m. The previous gas station hours are unknown, however,
research of gas station uses in the neighborhood indicates that the hours likely would have
been longer than the proposed hours of operation for this new car wash use. Setbacks are as
delineated in the table below:

The setbacks have been designed to minimize impact to the surrounding properties as well as
maximize visibility of the car wash.
The surrounding area is mostly developed, with heavy commercial uses around the stadium and
towards the 101, as well as many residential areas. Car washes are common, neighborhood
uses, and are particularly in demand in dryer, desert environments. Our client only selects a site
after careful research and when they feel their product will be of service to the surrounding area,
and will provide a benefit to attract paying customers.
At peak times car washes can get busy and car queues can back up. The wash can queue 22
cars with an additional 10 inside the wash. 30 parking/vacuum spaces are also provided.
Our client has several sites already open and is comfortable with the number of cars that can be
accommodated at this site. The last thing they want is people driving up, seeing too many
people or too long a line, and leaving. They are very careful about being able to handle any
expected customer load. Water and any chemical uses are also important considerations.
Washing a car at an automated wash facility saves water over home cleaning and all runoff is
filtered prior to going to the sewer. Home washes use more water with oil and dirt going into the
storm drain with no filtration.
Construction would start shortly after entitlements and plan check are complete. As these
processes can take a varied amount of time we will be updating the owner with our progress

and they will plan to start construction as soon as possible after the building permit is
obtained.
