CITIZEN PARTICIPATION FINAL REPORT FOR SUPER STAR CAR WASH South of the Southwest Corner of W. Olive Avenue and N. 51st Avenue August 23, 2023 Case No. : CUP23-19 (REDACTED) City of Glendale Planning Approved August 27, 2023 2 | P a g e Citizen Participation Final Report SUPER STAR CAR WASH Brief Description of Proposal The Citizen Participation Final Report provides information about the implementation of the Citizen Participation Plan (“CPP”) for Super Star Car Wash (“SSCW”) which is proposing to develop an express car wash on approximately 1.16± acres located south of the southwest corner of Olive Avenue and 51st Avenue (the “Site”). SSCW is requesting a Conditional Use Permit. The Site is zoned General Commercial (C-2) and designated Planned Commercial (PC) on the General Plan. An express car wash is permitted as a “Convenience Use” in C-2 subject to a Conditional Use Permit (CUP) and therefore is compatible with the City’s Zoning Ordinance, the General Plan’s land use designation of PC, and neighboring commercial uses. SSCW is proposing a new approximately 4,620 square foot wash building with a state-of-the art, high efficiency full service express conveyor car wash tunnel system, 3 point of sale express pay stations, and 27 self-served vacuum stations. The Citizen Participation Final Report provides information about how the Applicant reached out to citizens, neighbors, nearby businesses, public agencies and interested persons to talk with them about and gather their input on the proposed plans and actions addressed in the applications. Notifications Notification Letters were mailed out on July 27, 2023 to the 300’ property owners, interested parties, and additional parties that included specific information about the proposed development, a plan of the proposed development, and the date and time of the virtual neighborhood meeting. The notification letter included a proposed Conceptual Site Plan and Conceptual Elevations. The notification letter with exhibits is attached at Exhibit A. The lists of persons/entities who received the neighborhood notice letter included property owners within 300’ of the site (Exhibit B), as well as interested parties and additional parties (Exhibit C). The 300’ list was obtained from the Maricopa County Assessor’s website. The other lists were provided from the City of Glendale Planning Department. The Affidavit of Mailing is attached at Exhibit D affirming the notice was mailed in accordance with the Citizen Participation Process requirements as established in the City of Glendale’s Zoning Ordinance. 3 | P a g e On August 14, 2023, a Neighborhood Meeting was conducted by Zoom video- conferencing. No property owners within 300’ of the Site, neighbors or interested parties attended the meeting. A Neighborhood Meeting Summary is attached at Exhibit E documenting who appeared from the Super Star Car Wash Development Team as well as City staff. The Citizen Participation - Summary/Final Report is attached at Exhibit F. Sign Posting The CUP application is currently scheduled to go before the Planning Commission on September 28, 2023. A sign will be posted on the Site publishing the date, time, and location of the Planning Commission Hearing at least 15 days prior to the hearing. An Affidavit of Posting together with photos of the sign will be submitted to staff. Identify who may be directly and indirectly affected by the proposal and anyone who expressed interest or believes they will be affected. The intent of the C-2 Zoning District is to “accommodate either integrated or freestanding commercial uses and services. Uses serve both neighborhood scale as well as community level needs.” This proposal fits that intent by providing a commercial use that will serve the community’s needs in an appropriate location. Currently, a portion of the Site is being utilized as a parking lot and the remainder of the Site is undeveloped. To the north of the Site is a commercial center including a CVS, zoned C- 2. Surrounding the Site on the south and west is a Walmart and associated parking lot zoned C-2. To the east (across 51st Avenue) there is a condominium community zoned R-4. This proposed car wash is appropriate for the area and existing designations. Identify any concerns the above individuals may have. No known negative impacts to the nearby properties and neighbors. How will the individuals be provided an opportunity to discuss the proposal with the Applicant if issues or questions continue or suddenly arise after distribution of the notification letter. Contact information for the Applicant’s representatives and staff assigned to the case were included in the neighborhood meeting letter. To date, neither the Applicant or staff have received any communications from property owners, neighbors, or interested parties expressing any concerns or opposition to the proposed development. 4 | P a g e How will these individuals be informed of any changes after the initial contact? There has been no significant changes or amendments to the application following the initial contact with the neighbors. How will you keep Glendale Planning Staff updated on the status of the Citizen Participation efforts? Receipt of any support petitions, emails or letters, if any, will be sent to the City to be placed in the files. Implementation Schedule a.
