LEGAL DESCRIPTION
The proposed Sina Estates is located on a parcel of land that is approximately 5.98
acres within the City of Glendale. The parcel is identified on the Maricopa County
Assessor’s map as parcel 142-27-004. The property is located in Township 2 North,
Range 1 East, in Section 2 of the Gila and Salt River Base and Meridian, Maricopa
County, Arizona.
PROJECT DESCRIPTION
Sina Estates is a proposed master planned community to be composed of 21 residential
property parcel lots. These parcels reside on approximately 5-6 acres located in the City
of Glendale, Arizona.
Sina Estates is located at 7111 N 83rd Ave, Glendale, AZ 85303. Nearby sectors
include commercial property on the north, residential properties along 81st Ave to the
East, and vacant land on 83rd Ave to the West.
PROJECT PROPOSAL
The intent of the proposal is to preliminary plat the lots within Sina Estates for a
proposed preliminary single-family residential neighborhood with public streets located
north of the intersection of Glendale Avenue and 83rd Avenue. Within this preliminary
project proposal, a design concept for a new residential community for development will
be proposed to incorporate property lots, open spaces, and amenities within its
preliminary site development with Civil Grading and Drainage, Landscaping, and
proposed residential design development proposals for Sina Estates.
Sina Estates will provide family residences in the desired area of Glendale. Sina Estates
subdivision will accommodate 21 residential homes that will be one story or two stories.
The homes will vary from 2,100 square feet to 4,100 square feet within the property lots
following setbacks to the R1-4 PRD zoning. The houses in the residential subdivision
will stagger along the front to create a separation between the homes. In addition, open
spaces or tracts (referenced in plans) will provide breaks between the staggered rows of
housing and have open green spaces with a playground for children to play. Sina
Estates' design proposal includes other amenities that include additional open
space/green spaces on the south end of the community, a half basketball court, and
covered pergolas.
Sina Estate's proposed housing will conform with the R1-4 PRD zoning and comply with
the small lot development standards.

The open space for Sina Estates along the south side of the property will serve as
retention basins for stormwater and landscape areas. Sidewalks will provide leading
access to the open space areas. Some of the open spaces will serve as recreational
spaces for the residents to use. The Landscape Plan will include trees for shade,
bushes, grass for open spaces, and gravel.
SITE CIRCULATION
Sina Estates will have access to and from 83rd Avenue and 81st Avenue for site
connections.
TRAFFIC
Access points from 83rd Avenue and 81st Avenue will be accessible to the site as well
as the access points for main roads. There will be a two-way road that will span across
the site from 83rd Avenue to 81st Avenue for residents to use to access their driveways
to their homes. A street choker will be located halfway past the midpoint of the road,
approximately 590 feet from 83rd Avenue, to slow down car traffic.
PEDESTRIAN-ACCESSIBLE ROUTES AND PATHS
Sina Estates will have accessible routes and paths in the community for pedestrians to
walk and enjoy safely as designed in the site plan to travel between the open spaces
and proposed residential lots.
The proposed plan for Sina Estates includes newly installed sidewalks and pathways on
the South of the site. A new six-foot concrete pathway sidewalk located within Tract A is
a deliberate and well-designed concrete pathway that spans from the West to the East
of the site, passing through Tract A that provides a trail path for the community. The
pathway design and purpose is to provide a new movement and connectivity within the
Sina Estates site with the community's ability to travel the different designed elements of
Tract A including an open space for retention basins, recreational activities, and
landscaping. This new concrete trail pathway sidewalk provides a curvature appeal that
suggests that the open space is not just a linear straight path but provides a different
approach to circulation on the site. The newly proposed sidewalk pathway will extend to
match the sidewalk to the South adjacent to N 83rd Avenue. The path will provide a
visually appealing and engaging experience for walking and strolling through the open
space that is different from the adjacent sidewalk installed along the West side of
Midway Avenue that spans between 83rd Avenue and 81st Avenue.

OPEN SPACES
This is the notification of the updated revision that occurred on the Glendale Project of
Sina Estates located at 7111 N 83rd Ave, Glendale, AZ 85303.
The previous Sina Estates Project was adjusted to accommodate City of Glendale
requirements which were altered to the site and the R1-4 PRD zoning. The prior existing
Sina Estates Planned acquired 23 homes with single Tract B for space for the
community to use in addition to the open separator between the row of homes.
The current and revised plan of Sina Estates includes 1.17 acres of total open space
which includes five tracts. The five different tracts within the open space are designed
with specific purposes and amenities. The designed site provides these proposed
different tracts, including different amenities and designated spaces for four separate
Retention Basins, playground recreational areas, and landscaping.
Located at the West of the project site will be the designated Tract A which includes
open space for the community to use for recreational activities. The Tract A space can
be used as open green space for children or the community to use within the different
divisions that are separated by the concrete pathway that offers a convenient and
accessible route for people in the community within this connected area of retention
basins, recreational amenities, and landscaping. The retention basins are planned
within the open space to manage stormwater runoff and prevent flooding but also be an
open space for community usage within the various landscaping. The landscaping
areas are integrated into the open space plan to include features of trees, shrubs, and
other greenery to enhance the aesthetic and ecological value of the space. It will also
provide an open green space where people can gather, relax, and participate in various
outdoor activities like the proposed half-court basketball court, pergola for barbeque,
and playground equipment for recreational purposes.
This new project proposal includes an additional Tract space on the North side where
the housing is proposed. This will change the amount of homes from 23 down to 21
home lots. Tract E will be located between lot 8 and lot 9 while Tract B will be between
lot 16 and 17. The Tract E will be another recreational playground area space for the
families living in the community. As proposed in the site and landscaping plan; Tract E
will be designed with two separate 200 square footage (20’x10’) pergola/ramadas that
have a shared green space that is designated for an open space playground area.
In addition, Tract B is a retention basin with granite rock to be used when not occupied
by the community and Sina Estates' new residents. These tracts have been placed
between the housing as a breakage between homes to provide a barrier and outdoor

space for the community. Tract E has been specifically designed for the use of the
playground area for the children. A place for families to enjoy recreational activities for
play between the pergola/ramadas. The designated open spaces of Tract E and B are
designed for the community. Since the retention area located in Tract B can’t be
adjusted smaller, Tract E would not be a basin and would be the new additional open
space area to the plan. From the prior site plan, this new addition of Tract E is designed
for a second breakage between the row of the 21 homes. Tract E is 35 feet wide and
was made larger than Tract B to accommodate any amenities closer to the housing lots
on the north side of the road. On the north end of Tract B and Tract E spaces were
planned due to the available lot sizes after the removal of two proposed housing lots.
The following efforts were made to maximize the most open area within Tract E with the
available space.
In addition, Tract C and Tract D are areas on the entrance north corners of the site.
Tract C is located East of the site by 81st Avenue and Tract D is on the West entrance
by 83rd Avenue. These tracts are spaces that separate the roads from the housing lots
which will have proposed landscaping.
The once previous Retention Basin D that was planned within Tract A was removed and
then relabeled as a Retention Basin in Tract B to the North side of the lot. The previous
fourth basin for Tract A that was proposed to the south was adjusted for Tract A to
provide a new open space for recreational activities within Tract A. The newly adjusted
Retention Basins A, B, and C have been adjusted according to the civil site plans by
increasing the depth of the Retention Basins A, B, and C located on the South side of
the site.
Retention Basins A, B, and C are Retention Basins with grass which when not in use
with water can be used by the community. In addition, the three south Retention Basins
A, B, and C will have trails surrounding their exterior perimeter to connect a pathway
between these three basins. Due to the depth increase of the Retention Basins A, B,
and C located at the South side of the site; a new dry-well is located within Retention
Basin A. Then all basins A, B, and C are connected with a culvert storm drain as a
connection drainage between the three basins that slope gradually towards the West of
the site to follow the site proposed site contour for Grading and Drainage site planning.
Located south on the site near 83rd Ave is a dedicated landscape area which will
include plants that can be referenced to the landscape plan. This area of landscape will
have a 30-foot by 30-foot half-court basketball. A proposed 10-foot by 20-foot pergola
for barbeque (BBQ) will be placed near the half-basketball court. On the north side of

the landscape, area will be a concrete pathway on the exterior that will connect with the
other south Retention Basins and provide circulation. Throughout Tract A; a cohesive
preliminary plat design has been constructed for the drainage and landscaping of this
new residential community development.
DEVELOPMENT STANDARDS & ZONING CLASSIFICATION
The proposed Sina Estates community shall adhere to the following development
standard of R1-4 PRD:
TYPICAL STANDARDS & LOT DETAILS
In accordance with R1-4 PRD zoning standards, the typical lot layout for Sina Estates
project proposes a maximum structure height of 30 feet, a rear setback of 15 feet, a
street side setback of 10 feet from the right-of-way, and a front setback of 15’ to the
living area and 20’ from the face of the garage to the right-of-way. Local-to-local street
intersections will have a 30-foot by 30-foot unobstructed view easement.
The modified development standards, proposed by the development area standard side
setback of 5 feet and 5 feet, minimum lot width of 50 feet, lot depth of 106 feet as shown
in R1-4 PRD, maximum lot coverage of 54% as shown in R1-4 PRD, and a lot area of
5,3000 square feet. It should be noted that while this request proposed a 5-foot side
yard setback, there shall be a 5-foot use and benefit easement between each of the
lots. This means that the plan actually provides a 10-foot clear zone between adjacent
homes with no walls.

GRADING & DRAINAGE:
The existing topography of the proposed development site, which is generally flat, has a
gradual slope from the East to the West.
Retention basins that will be designed to meet local requirements of a 100-year 2-hour
storm event and shall drain the site such that the ultimate outfall shall be towards the
83rd Avenue right-of-way at the southwest corner of the site.
The site’s drainage shall be designed and constructed in accordance with the City of
Glendale Engineering Design and Construction Standards.
FLOODPLAIN MANAGEMENT:
FLOODPLAIN MANAGEMENT
Regulations will be provided for the subdivision of land, and
construction of the proposed Sina Estates residential community
will conform to the flood plain management chapter 17 of Glendale,
Arizona’s codes and ordinances. Displayed in the Grading and
Drainage set of plans by Saiff Engineering will display constructive
plans for the preliminary plat of Sina Estates. The Grading and
Drainage plans display retention basin calculations, site cross
sections, and easements in correspondence to the site location with
the FEMA floodplain designation.
FEMA FLOODPLAIN DESIGNATION
The subject property is located within shaded zone “x” defined as
“areas of 0.2% annual chance flood; areas of 1% annual chance
flood with average depths of less than 1 foot or with drainage areas
less than 1 square mile; and the area protected by levees from 1%
annual chance flood, per fir map number 400371715L dated
October 16, 2013. Zone X (Shaded) is defined as follows:

The flood insurance rate zone that corresponds to areas
outside the 100-year floodplains, areas of 100-year sheet
flow flooding where average depths are less than 1 foot,

areas of 100-year stream flooding where the contributing
drainage area is less than 1 square mile or areas protected
from the 100-year flood by levees. No base flood elevations
or depths are shown within this zone
STORM WATER MANAGEMENT:
STORM WATER MANAGEMENT
Storm Water Management plans drafted by SAIF Engineering LLC,
is a comprehensive plan to limit off-site sedimentation during
development and construction; in planning considerations of
proposed grading and drainage plans. All other stormwater
requirements will adhere to the City of Glendale standards.
WATER & SEWER:
The existing sewer line in 83rd Avenue is 21 inches and is at a suitable depth to
serve the proposed development. The existing sewer has no known paybacks
associated with the site according to the City of Glendale planning and
engineering departments.
The existing 12-inch water line on 83rd Avenue will be looped through the
proposed Sina Estates development to the existing 8-inch water line on 81st
Avenue. Existing water has no known paybacks associated with the site
according to the City of Glendale Planning and Engineering departments.
The proposed development lies within the domestic water service area of the City
of Glendale, which is designated as having an assured water supply pursuant to
Section 45-576 of Arizona Revised Statutes.

LANDSCAPE CONCEPT
The landscape plan documents for Sina Estates were prepared by Everett Landscape
Architecture (ELA); to propose landscaping with plans and ground covers and site
irrigation. The proposed landscaping design was to provide a palette of drought-tolerant
low-water use plants, shading street trees, and meandering landscaping from the

proposed site plan of sidewalks, concrete paths, half-court, ramadas, tracts, and
retention basins. The landscaping concept also was meant to keep in mind the safety of
pedestrians when using recreational amenities within the site. For example, in the
revised landscaping from the new Tract E; low shrubs were incorporated towards the
sidewalk of E. Midway Avenue as a protection barrier in Tract E’s Bermuda grass for the
open space at the center designated for recreational play between the two
pergolas/ramadas. The landscaping concept design was designed to provide a
well-constructed site concept proposal for a visually appealing community between 83rd
Avenue and 81st Avenue, by displaying a range of plants, ground textures, amenities,
and irrigation connections for the proposed Sina Estates preliminary design.
CONCEPTUAL SITE DESIGN SCHEMATICS
The conceptual site design schematics were prepared by Niksi Architecture for the
proposed Glendale development to Sina Estates for conceptual design references. The
schematics for the reference schematic renders will include tot-lot concepts for a
subdivision entrance sign wall, exterior site wall concepts, mailbox kiosks, and
recreational amenities within the open spaces. From the architectural conceptual design
schematics for reference designs; Sina Estates concept design for the subdivision is
designed to display a cohesive and seamless community.
As referenced in the architectural conceptual design sheets; the site plat development
will incorporate twenty-one residential lots within a proposed new residential community
to be labeled with a subdivision entrance sign wall called Sina Estates. The entrance
sign wall concept design will be a six-foot max block wall covered in stucco and two
block columns on each side of the wall covered in a stone veneer below a wall cap. On
the base of the wall, a proposed precast garden box covered in a stone veneer finish
will be placed a minimum of 18 inches from the proposed new finished grade of the
ground. The proposed precast garden box will allow plants for a contrast of color and
visual effect that mimics the proposed surrounding landscaping construction plans.
The concept for a plant box with the proposed entrance wall sign will give a nice visual
effect to the lettering on the stucco wall that is framed with the stone veneer on the
sides and the bottom frame of the plant box. This design concept for the subdivision
entrance sign wall is the conceptual idea that will be an indicator of this new community
from North 83rd Avenue and Country Road on North 81st Avenue. The proposed site
signage will be designed to not impede any sight visibility triangles for entrance to the
new community of Sina Estates to the Midway Avenue that is proposed for the new road
for Sina Estates between North 83rd Avenue and North 81st Avenue.

In addition to the proposed entrance sign wall concept for Sina Estates; the site walls
will be a concrete masonry unit (CMU) wall covered with stucco and stone veneer
accent pillar-capped walls. The stone veneer accent pillar caps will be placed on one
side of the exterior wall. The concept design of the proposed site wall will not exceed six
feet in height. The concept design is to have the accent veneer cap walls on the exterior
of the property be viewed from North 83rd Avenue and North 81st Avenue. On the
property line of the proposed lots will be a seamless stucco-covered masonry wall as
the privacy walls to the proposed lot for each residence. This exterior concept site wall
with the stone veneer cap on one side is also proposed to be installed along the South
side of Tract A. The stone veneer accent wall with the stone wall cap will give a unique
visual dimension to the new proposed community of Sina Estates. From the preliminary
plat data Tract A has an average length of 1,200 feet. The conceptual design of a stone
veneer accent cap exterior CMU walls with a stucco finish is the proposed concept
design for the site. The concept design to stagger the pillars and caps with a stone
veneer center of the stucco-covered site wall concept design will give this long tract of
space a cohesive and visually appealing site wall to the surrounding community that
enhances the open spaces.
One of the concept design amenities within the open spaces of Sina Estates is the
20x10 Pergolas or Ramadas for Barbeque. The Pergolas or Ramadas within the open
spaces for barbecues will be a wood structure with a stone veneer column base finish
that will mimic the proposed site wall concept that will incorporate the stone veneer
accent wall insert within the stucco-covered CMU site wall. The concept for the pergola
and ramadas indicated for recreational barbeques will include picnic tables and
standard uline outdoor park grills. This conceptual design is meant to provide shading
and recreational outdoor activities for the residential community.
These new proposed residential homes will accommodate twenty-one residential homes
that will be one-story or two-story. The homes will vary from 2,100 square feet to 4,100
square feet total within the property lots that will follow the required property lot zoning
of R1-4 PRD. The houses in the subdivision will stagger along the front of the property.
By staggering the residential homes along the front of the property at different
increments; the new proposed homes that will vary along the lots at the North side of
the site will provide a visual aesthetic between the residential homes. The residential
homes have the potential to be built by flipping at different sides of the side setbacks on
the East and West of the proposed lots; as well as have the proposed two stories move
further back from the front property line setback to give the lots a staggered effect.

For the new residential community of Sina Estates, a single shared mailbox kiosk
cluster concept will be installed within a CMU stucco-covered wall with one stone wall
cap detail with stone veneer on one side. The shared mailbox cluster conceptual design
will include two cluster box units for the United States Postal Services to access. The
mailbox design will follow required USPS access manual mailbox height requirements
when installed to have the mailbox cluster minimum 15 inches above finished grade for
the lowest parcel locker shelf surface and max 67 inches for the highest position for the
patron lock of the mailbox The estimated concept design for the mailbox height the
remainder of the mailbox wall will be a minimum height of six feet to allow the mailbox
kiosk to be secured within the proposed mailbox kiosk wall. This tot-lot schematic
design for the mailbox kiosk for Sina Estates could be estimated to be ten feet in length
for two proposed mailbox clusters to be installed in the shared cmu wall covered in
stucco finish and have a single side wall cap with stone veneer designed to match the
exterior concept wall design that is accessible within the open space of Sina Estates.
Mailboxes shall be located and provided per USPS standard requirements, accessible
from the sidewalk and the final location of the mailbox will be determined by the United
States Postal Services during Final Plat.
One of the open spaces towards the South of the site is Tract A which holds a variety of
recreational amenities, landscaping, retention basins, and route sections for pedestrians
to explore in this new community. In this open space area of Tract A; the area will
include a proposed pergola for barbeque, a playground structure, and a half basketball
court. The concept pergola or ramada for barbeque will be designed to match the same
two pergolas that are proposed within Tract E. This 200-square-foot covered area is a
proposed wood-framed shade structure that will have a stone veneer column base and
a roof that is sloped in one direction. Beneath the shaded structure will be outdoor
picnic tables and park grills for recreational barbeques.
Adjacent to the pergola/ramada in Tract A, will include a playground structure on top of
the playground sandbox. The concept design for the playground equipment structure is
to include two to three slides, climbers, ramps, and more in a variety of colors and
pieces of equipment. The playground will be placed within the proposed sand range that
has been proposed by the ELA Landscaping construction plans. For an additional
community setting a wood almond color setting bench held together with a steel frame
is a conceptual design plan for the community to rest and relax.
On the other adjacent side of the pergola/ramada in Tract A, a proposed design concept
for a half basketball court of thirty by thirty feet in size is to be constructed onto the site

with a single basketball hoop. The concept design of the half basketball court is
designed for recreational sporting activities for leisure.
CONCEPTUAL RESIDENTIAL DESIGN SCHEMATICS
Conceptual residential designs prepared by Niksi Architecture for the proposed
Glendale development to Sina Estates for conceptual reference designs for the concept
floor plan layouts, exterior materials, and schematics for the lot area matrix. Based on
the matrix this development will accommodate twenty-one residential homes that will be
one-story or two-story. The homes will vary from 2,100 square feet to 4,100 square feet
total within the property lots that will follow the required property lot zoning of R1-4 PRD.
Based on the development standard for R1-4 PRD the minimum lot width will be 50 feet
with a lot depth of 106 feet. The houses in the subdivision will stagger along the front of
the property line of the lot depending on the type of residence and how it fits within the
minimum front, side, and rear setbacks required within the R1-4 PRD development
standards.
The design concept is to stagger the residential homes along the front of the property in
different increments within the development setback standards of R1-4 PRD.
Staggering the new proposed homes at various depths along the front property lines of
the proposed twenty-one lots that will be plotted at the North side of the site, will provide
a visual esthetic between the residential homes. The residential homes have the
potential to be built by flipping at different sides of the side setbacks on the East and
West of the proposed lot as well as have the proposed two stories move further back
from the front property line setback to give the lots a staggered effect.
Based on the conceptual sheets provided by NIKSI Architecture for the residential
design referenced renders, the residential plans for the exterior materials will be
stucco-framed exterior walls with a faux stone veneer and sloped shingle roofing. From
the architectural conceptual renders of the four different house designs, the residential
exteriors of the house references have the potential to have different color exteriors and
concepts that mimic each other as a unified residential community. The proposed
residential concepts for the proposed Sina Estates residential development will adhere
to the residential development standards.
RESIDENTIAL LOT DESIGNS
Each lot is to have at least one associated street tree, selected for consistency with the
dominant and/or approved block street tree, and planted within the 5-foot landscaping
area between the curb and the sidewalk. The residential lot designs will be configured in
the final plat and architectural design development stage.

CONDITIONS, COVENANTS & RESTRICTIONS (CC’Rs)
A declaration of conditions, covenants, and restrictions for Sina Estates has been
drafted by NIKSI LLC for the proposal preliminary plat submittal. The Conditions,
covenants, and restrictions shall contain provisions that are the proposed
developmental establishments for the Homeowner’s Association or whoever any
property, amenities, or facilities are proposed to be owned or maintained that are in
accordance with City of Glendale Standards.

CONCLUSION
The intent of the overall proposal is to provide a balance of land uses and residential
development that compliments the area while upholding the planning principles and
supporting the economic goals and objectives of the City of Glendale. The infill site will
be transformed into an attractive, high-quality residential development that will enhance
the streetscape appearance with open spaces, amenities, and lush landscaping
features along Midway Avenue.
The overall project will create a new and attractive single-family residential community
that will enhance the surrounding community. This proposed new residential
development would provide new open spaces for recreational activities for the
community.
