D R A F T MINUTES PLANNING COMMISSION SPECIAL WORKSHOP MINUTES COUNCIL CHAMBERS 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 OCTOBER 21, 2021 5:30 P.M. 1. CALL TO ORDER Chairperson Crow called the meeting to order. ROLL CALL Commissioners Present: Chairperson Crow, Commissioners Nowakowski and Wilfong in person with Commissioner Cole and Vice Chairperson Nyberg via the phone. Commissioner Crow excused absence, Commissioner Heath unexcused absence. City Staff Present: Jamsheed Mehta, Development Services Director, James Gruber, City Attorney, Tabitha Perry Interim Planning Director, Alex Lermer, Planner and Diana Figueroa, Recording Secretary. 2. ITEMS Chairperson Crow introduced Director Mehta for discussion of the agenda item 1.Tire Shops - Jamsheed Mehta, Development Services Director Mr.Mehta discussed the issue of some tire companies operating in districts that need a CUP(Conditional Use Permit) without having one, at this time it would seem at no fault of the shops. The businesses have been identified and planning is working with the legal department to put a plan together to address next steps. There are 2 options being considered at this time, deeming the shops Legal Non-Conforming or requiring a CUP. Once legal has weighed in the Commission will be notified and discussions can continue. 2. Legal Matters - James Gruber, Chief Deputy City Attorney, City Attorney's Office Presented FAQ from a legal standpoint as it pertains to the Planning Commission and Catlin Court update Questions from the Commission were addressed by Mr. Mehta and Atty. Gruber. 3. OTHER BUSINESS Chairperson Crow called for other business Ms. Perry informed the commission they would be brining the Catlin Court PAD in December and to City Council in January 4. NEXT MEETING The Next Regular Workshop is tentatively scheduled for November 4, 2021 at 5pm in the Council Chambers Building, 5850 West Glendale Avenue, Glendale, Arizona, 85301 5.
