The Elimination of and/or Reducing Emissions in for Marijuana Cultivation 
Facilities 
 
Dear Tabitha, 
 
The responsibility of the Building Official and the Building Safety Division is to interpret and enforce the 
building codes, guidelines and standards as adopted by the City of Glendale, Arizona. 
 
The Code of Ordinances adopted by the City of Glendale require specific performance standards in zoning 
districts.  In the M-Districts, the standards require that “Uses or operations of products within the district 
shall be permitted unless such uses are or may become obnoxious or offensive by reason of emission of 
odor, dust , smoke, noise, gas fumes, cinders, vibrations, glare, refuse, or air of water pollution”. In addition, 
“Explosive or hazardous process require approval by the Glendale Fire Department that all manufacturing, 
storage, and waste processes meet all safety and environmental standards administered by the department.” 
 
The Building Official is responsible in enforcement of the requirements of the elimination and/or reduction 
of emissions that are deemed to be obnoxious or offensive by means of the adopted and amended building 
codes.  The Engineer of Record for each of the Cultivation Facilities will be responsible for determining 
the scope and mechanical/electrical devices required to comply with the City of Glendale Codes of 
Ordinances. The adopted building codes, including the current adopted Building Code, Mechanical, 
Electrical and Plumbing Codes where applicable, will be used during the plan review and permit approval 
process, as well as throughout the construction and inspection process. Should a nuisance arise not 
complying with zoning requirements, industry wide accepted guidelines which address the reduction of 
emissions produced during the process of growing, harvesting, and processing Marijuana shall be required.
