D R A F T MINUTES PLANNING COMMISSION WORKSHOP COUNCIL CHAMBERS 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 AUGUST 25, 2022 5:30 P.M. 1. CALL TO ORDER Chairperson Crow called the Planning Commission Workshop to order at approximately 5:40 pm 2. ROLL CALL Present: Vern Crow, Chair Edwin Nyberg, Vice Chair Tom Cole, Commissioner John Crow, Commissioner Martin Nowakowski, Commissioner John Geurs, Commissioner Also Present: Tabitha Perry, Planning Manager James Gruber, City Attorney Lisa D. Wilson, Recording Secretary George Gehert, Senior Planner 3. ITEMS Chairperson Crow called for items a. 1. ZONING ORDINANCE TEXT AMENDMENT ZTA22-01: ZONING ORDINANCE AMENDMENT TO SECTION 7.800 (MEDICAL MARIJUANA). George Gehlert made presentation. Planner Gehlert wanted the commission to discuss revisions to the current Medical Marijuana code (Sec. 7.800) The staff is recommending 2 primary changes; A requirement for Submittal and approval of a plan for containment of related dust, fumes, vapors and odors The second was allowing Medical Marijuana Dispensary in the following, Light Industrial (M-1) and Heavy Industrial (M-2) zoning districts. Mr. Gehlert asked for a consensus to move forward. After a discussion the commission requested to have the item brought back and the following questions answered; How and when retail is sometimes allowed in industrial zones. 1. What kind of sales occur in association with distribution uses (retail/wholesaling). 2. Whether making these changes would encourage liquor sales (and use) within industrial zones. 3. Item was tabled until the next meeting. 4. NEXT MEETING The next regular meeting of the Planning Commission is scheduled for September 22nd at 6:00 p.m., in the Council Chambers located at 5850 W. Glendale Ave, Glendale, Arizona, 85301. 5.
