Questions spanning from traffic not taken into account in the reports, to water retention to the reduction of services to Independence Heights as well as school overcrowding, to name a few; not to mention the language barrier that the notices might have run into which speaks more to discrimination than anything. | would urge you to please read all of the emails | have sent you over the past weeks. | can certainly understand why the sense in the community that is aware is concerned that they are just getting swept underthe proverbial rug. One question we are all dodging is the "affordable housing" marketing of these projects. As you well know, Section-8 housing is prevalent in this area. | have not included that question in the myriad of email requests | have sent both you and the City Representatives. So, please add it to the pile. Here are the addresses you requested. | would suggest that these people are speaking the truth - I've known them for a very long time and was suspect to begin with that they were not in attendance at the meeting. Please understand that there are many more; | don't speak their language unfortunately., but they have an equal right to be informed and represented. | hope mailers were sent out in various languages. Both neighbors knew nothing about the proposed zoning changes and project and stated that they did not receive any letters or contacts regarding it. Both neighbors would be significantly impacted by the proposed changes. They believe that the "City" is trying to "sneak one by us again", and commented quite strongly about the overcrowding created by the latest zoning changes allowing high density and a lack of services to our surrounding community. In fact, reduced services because there are more people now that are also not being considered. | did send them everything | have so they would also be as informed as | am at this point. | also wanted to mention that | have not heard back from you lately. Traffic is certainly different when the GPD is not available. The cars along the north side of Maryland are parked and not moving. They began parking, illegally, at 12:40pm Persons parked along Maryland Avenue, parked on 69th Lane, 3 cars wide on 69th Lane, blocking fire hydrants and property entrances - nothing seems to stop your patrons. Add to that the young women seen on the electric scooters shooting in and out of traffic and in front of your busses heading against traffic. | am requesting relief again for our residents, your students, and those trying just to traverse Maryland Avenue during times of release and for opening. | would hate to think what would happen if any of us had an emergency - there is no place for emergency vehicles to go. A lot of us are older and may have advanced heath issues. Cooper and the GPD. It is unfortunate that the District did not consider the impact to the traffic flow along Maryland beforehand, but here we are. Historically, you are aware of my repeated efforts in this regard and you have been open and receptive to positive changes to improve the safety of all. We will explore the suggestion in your previous email and keep you in the loop. Let me provide some information regarding Desert Garden and preschool. Previously, GESD had offered preschool at various locations but with the school closures, decided it was best to have a central location; now Desert Garden. We hired a company to conduct a demographic study. There is nothing in the study to suggest GESD will grow, if anything GESD will shrink. There are two contributing factors, the first low birth rate from the 2008 recession which has a long term impact and secondly, competition from other educational institutions. To add some perspective, since 2014 through 2022, GESD's enrollment has decreased by approximately 3,700. GESD is expected to decrease another 18% over the next ten years and 12% is projected in the next three to four years. For these reasons and others, the difficult decision was made to close five schools and/or repurpose them. Currently, we have about 150 preschoolers at Desert Garden. These preschoolers will be enrolled at their home schools throughout our District for kindergarten. Again, thank you for your emails and understanding as we address the downing sizing of our District. We look forward to alleviating the concerns as soon as possible. The traffic created by GESD's decision to "downsize" Desert Garden based on birth data, rather than the number of families moving to Arizona, Glendale specifically, and the exponential increase in housing in our area, was fought hard by the families of the children who attended and neighbors alike. At the time, no corrective measures were taken to handle the influx of traffic on a small feeder street. This has resulted in the unsafe conditions for the school children, their families and the residents of Independence Heights we all find ourselves currently. | have copied you on the emails shared from GESD's representatives acknowledging these hazards and their desire to try to rectify the problem. The Superintendent of Schools is also reaching out to Glendale Police for more assistance. Currently, one extra police officer is working to direct traffic at Challenger's only entrance on Maryland Avenue. Other officers, as time allows, stop in and check on the traffic along Maryland Avenue. One of GPD's officers in particular, issued 3 citations in the few hours he spent Friday in the school zone and that was not even during the busiest times. This does not begin to cover what happens when we do not have that assistance. My intent in sharing this with you, Mr. Gehlert and Councilmembers, is to demonstrate that the traffic study, as meager as it was, conducted by Dominium's contractor inadequately accounts for this increase. Again, adding more traffic to the already overburdened Maryland Avenue feeder street is not acceptable. | would urge you to try to traverse Maryland Avenue at the hours for the beginning of school, ending and most certainly, the early release on Wednesdays when the traffic is perhaps the worst. It was offered by a neighbor, because, believe me, this new traffic impacts all of us in Independence Heights. Here is the suggestion: "Has anyone considered building a safe drop-off/pickup area on the south side of the bus barn and support services buildings in one of the old athletic fields from middle school days? Can the district not add access from the divided 71st Avenue? No houses face 71st Avenue. Traffic was already dangerous to students and residents before the schools were combined. (now it is a nightmare)" | also wanted to mention that 6504 N. 67th Avenue is under consideration for rezoning that would add to the burden we currently have along Maryland Avenue with access to new 3 and 4 story apartments exclusively along Maryland Avenue. We have suggested to the City that the current traffic study for that rezoning request did not take into consideration this added traffic burden along Maryland. It is very bad now, but if this rezoning is approved, it will be untraversable as a minor feeder street. Today, there was one lonely police officer trying to handle the mayhem in front of my home. People are parking illegally along 69th Lane where it is prohibited, leaving trash and traipsing along the properties that face Challenger, illegally passing in the school zones because it's the only way to get off of Maryland Avenue, ignoring stop signs, people crossing willy-nilly in the streets -it's a safety nightmare. Thanks to the poor planning of this "consolidation" it is now my nightmare and those residents who share the community with Challenger. We should not be subjugated to this uncontrolled traffic and the parents should be given a safer and quicker way to drop off and pick up their kids. It's not only bad for the community, it's safe for your patrons. It is the responsibility of GESD to have foreseen this as we all did and to have taken appropriate action to secure the safety of all parties concerned. GESD and the City of Glendale need to take positive action to correct this oversight and remedy this situation. | am hopeful for the Risk Management to get involved and for a safe remedy to be taken. Today, during the hours of 8:30 -9:30am and from 2:00 - 4:30pm, Maryland Avenue became impassible. Traffic was at a gridlock from 67th heading west and 75th Ave heading east. Today, | could not leave my home because of the people parked along Maryland Avenue waiting for their children. They blocked my driveway and became indignant when | asked for them to move. It was only the sole Glendale Police Officer that caused my driveway to clear. | know that the school principal has called for assistance from Glendale PD as well and we are glad to have one officer. | can tell you it is not enough. Today, there was one lonely police officer trying to handle the mayhem in front of my home. People are parking illegally along 69th Lane where it is prohibited, leaving trash and traipsing along the properties that face Challenger, illegally passing in the school zones because it's the only way to get off of Maryland Avenue, ignoring stop signs, people crossing willy-nilly in the streets -it's a safety nightmare. Thanks to the poor planning of this "consolidation" it is now my nightmare and those residents who share the community with Challenger. We should not be subjugated to this uncontrolled traffic and the parents should be given a safer and quicker way to drop off and pick up their kids. It's not only bad for the community, it's safe for your patrons. It is the responsibility of GESD to have foreseen this as we all did and to have taken appropriate action to secure the safety of all parties concerned. GESD and the City of Glendale need to take positive action to correct this oversight and remedy this situation. | am hopeful for the Risk Management to get involved and for a safe remedy to be taken. The current traffic situation created by closing Desert Garden and consolidating it all to Challenger is untenable. Respectfully, H. It takes time to educate them when that was the responsibility of the developer. For some reason the "outreach" was sent to 160 addresses, but not all of them are potentially affected. Of the 160 letters sent, were any of them in a foreign language? The letter | received was in English. A lot of this community is Hispanic and only speaks Spanish. We have a great number of Refugees here as well speaking Arabic, Senegalese, African... many different languages. | believe it was ignorant and possibly racially prejudice of a major developer to overlook the diversity here. After all, the "panel" and presenter were all white. If it was intentional, all the more concerning. Most of this community speaks other languages. We have a solid community of refugees and if they got something in their mailboxes that was in English, | would argue that they may have thrown it away. Again, a "Zoom" meeting was not community outreach. This entire project is suspect. What "business owners" received the same English information | did? Do you know that most of the businesses on the East side of 67th Avenue are either abandoned, rentals or owned by out-of-state people? Isn't this a "stacked deck"? In addition to feeling like we are being neglected by this process is the repeated mantra by the person in charge of Planning and Zoning, that, "it's only 10 more units". 10 more than were originally planned with the ability to lose the privacy of every back yard west of that proposed development by going to 3-4 Storeys? 10 more units that now access off of Maryland. 10 more units that bring nothing to the value of our community because they are private and gated? | would suggest that the picture of impact to our community is much grander than, “just 10 units ". Frankly, I'm getting worried about the constant repeat by the City's representative. Further: what about our property values once this behemoth is authorized? What happens to the citizens who have been faithful to the City of Glendale over the years? Just "ten more units?" We have lost an elementary school and caused overcrowding to Challenger Middle school. We have rezoned Advent Apartments (75th Ave and Glendale) from the services needed in this community to a densely populate rezoned apartment complex. We are missing the "green belt" areas assured to us by the original Planning Ordinance because these communities will be "gated". That does not enrich the "community"; but the developer stands to gain a lot. We continue to lose services and amenities in our community because we are middle to low-income properties and it's easy to run us over. Again... what outreach? What services are we getting in return? What is this loss of privacy doing to our property values and what is it, in the long run, doing to the health of the environment of our City? In the limited time | have, | am working with others as hard as we can to get allies in the industry to inform us and to spread this knowledge to my community. We are working with other informed movements around our state to give us the resources to combat being ignored as a low-income community. That being said, | am writing this email to you today to voice distress regarding a process in my community that is about to destroy a vision that is over 30 years old. It is the rezoning request of Dominion Development and Acquisition and the project is listed in the subject line, it is their mad rush to get a PAD passed and the citizens of Independence Heights bypassed in the process. The entire process has been unimaginably awful. | will not put you through the abominable job that was done at community outreach by Gammage & Burnham, PLC, representing the developer with only 3 community members in attendance. There was no time given for questions and no discussions of the impact to our community. It was a sales pitch at best. A vast majority of the homes in my neighborhood have turned into rentals. I'm certain the renters are not interested in what is happening to our community, but rather that they just enjoy what the property owners have made of it and continue to reinforce for our own enjoyment and property values. In addition, no rental owner was observed attending the "sales show". Believe me, we are not interested in renting one of those units, only in the impacts to our community. Why an in-person event was not conducted in this time of a more open society is beyond me and I am suspect to say the least. The assumption by the attorney representing the developer that all would be able to use remote meeting technology was rude to say the least as was the presenter. I'm not sure how that qualified as "neighborhood outreach". It felt more like the developer checking a box to get what they wanted. The request to rezone this parcel is nothing short of density greed. The services in our community are already overpopulated. We have 1 grocery store which was not the plan for Independence Heights until a portion of land owned by Bashas was sold and rezoned for more density. A grocery story and small strip center were scheduled to be built there to support the community. Desert Garden Elementary is being closed down and 3 the elementary school children are being funneled to Challenger Middle School. That is a major increase to the school and the traffic along Maryland Avenue. Maryland Avenue is a collector street, and yet this project would increase the traffic flow on this already overburdened roadway not to mention increasing the density for Independence Heights past that of the median density for our City. This would allow for 605 units with access only through Maryland Avenue to be built. The original zoning was substantially less and would still offer housing relief for the City without the impact to our little feeder street. independence Heights resources are dwindling as density continued to trump value of living. The green areas envisioned by our last zoning approvals are now a retention basin (called at park to meet the requirements, but its not a park, it a retention basin). Yes, the developer has beautiful ideas for green-belt areas for the residents of their gated communities, but what benefit is it to us? More people, less space, less green, meager services... more taxes and profit for those who are not the community. No discussion was made of the environmental impacts to the local residents either. The temperatures enjoyed by those living along 69th Avenue is 5-10 degrees cooler because of the farm. Rain is also captured more readily by open land. We have had a drainage issue for years along Maryland Avenue; there was no mention of this or the environmental heat island effect or the potential for impacted stormwater runoff caused by parked vehicles, added traffic and accumulation of trash that both gated communities would be bring to us. The requirement to rezone to accommodate a 4-story structure is an example of pure greed to say the least. As | understand it, the maximum height of a 4-story building was limited to 48 feet in 1986 which explains the sight-line or enjoyment of elevations that you see in our City for the most part. Dominion is requesting a variance for height in excess of 50 feet. | have driven 67th Avenue up and down and found no 4- story structure of that height until you get to Thunderbird and the offset from 67th Avenue for that structure is significant. That building is a school building and commercially zoned in Peoria. This is a horrible eye-sore idea and no structure along 67th Avenue can support such an affront to the view of the mountains we currently enjoy or the loss of privacy to the neighbors west of the proposed development. Lastly, is the concern of the rezoning to a more commercial use, or a PAD. As | understand this, the rezoning, if permitted, would go with the land giving it unrestricted access to build commercially as the land owner sees fit. There is no, "going back to the table" once it is granted and Dominion doesn't go through with its monstrosities. What limits these structures to 50 feet at that point? This idea is terrifying. | have been a property owner here in Independence Heights for almost 30 years. | bought here because of Glendale's commitment to community and while | understand the need for housing, that can be easily accommodated under the existing zoning of 6504 N. 67th Avenue. Please note this is a 67th AVENUE address, not a Maryland address. Dear Mayor Weiers and Councilmember Clark and Aldama, | have enjoyed this City for a very long time; the services employees are par-none. You all know me and know that | have always supported my community and fought hard for a lot of the benefits we enjoy today. | have served on 3 different boards and 1 commission. | worked diligently on the Envision 2040 Zoning Plan for our future growth. This feels like we are getting the "bum's rush". | work fulltime and have no time to campaign the neighborhood to educate my community or to locate and employ environmentalists to assure this does not contribute to our climate crisis especially in our neighborhood or reach out to experts on gentrification projects and their impacts for help or even get some of my neighbors who are not able to get out and have no "Zoom" capabilities the information. | have even spoken with GESD and cannot get a comment from them on the impacts of this density request. | am in the process of reviewing the public records afforded to my request, but that would 4
