Project Location 
Raising Cane’s is pleased to propose a new double drive-thru restaurant located at the southwest 
intersection of 59th Ave. and Thunderbird Rd. to be located in the City of Glendale, AZ. The site is 
comprised of three (3) parcels: Parcel 200-76-005D zoned partially C-1 (Neighborhood Commercial) and 
partially C-O (Commercial Office), Parcel 200-76-011J C-1 zoned C-1 (Neighborhood Commercial), and 
Parcel 200-76-011H zoned partially C-1 (Neighborhood Commercial) and partially C-O (Commercial 
Office). 
 
GPA21-09 General Plan Amendment and ZON21-10 Zoning Change Request(s) 
The GPA21-09 General Plan Amendment request is from Office (OFC) to General Commercial (GC) 
for all parcels to allow for the proposed commercial use. 
 
The ZON21-10 Zoning request is to to parcels 200-76-005D and 200-76-011H from partially C-1 
(Neighborhood Commercial) zoning district and partially C-O (Commercial Office) zoning district to 
entirely C-1 (Neighborhood Commercial) zoning district in order to enable the development of a drive-
thru restaurant. 
 
GPA21-09 General Plan Amendment and ZON21-10 Zoning Change Narrative 
When choosing a site for the proposed Raising Cane’s we took the opportunity to read into the Envision 
Glendale 2040 General Plan. Themes central to the City of Glendale vision are:  Growth and Development, 
Community Preservation and Revitalization, Economic Vitality, Connectivity, Public Facilities and Services, 
and Environmental Sustainability. Raising Cane’s understands these themes as: Education, Local 
Businesses, Strong Community Services, Employment Opportunities, Healthy Lifestyle, Accessibility and 
Transparency, and High Quality Products and Services. We believe Raising Cane’s would be a great 
addition to align with City of Glendale’s vision, themes, and community values.

The Raising Cane’s vision is to provide a place in the local community where people can receive high 
quality food served by a friendly and fun crew in an environment that is clean, safe, and fun for every 
single person at every single location. The overwhelming community response and result, in turn, initiated 
Raising Cane’s commitment in giving back to the community. To date, Raising Canes has given back over 
$10 Million to their local communities with the primary focus areas being Education, Feeding the Hungry, 
Pet Welfare, Active Community Involvement, and Business Development & Entrepreneurship.  
 
 
 
The project is explicitly located around neighborhoods, schools, families, etc., which is a great 
demographic for employment opportunity and community involvement. We believe it will be your family 
members, friends, and colleagues that will become part of the Raising Cane’s crew and family. In order to 
ensure a clean, safe, and fun environment for everyone, Raising Cane’s has put the upmost thought into 
developing the proposed site and building. The site is unique as it provides multiple accessibility and 
mobility options for customers and employees alike. North of the building, there are bike racks that 
promotes an alternatively healthy lifestyle and convenience. The site meets the ADA parking 
requirements, provides safe accessibility to the building, and has plentiful parking. The building 
architecture is fun, friendly and approachable; possesses an energetic environment; reinforces it’s cool 
crewmembers; is warm and welcoming; and feels unique and original. Each restaurant shows Cane’s 
commitment to community by including a hand painted exterior mural including the name of the City or 
neighborhood, as well as boasting interiors dedicated to local graphic art and materials specific to the 
area. The open kitchen showcases crewmembers, environmentally conscious practices and appliances, 
quality ingredients, and cooked to order chicken. It’s an open theatre experience – with lemonade 
making, coleslaw and sauce preparation, in clear customer view.

We trust that the aforementioned explains and justifies this project. Raising Cane’s puts a lot of 
passion into every project and every city that they enter. Not only is the design of the project 
unique in its quality, but the operation of a Cane’s restaurant is all about quality and hospitality. 
This project will be an excellent addition to the City of Glendale.
