EPS Group, Inc., on behalf of Beazer Homes, requests Preliminary Plat approval for a
proposed single-family residential subdivision on ±17.83-acres, located at the northeast corner
of 75th Avenue and Bethany Home Road in Glendale, AZ. Beazer Homes would like to
develop eighty (80), 45’ x 115’ single-family residential lots with a gross density of 4.48
dwelling units per acre.
We are submitting the Preliminary Plat request for the Property April 19, 2021. We intend to
send out Notice of Neighborhood Meeting letters to required 300’ property owners and
stakeholders within 15 days of the Neighborhood Meeting, which is schedule for April 22,
2021. We are prepared to meet individually with any other stakeholders, neighbors, or
interested parties if requested, after sending the notification letter. We will provide City Staff
with a completed Citizen Participation Report with the details and techniques used to involve
the public and provide a summary of concerns, issues and resolutions to these issues.
We will meet all County noticing requirements for the property, including letters to surrounding
property owners within 300’ of the Property and other interested stakeholders. The City has
provided a list of Interested Parties, as well as identifying the following additional stakeholders:

Beazer Homes would like to develop 71, 45’ x 115’ and 60' x 115' single-family
residential lots with an overall gross density of 3.53 dwelling units per acre.

Notice of the first Neighborhood Meeting was sent 15 day in advance to all
interested parties identified by the City of Glendale and to all the required property
owners within 300’ of the site. The meeting was held on April 22, 2021. In response
to neighborhood concerns, a second neighborhood meeting was held on 6/24. The
notices for the second meeting were also sent 15 days in advance to all interested
parties, owners within 300' of the site, and to all owners within the Griffin, Tessara,
Desert Springs, and Cobble Field neighborhoods.

The letter will provide residents with an opportunity to attend a Neighborhood Meeting on
Thursday, April 22, 2021. Additionally, we will respond via phone or email to all input and
comments we receive from parties affected by our application and will follow-up as necessary
to ensure proper responses are provided, and information is shared regarding the status of the
request to interested stakeholders. We will provide the City with copies of our correspondence,
letters, and information shared.
We will also send notification to the surrounding property owners and interested parties as the
case nears the public hearing dates, which will give individuals an opportunity to review any
changes prior to the hearing.

In the first neighborhood meeting, strong concerns over the traffic impacts to the intersection of 74th Avenue and Claremont were
raised. Residents also felt that the 74th Ave access point should align with an existing street instead of the adjacent property
walls. Neighbors felt the proposed site density was too dense for the area in comparison to surrounding neighborhoods and didn't
like the row of houses proposed along 74th Avenue, which made the site have a "domino" effect and gave the site a closed off
feel, preventing surrounding neighbors from walking around and enjoying the new development. In response to the above
concerns, the development team redesigned the site by removing the eastern row of lots and added instead a large landscape
buffer along 74th Ave with a pedestrian connection to the main, public amenity. A landscape buffer and large, 60'- wide lots were
placed along the northern boundary against the undeveloped agricultural property. The 74th Ave entrance was also moved to
align with Rose Lane and Beazer Homes is seeking to help mitigate traffic on 74th Ave and Claremont by adding speed cushions.
The letters provided residents and interested parties with an opportunity to attend the
Neighborhood Meetings. Additionally, we responded via phone and email to all input and
comments received from parties affected by our application and will continue to follow-up as
necessary to ensure proper responses are provided.

This letter is to inform you that I am applying for a Preliminary Plat application with the
City of Glendale. The property is generally located at northeast corner of 75th Avenue
and Bethany Home Road in the Yucca District.
Beazer Homes is seeking to develop this ±17.73-acre vacant property, zoned R1-6, into a vibrant
residential community with 80 proposed 45’ x 115’ lots and a gross density of 4.48 dwelling units
per acre. The subject site is conveniently located approximately 3-miles in between two major
thoroughfares including Grand Avenue and the 101 Freeway. This infill development is also
nestled in between existing single-family housing on the east, west, and south and is also adjacent
to the Glendale Elementary School District #40. Independence High School is not far away,
located less than half a mile away from the site. I have included a site plan and photograph with
this letter for your review.
A virtual neighborhood meeting will be held to discuss any questions or comments you may have
regarding the proposed development. In order to meet social distancing requirements during this
COVID-19 medical crisis, this meeting will be held electronically via GoToMeeting, a free online
meeting service.

Meeting Summary:
A neighborhood meeting was held at the above listed date, time and place to discuss a proposed
Preliminary Plat request for a single-family residential development, located on the northeast corner
of 75th Avenue and Bethany Home Road, within the City of Glendale. Natalie Griffin of EPS Group
hosted the meeting and gave a PowerPoint presentation, which is included with this report. Following
the presentation, a Question & Answer Session was in held in which members of the public were able
to ask questions and give comments, to which the Development Team responded to. Th
comments and concerns are described below:
➢ Lot and Home Sizes
The proposed density did not receive public support and it was requested that the community match
surrounding densities. The Development Team stated that the proposed lot sizes meet the criteria
of the R1-6 PRD zoning designation, but will take the recommendation into consideration.
➢
The proposed lot layout and circulation did not receive public support and it was requested that the
developer incorporate curvilinear streets and/or cul-de-sacs. The Development Team stated that we
will take the recommendation into consideration and we move forward with the design.
➢ Traffic Impact to 75th Ave & Bethany Home Road Intersection
The public warned the Development Team of already high volumes of traffic on this intersection as
well as a high frequency of traffic accidents, which impact the surrounding neighborhoods when

traffic has to be detoured. They felt that an additional 78 lots would add to the volume of traffic and
cause residents to use 74th Street. The Development Team has contracted with a Traffic Engineer and
will work together with the City on analysis and mediation.
➢ Traffic Impact to 74th Avenue
The public warned the Development Team of already high volumes of traffic on 74th Avenue. While
-of-way on 74th Avenue, the public
felt this would cause problems when making turns onto/off of Claremont Ave, which would remain
a half street. The Development Team has contracted with a Traffic Engineer and will work together
with the City on analysis and mediation.
Additionally, the public did not like the proposed Peck Street/secondary access which is
perpendicular to two homes in the adjacent neighborhood. They suggested moving or eliminating
the drive to prevent more people from using the road as a main point of access. The Development
Team stated that we will take the recommendation into consideration and we move forward with
the design.
Conclusion:
The meeting was adjourned at 6:53 PM when no other questions or comments were requested. Natalie
Griffin gave EPS Group and Beazer Homes contact information so that attendees may reach out in the
future.
