1. Introduction

TMG Construction, LLC (the "Property Owner"), requests consideration of a rezoning
application for property located on the north side of Paradise Lane, just east of 67%
Avenue in the City of Glendale (the “Project Site”).

2. Project Description & Development Concept

The Applicant proposes the Bungalows on Paradise as a multi-family residential
development that is complimentary to surrounding development. The project proposes
27 dwelling units, with 22 two-bedroom units, and 5 one-bedroom units. The site will
also include ample planned open space, landscaping, swimming pool, covered parking
and an administrative office.

The duplexes in the Bungalows on Paradise will be available to tenants for rent. This
is unique to the surrounding residential development which is comprised mainly of
detached, single-family homes and manufactured housing. New residential dwelling units
will add an additional housing option for those looking to live in the area and will help
address the demand for new housing in the area.

The Rezoning application requests to change the zoning on the property from R1-6, Single
Residence, to R-2, Mixed Residence. The Bungalows on Paradise meets the purpose
of R-2 as defined in the Glendale Zoning Ordinance and is consistent with the general
plan and existing nearby R-2 zoned properties.

3. Neighborhood Meeting

The City Planning Division determined that a neighborhood meeting was the most
appropriate public notification technique to introduce this project to adjacent property
owners and interested parties.

4. Notification Letter, Notification Area & Public
Participation

Notification letters were sent to adjacent property owners, interested parties,
homeowner's associations and _ registered neighborhood groups, and_ their
representatives in the city’s “Interested Parties” list on July 1, 2019 inviting the public to
a neighborhood meeting. Attached is a copy of the notification letter and notification
area map of surrounding property owners.

The neighborhood meeting was held on July 18, 2019 at the nearby Arizona Christian
University Hotel and Conference Center in Glendale. The meeting was held in Conference
Room 1iAB. The University provided directional signs to the public to assist them in
locating the conference room.

City staff from the City Council Office and Planning Division were in attendance, along
with adjacent residents representing approximately 4 households. The applicant
presented the proposed Site Plan and Building Elevations for display purposes.

General questions about the site, proposed zoning and adjacent development projects
and existing neighborhoods were addressed by the applicant. The pending development
of the Foundation for Senior Living project, just west of the site, was discussed as well.
The proposed R-2 zoning is consistent with the general plan and with the existing R-2
zoning for the FSL.

Without question, the residents in attendance were in support of this in-fill development
project and were not opposed to developing the site. No issues, problems, or concerns
have been expressed by the residents and property owners during the Citizen
Participation Process.

Subsequent to the neighborhood meeting, the property owner to the west had a
conversation with the Property Owner / Agent regarding future expansion of the project.

5. Neighborhood Meeting Notification Letter, Mailing List &
Sign-In Sheet

Attached is a copy of the neighborhood meeting notification letter and sign in sheet
from the neighborhood meeting, along with a complete mailing list used which includes
all individuals located in the notice area, homeowner associations, registered
neighborhood groups / associations, individuals on the district’s “Interested Parties” list
and individuals on the Additional Notification list.

6. Conclusion

We believe that Bungalows on Paradise will be an asset to this portion of Glendale. It
has the potential to bring additional residents to take advantage of the amenities found
in the Bell Road Corridor such as shopping, banking, eating, lodging and living
opportunities to an in-fill site.

The Conceptual Site Plan was designed in a manner to provide safe and efficient vehicular
and pedestrian access as our driveway aligns with the existing street on the south side
of Paradise Lane. As noted, the site will provide a driveway to align with the existing
street. Sufficient parking, building setbacks and landscaping will be provided on all sides
of the site to provide a buffer to adjacent properties.

Dear Neighbor:

This letter is to inform you that | represent the property owner regarding their plans to develop the
Bungalows on Paradise. The vacant property consists of approximately 2.78 acres and is located on
the north side of Paradise Lane, just east of 67" Avenue.

The Bungalows on Paradise will consist of single story homes for rent. An amenity package for
residents will be provided such asa swimming pool, shaded outdoor space and tot lot. Surface parking
will provide space for residents and Suests. The site will be well landscaped with low water tolerant
trees and shrubs. All landscaping will be maintained by the homeowners association.

Renters typically consist of empty nesters, retirees and young professionals who prefer to have
exterior maintenance provided by the HOA. The site hasa general plan designation of Residential with
a density range of 8-12 dwelling units per acre.

After the neighborhood meeting we plan to file a rezoning application with the City of Glendale. The
site is currently zoned R1-6, Single Residence. We plan to file a request for R-2, Mixed Residence. The
R-2 zoning is consistent with the Genera! Plan and is the same zoning that was approved on the corner
of Paradise Lane and 67" Avenue for the future Foundation for Senior Living site.

Surrounding land uses include single family residential, a mobile home subdivision and vacant land. In
order to introduce this in-fill project to adjacent Property owners, a neighborhood meeting has been
scheduled as follows:
