MINUTES 
CITY OF GLENDALE PLANNING COMMISSION 
CITY COUNCIL CHAMBERS 
5850 WEST GLENDALE AVENUE 
GLENDALE, ARIZONA 85301 
 
THURSDAY, FEBRUARY 6, 2020 
6:00 PM 
 
CALL TO ORDER 
Chairperson Hirsch called the meeting to order at approximately 6:00 PM. 
 
ROLL CALL 
Commissioners Present: Commissioners Crow, Harper, Nowakowski, Nyberg, Wilfong, and 
Chairperson Hirsch were present. 
 
Commissioner Absent:  Vice Chairperson Lenox was absent and excused. 
 
City Staff Present:  George Gehlert, Senior Planning Project Manager, Jim Gruber, Chief Deputy 
City Attorney, Lisa Collins, Interim Development Services Director, and Diana Figueroa, 
Recording Secretary. 
 
CITIZEN COMMENTS 
Chairperson Hirsch called for citizen comments.  
 
Mr. Tom Radcliff, resident, expressed concerns regarding the newly installed cell tower at the fire 
station at 67th Avenue and Deer Valley Road.  He provided pictures for the Commission. 
 
Mr. Michael Paul, resident, neighbor of Mr. Tom Radcliff, stated he had comments regarding 
health concerns and loss of home value as they relate to the cell tower at the fire station at 67th 
Avenue and Deer Valley Road. 
 
APPROVAL OF MINUTES 
Chairperson Hirsch called for approval of the December 19, 2019 Planning Commission Regular 
Meeting Minutes. 
 
Commissioner Crow made a motion to approve the December 19, 2019 Planning Commission 
Regular Meeting Minutes.  Commissioner Nyberg seconded the motion, which was approved 
with a vote of 6 to 0. 
 
WITHDRAWALS AND CONTINUANCES 
Chairperson Hirsch asked for Withdrawals and Continuances.  There were none. 
 
PUBLIC HEARING ITEMS 
Chairperson Hirsch called for the public hearing items. 
 
PORTILLO’S HOT DOGS CONDITIONAL USE PERMIT (CUP19-15): 
A request by 
Wendy Hunter, HDGroup Inc., representing HAZ Holdings, LLC, for a Conditional Use Permit

(CUP) for Portillo’s Hotdogs to allow a drive thru in the PAD Zoning District.  The site is located 
at the northwest corner of North 79th Avenue and West Arrowhead Towne Center and is in the 
Sahuaro District (17125 North 79th Avenue).  Staff contact:  George Gehlert, Planner- 623-930-
2597.  
 
Mr. George Gehlert, Senior Planning Project Manager, made staff’s presentation. 
 
The applicant, Ms. Wendy Hunter, HDGroup, Inc. introduced herself and stated she was available 
for questions. 
 
There were no questions from the Commission. 
 
Chairperson Hirsch opened the public hearing.  With no one wishing to speak, he closed the public 
hearing. 
 
Chairperson Hirsch called for a motion. 
 
Commissioner Harper made a motion to approve CUP19-15 subject to one stipulation listed 
in the staff report.  Commissioner Crow seconded the motion.  The motion was approved 
unanimously. 
 
Mr. Jim Gruber, Chief Deputy City Attorney, stated this is final action for case CUP19-15.  He 
said for anyone wishing to appeal the Planning Commission’s decision, an appeal must be filed in 
writing within 15 days. 
 
ONO’S HAWAIIAN BARBEQUE CONDITIONAL USE PERMIT (CUP19-16): 
A 
request by Tim Rasnake, Archicon Architecture & Interiors, LLC, representing Fairway Colima 
AZ One, LLC, for a Conditional Use Permit (CUP) for Ono’s Hawaiian Barbeque to allow a drive 
thru in the C-2 Zoning District.  The site is located at the north of Bell Road and east of 59th Avenue 
and is in the Sahuaro District (5850 West Bell Road).  Staff contact:  George Gehlert, Senior 
Planning Project Manager - 623-930-2597.  
 
Mr. George Gehlert, Senior Planning Project Manager, made staff’s presentation. 
 
Mr. Tim Rasnake, Archicon, applicant, made a presentation and stated he was available for 
questions. 
 
Chairperson Hirsch opened the public hearing.  With no one wishing to speak, he closed the public 
hearing. 
 
Chairperson Hirsch called for a motion. 
 
Commissioner Crow made a motion to approve CUP19-16 subject to one stipulation listed 
in the staff report.  Commissioner Harper seconded the motion.  The motion was approved 
unanimously.

OTHER BUSINESS FROM THE FLOOR 
Chairperson Hirsch asked if there was any business from the floor.  None at this time. 
 
PLANNING STAFF REPORT 
Chairperson Hirsch asked if there was a Planning Staff Report.  There was none. 
 
COMMISSION COMMENTS AND SUGGESTIONS 
Chairperson Hirsch called for comments and suggestions.   
 
Chairperson Hirsch asked that the members of the Planning Commission obtain a copy of the voter 
approved Envision Glendale General Plan 2040.  He recommended they read pages 11 through 
115 with particular attention to page 115. 
 
NEXT MEETING 
The next Planning Commission Public Hearing is scheduled for March 5, 2020. 
 
ADJOURNMENT 
With no further business, Chairperson Hirsch called for a motion to adjourn. 
 
Commissioner Nyberg made a motion to adjourn.  Commissioner Harper seconded the 
motion, which was approved unanimously. 
 
The meeting was adjourned at 6:28 pm.
