MINUTES CITY OF GLENDALE PLANNING COMMISSION WORKSHOP CITY HALL CONFERENCE ROOM 2A 5850 WEST GLENDALE AVENUE GLENDALE, ARIZONA 85301 THURSDAY, MARCH 5, 2020 5:30 PM CALL TO ORDER Chairperson Hirsch called the meeting to order at approximately 5:30 PM. ROLL CALL Commissioners Present: Commissioners Crow, Harper (arrived at 5:31pm), Nowakowski (arrived at 5:31pm), Nyberg, Wilfong, and Vice Chairperson Lenox and Chairperson Hirsch were present. City Staff Present: Lisa Collins, Interim Development Services Director, and Diana Figueroa, Recording Secretary. ITEM GENERAL PLAN MINOR TEXT AMENDMENT This is a request for the Planning Commission to amend the text of the City of Glendale’s General Plan to replace specific dates for Major General Plan Amendments with a requirement to publish a schedule for Major General Plan Amendments in the first quarter of each year. Staff Contact: Lisa Collins, Interim Development Services Director Lisa Collins, Interim Development Services Director, provided a presentation to the Planning Commission regarding the proposed amendments to the text of the General Plan Envision Glendale 2040. Commissioner Nowakowski had questions regarding the effective date, submittal date, and the time in which the City Council can address Major General Plan Amendments. Commissioner Nyberg asked when the Glen Lakes application was submitted. He also said the existing General Plan is clear and amending the Plan would create confusion. Commissioner Crow said this request is being brought before the Commission in order to accommodate the Glen Lakes submittal. Commissioner Crow said the appearance is that the entire General Plan is being amended in order to accommodate one particular project. Commissioner Wilfong said this is a failure by city management not maintaining a city asset. He said he would never support this request. He said this request is being presented to the Commission in order to accommodate the recent Glen Lakes submittal. March 5, 2020 Planning Commission Workshop 2 of 2 Commissioner Harper fully agreed with Commissioner Wilfong. Ms. Collins provided answers and information to the Commissioners’ questions and concerns. Chairperson Hirsch acknowledge Ms. Collins inherited this situation. Commissioner Crow echoed the Chairperson’s statement and said Ms. Collins was not an employee of the City of Glendale when the Glen Lakes issue was already in place. Chairperson Hirsch said this item, as it relates to publishing a schedule each year, should be discussed in greater detail. The Commissioners have expressed concerns with public notification in the local newspaper. He said this issue needs to return before the Planning Commission at an upcoming Workshop. NEXT MEETING The next regular workshop of the Planning Commission is scheduled for Thursday, April 2, 2020 at 5:00pm in Conference Room 2A, Glendale City Hall, located at 5850 West Glendale Avenue, Glendale, Arizona 85301. ADJOURNMENT With no further business Chairperson Hirsch called for a motion to adjourn. Commissioner Crow made a motion to adjourn. The motion was seconded by Commissioner Nyberg and approved unanimously. The meeting adjourned at 5:53pm.
