Project Description
The law firm of Quarles & Brady LLP represents Stormy Holdings 13, LLC ("SH13" or
the "Applicant"), in regard to its request for a Conditional Use Permit ("CUP") to allow a
neighborhood automotive service facility operated by Greulich's Automotive, a local Arizona
company. Per Glendale Zoning Ordinance Section 5.754, Uses Subject to a Conditional Use Permit,
the C-2 District allows "Minor Auto Repair" with the acquisition of a Conditional Use Permit.
The Property is located at the Northwest corner of Bell Road and 51st Avenue, Maricopa
County Assessor's Parcel No. 200-49-883 (the "Property") and located within the 51 Campana
Planned Area Development ("51 Campana PAD") zoning district, which chiefly supports General
Commercial ("C-2") district uses according to the City of Glendale Planning and Development
Department. See Aerial Maps Attached at Tab A. The Property is an approximately 0.92 gross
acre vacant site and located within the larger +/-20.28 acre Planned Area Development area
referred to as "51 Campana PAD." The proposed auto-services building is an appropriate use for
the Property as it supports a local business, provides far less traffic flow, allows opportunities for
employment, and provides a neighborhood service.
II.
Overview of Citizen Participation Plan and Notification Letter
The Planning Department determined that a notification letter was the most appropriate
public notification technique for this proposal and City staff did not require a neighborhood
meeting. Notification letters were mailed out on March 3, 2020 to all property owners located
within 300’ of the Property as well as any identified “Interested Parties” and Additional
Notification addresses identified by City staff. Given the project's distance from
neighborhood/residential uses, City staff did not identify any Home Owners' Associations which
need to be notified. Please see Confirmation of Mailing, Notification Letter, and Notification
Exhibits Attached at Tab B, Notification Area and Mailing Labels Attached at Tab C, and Full
Notification List Attached at the Appendix. The Applicant is also in coordination with the other
developers within 51 Campana PAD to ensure consensus in the development process. The
Applicant is in continual discussions regarding the adjacent access drives as part of the overall 51
Campana PAD development plan.

III.
Concerns, Issues, and Problems Expressed from Community
As of March 23, 2020, the Applicant has not received any comments or correspondence
from the public, therefore, no additional revisions aside from revisions from the City of Glendale
have been addressed. It is our understanding the City of Glendale has not received any comments
or correspondence from the public on this case. If any comments or concerns are expressed by the
public in regard to this case, the Applicant will be sure to address the issues with the individual(s)
and inform the City of Glendale assigned Project Planner for this project.
IV.
Update Notification - Public
If major changes are made to the application prior to the hearing date, all persons listed on
the mailing list will be notified by an additional letter sent by first class mail.
V.
Update Notification - Staff
Should any issues arise during the application process the Applicant will contact the City
of Glendale assigned Project Planner for this project. It is our understanding the Applicant will
post a sign notification near the property, and the City of Glendale will send out hearing
notifications, post in the newspaper of general circulation of the area, and to nearby property
owners, interested parties list, and additional parties at least 15 days before the May 7, 2020
Planning Commission hearing where this case will be heard.

Dear Property Owner or Neighborhood Leader:
Our firm represents Stormy Holdings 13, LLC ("SH13") in regard to the property located
at the Northwest corner of Bell Road and 51st Avenue (Maricopa County Assessor's Parcel No.
200-49-883) (the "Property") as shown on the attached aerial map. The purpose of this letter is to
inform you we have recently filed a Conditional Use Permit application to locate a Greulich's
Automotive in one of the currently vacant lots within the 51 Campana Planned Area Development.
The City of Glendale Zoning Ordinance requires SH13 to obtain a Conditional Use Permit to
operate within the existing Planned Area Development zoning district.
Greulich's Automotive ("Greulich") is a local Arizona automotive business which provides
high-quality auto repair services at 13 locations throughout the valley. Established in 1977,
Greulich began as a family-operated enterprise and has been in operation since, providing a wide
selection of reliable and affordable services. Greulich employs skilled technicians who are
equipped with the latest state-of-the-art diagnostic technological equipment in the industry. All the
technicians are fully trained and certified by the National Institute for Automotive Service
Excellence ("ASE") and are dedicated to their customers by providing a comfortable and courteous
atmosphere. Greulich provides a warranty on all performed work, free and local shuttle services
for customers, same-day service on most repairs, and complimentary amenities such as wireless
internet and television. Greulich has continually proven to provide an unparalleled service
throughout the valley to their customers.
The requested Conditional Use Permit will allow the development on an infill, vacant lot
for Greulich's Automotive. Greulich's Automotive will invest in both a pleasing interior and
exterior aesthetic to compliment the surrounding areas design, as well as, provide an enclosed
building for repairs and more parking spaces than required by the City of Glendale Ordinance to
ensure no overflow parking will occur. The proposed structure will be a one-story building,
occupied by a single tenant, and occupies 5,510 square feet of the total 39,916 gross square feet of
the lot as shown in the attached site plan. It is important to note this use will not be located adjacent
to any residential uses or neighborhoods. Greulich will provide the neighborhood with a

convenient, dependable automotive service and provide opportunities for employment and
engagement with the area. Simply put, this is a great use representing a significant investment in
the Planned Area Development, and therefore the neighborhood, while providing convenient
automotive services and employment opportunities.
Our request will be subject to a hearing review by the Glendale Planning Commission. You
will be notified separately by the City of Glendale once a hearing date is scheduled.
Please provide any comments for the Conditional Use Permit request by March 20, 2020.
