Project Description
Allen Ranches, LLC (“Allen Ranches” or the “Applicant”) plans to develop approximately 864 gross acres located
near the southwest corner of Bethany Home Road and Loop 303 as shown on the Aerial and Vicinity Maps
attached at Tab 1. This application requests approval of Planned Area Development (“PAD”) District to allow
the development of a unique project that will include both large-scale industrial development and a single-family
residential community. The Applicant seeks to develop the industrial portion of the Property in accordance with
the M-2 zoning and modify development standards to meet the heightened level of expectation for industrial
users within this expanding transportation corridor. The residential portion of the Property will incorporate R1-4,
R1-6, and R1-8 development standards, modified to address the unique challenges of developing within the
Luke Air Force Base noise contours and allow for superior design and site configuration.
The Property is currently within the unincorporated area of Maricopa County and has been used for agricultural
purposes for many years. The eastern 497 gross acres of the site are located within the 65 Ldn and 70 Ldn
Luke Air Force Base noise contours and currently subject to an approved Maricopa County Military Compatibility
Permit (“MCP”). The remaining 367 gross acres west of the 65 Ldn noise contour are subject to an approved
Residential Unit Plan of Development (“RUPD”) for the development of 734 single-family residences with an
overall residential density of 2 du/ac.
Relative to the existing land use approvals in Maricopa County, the proposed PAD will shift residential
development west, farther away from the 65 Ldn line to create an additional buffer from the 65 Ldn noise contour
and provide a more compatible environment for single-family residential development. This will allow residential
development to occur on approximately 250 acres of the western portion of the Property and industrial
development on the remaining 614 acres, separated and buffered by a large, landscaped drainage channel
between the two uses.
Although the Property is within the unincorporated area of Maricopa County, it is within the City of Glendale’s
planning area. An application to annex the Property into the City of Glendale is being processed in conjunction
with this application, as well as two minor General Plan Amendment applications to shift the existing land use
designations to align with the proposed PAD.
The Allen Ranches PAD is intended to provide a superior land plan to what could be achieved in Maricopa
County, and facilitate the development of a unique industrial/residential project that is compatible with the mission
of Luke Air Force Base, the City of Glendale General Plan, and Arizona Revised Statutes for property near a
military airport. The Planned Area Development regulations are tailored to the intended development.
Notification Technique
The Planning Department has determined that a notification letter and a neighborhood meeting would be the
most appropriate public notification technique for this proposal. Prior to mailing notification letters for the
neighborhood meeting, the outbreak of COVID-19 in Arizona and corresponding restrictions on public gatherings
issued by the State of Arizona rendered a traditional neighborhood open house meeting both impossible to host
and contrary to the best interests of the public health.
In lieu of a traditional in-person neighborhood meeting, the applicant obtained approval from the City of Glendale
to host a virtual open house meeting that satisfies the City’s public outreach and engagement policies and
ordinances. On April 3, 2020, a notification letter describing the application and inviting the recipient to attend a
virtual neighborhood meeting on April 15, 2020 was mailed to all property owners within 300 feet of the Property
as well as any identified “Interested Parties” and Homeowners’ Associations identified by City Staff. See
Notification Letter at Tab 2. The letter contained instructions directing the recipient to email the applicant to
request a link to the virtual meeting.

An outlined map of the areas of notification is attached at Tab 3. All property owners identified on this map were
notified. The mailing list is attached at Tab 4. The mailing list includes the following:
a)
All property owners identified within the notification area map.
b)
All relevant Homeowners’ Associations and Registered Neighborhood Groups and their
representatives as provided by the City.
c)
All those noted as Interested Parties as provided by the City.
d)
All those noted on the “Additional Notification” list as provided by the City.
When a request to participate in the virtual neighborhood meeting was received by the applicant, a confirmation
email was sent back confirming receipt of the request and providing additional information about the meeting.
See Request Confirmation Email at Tab 5. On April 14, 2020, an email was sent to all members of the community
who requested to participate, containing the link to the virtual meeting and instructions to join. See Meeting Link
Email at Tab 6.
The virtual meeting was held from 5:30 pm to 6:30 pm on April 15, 2020 using the WebEx virtual meeting
platform. 31 members of the public attended the virtual meeting. Also present in the virtual meeting were the
applicant, members of the development team, and Councilmember Joyce Clark. See Meeting Log at Tab 7.
Attendee Comments & Applicant Response
A majority of the participants in the virtual neighborhood meeting were residents of the Russell Ranch
neighborhood immediately west of the project. The primary issues expressed by the participants were the
residential density, the sizes of the lots, and their configuration within the subdivision. The applicant explained
that the existing zoning entitlements in Maricopa County allow the development of 734 residential lots by right,
and the rezoning proposal contains only approximately 50 additional residential lots. The applicant further
explained that quality is not a function of lot size, and the City of Glendale Residential Design and Development
Manual requires that the proposed PAD establish a level of design and quality for the residential community not
required by the county entitlements.
With respect to the residential lot configuration, the applicant outlined the state requirements regarding
developments adjacent to military facilities with flight operations – specifically the graduated density concept
(GDC) for residential developments adjacent to the 65 Ldn noise contour. The development team explained that
the purpose of the proposed industrial buffer west of the 65 Ldn noise contour is to provide an enhanced
environment for Luke Air Force Base flight operations and a larger buffer from the 65 Ldn noise contour for the
homeowners in the residential development. The team further explained that the lot configuration and proposed
unit count is a function of meeting the 1/2-mile and 1-mile density limits for the GDC.
Following the virtual neighborhood meeting, the development team met internally to discuss potential changes
to the conceptual development plan to address input received at the virtual neighborhood meeting. In response
to neighborhood concerns, the applicant has revised the conceptual residential site plan to reduce the overall
number of lots, reconfigure the southern half of the community to move the larger lots closer to Russell Ranch
and enhance the perimeter buffer along Citrus Road. All of these revisions are directly responsive to concerns
expressed by the community.

Follow-Up Virtual Neighborhood Meeting
In order to share the revisions to the PAD with the surrounding community, the applicant voluntarily hosted a
follow-up virtual neighborhood meeting via WebEx on May 27, 2020. Letters were mailed to the same mailing
list as the original mailing on May 15, 2020. See Follow-Up Notification Letter at Tab 8. Additionally, participants
from the April 15, 2020 virtual neighborhood meeting were notified of the follow-up meeting via email on May 18,
2020. See Follow-Up Notification Email at Tab 9.
When a request to participate in the virtual neighborhood meeting was received by the applicant, a confirmation
email was sent back confirming receipt of the request and providing additional information about the meeting.
See Request Confirmation Email at Tab 10. On May 26, 2020, an email was sent to all members of the
community who requested to participate, containing the link to the virtual meeting and instructions to join. See
Meeting Link Email at Tab 11.
Like the first meeting, many of the participants in the follow-up meeting were residents of Russell Ranch. At the
beginning of the meeting, the development team presented the revised residential development plan and
accompanying exhibits and outlined the following changes in response to community input:
•
Large lots (65’ and 75’ wide) flipped to west side (Citrus Road) on southern half of the residential
development.
•
Homes along Citrus Road now exclusively larger lots.
•
Smaller lots moved to interior on southern half of residential development.
•
Model home complex and 40-foot-wide lots eliminated on south side.
•
50-foot-wide lots increased to 55 feet on south side.
•
27-lot reduction in overall density from 787 to 760 (3.04 du/ac).
•
Neighborhoods with 65-foot-wide and 75-foot-wide lots have been designed to allow them to be gated
communities.
•
Enhanced streetscape and entry features.
In response to the revised plans, some members of the community continued to express their issues with the
proposal despite the applicant’s substantial and responsive changes to the development plan while other
participant’s praised the applicant’s significant efforts to address the community’s concerns. Approximately 45
attendees participated in the follow-up virtual neighborhood meeting. See Follow-Up Meeting Log at Tab 12.
