have attached a letter of opposition that I would like to be included in the county's consideration of this 
request. I would also like to be included in any future notifications for meetings or hearings in regards to this

To Whom It May Concern: 
I am a resident in Litchfield Farms writing in opposition to the requested rezoning of the residential 
property just southeast of our beloved community located at 3220 N. Perryville Road. It seems to go 
without saying, however I feel like I need to be clear, that I also oppose the rezoning of all of the 
properties in that entire quadrant of land. While they may not be currently making a formal request, if 
one is allowed to rezone and run a commercial business at their property it will set a precedent for the 
others to follow suit. If that entire block of land slated for residential homes is allowed to rezone as 
commercial it will negatively impact the existing families, home values and elementary school in the 
area. 
My understanding of how this land was zoned in the first place was with consideration to the Luke Air 
Force Base flight path. To my knowledge nothing has changed at Luke, they are still flying their jets and 
using the same runway and flightpath to serve and defend our country so I am confused as to why a 
rezoning is even being considered for this piece of land. In fact, I am pretty certain there is history for 
commercial business being denied for this area when there was a request to build a rental storage unit 
facility. Bearing in mind military base regulations and precedent it follows that this land should not be 
approved for commercial use. 
Not to mention that blatant disregard for the law over the past two years leads me to believe there will 
continue to be blatant disregard for all sorts of concerns that operating a business this close to a 
neighborhood brings. If they are willing to operate illegally, willing to simply pay fines and continue on 
their merry way, how can we be assured they will operate safely moving forward? That they will take 
proper precautions in protecting the environment, keeping their chemicals out of the ground, water 
and air. Protecting our night sky and following light pollution ordinances. Protecting against fire hazards 
and following regulations in regards to noise and traffic. Nothing in the past two years of their behavior 
lends me to believe that this is a business who respects the residents it is trying to coexist with. 
I feel for the families involved; I do. I think they are just trying to make a living but they need to 
purchase a property to operate their business that is already zoned as such; a piece of property that is 
not our backyard. Our backyard doesn’t need to become a semi-truck parking lot. It does not need to 
become a cement plant. It doesn’t need to become a commercial storage for machinery and 
equipment. It does not need to become an eyesore for residents. In short, it does not need to be 
rezoned nor used as commercial or industrial or anything but what it already is, single family 
residential. There are already parcels of land set aside for commercial operations, this business and any 
future plans for businesses need to be moved there. 
I respectfully insist that this rezoning request be denied.

Zoning change Perrville Road
Mr. Mueller,  
 
I am writing to you to voice my opposition to the proposed zoning being proposed on the property. I feel the 
change from residential to commercial is a direct attempt to circumvent the laws that are in place. The area 
around the proposed change is all residential. The property in question effects the whole subdivision. The 
noise, traffic, and dust and debris already being caused can be felt by everyone. The residents in the 
neighborhood use their property. The outdoors areas in our private yards are populated by grass area pools 
and residential coverings. The intrusion of an industrial business with large trucks and construction 
equipment.  
 
All of our residences are connected and have been on the same format as far as a residential only area. Any 
industrial/commercial activity should be done in a specific area that is well outside of our area and should 
have natural separation.  
  
In my opinion the requestor of this zoning change is running this business illegally and using this zoning change 
to avoid the make the rest of the community pay for them not following the design of the area. Their choosing 
to build and industrial compound should not be allowed. With the other properties that this owner has bought 
in the same area this change is the first domino that they want to make that entire cul-de-sac and industrial 
complex right behind our back wall.

Opposition to Rezoning Property Located at 3320 N. Perryville Road, Litchfield Park, AZ
Good Morning, 
 
This email is to OPPOSE the rezoning of the property located at 3320 N. Perryville Road, Litchfield Park, AZ.  My 
neighbors recently alerted me that the owner of this property has been operating illegally for 2 years and are only now 
requesting rezoning because of the violations that they have been receiving.  
 
This property backs up to the Litchfield Farms community. We have lived in this community since 2004 and while we 
have seen many changes, one we did not expect to see was a BUSINESS in a zoned residential area.  It is in very close 
proximity to an elementary school, many homes, and on an already busy two lane road.  Traffic will increase and road 
damage is more likely to occur with the large equipment vehicles entering and exiting the property.  Dust and noise 
(which many of the homes backing up to this property already deal with because of this property), as well as potential 
environmental damage to the soil and groundwater are likely to occur NEAR a residential area.  
 
The entire community surrounding the proposed business location will be impacted by the constant noise, lack of 
privacy, and dust.  This is a RESIDENTIAL area and should remain as such.   
 
Please take into consideration the concerns of the citizens in this area.

sited environmental concerns in addition to concern over lighting.  The letter is attached.

I am writing to you once again regarding the concerns about the concrete/cement company listed in 
this case. I continue to stand by the concerns that were listed in the original letter that was sent to you 
regarding the violations and health concerns listed in that letter.  
 
I have still not seen any environmental impact studies done by the EPA or any other legitimate 
company addressing the impact on the surrounding humans and/or wildlife in our area. It is well 
documented in many research studies the caustic effects of concrete/cement on mammals. There 
have been no precautions put in place to inhibit the disbursement of dried concrete/cement to any of 
the mammals surrounding this property. This dried material is easily inhaled and the recipient can 
suffer the effects of this caustic material.  They have no washout area that has been deemed safe to 
the surrounding humans and wildlife. This caustic material is washed into the ground where it can not 
only affect the ground water but the life that depends on that water. The mammals that lived in the 
area and in the houses were in the area before this company procured this property. 
 
They have continued to have unpermitted structures on the property, have bright lights on that point 
in the surrounding properties yards and windows, thereby interrupting the sleep and activities that 
those homeowners are privy to. They have increased the number of vehicles that are being stored 
and parked in the area.  There have been no improvements done to the area along Perryville Road, 
that we were told were supposed to be done at a meeting at this property.
