2025 Draft Goals  
 
Purpose: 
The Historic Preservation Commission shall work with the Planning Commission and 
City Council on matters of historic preservation; take the initiative in bringing people 
together on historic preservation issues; review proposed alterations to historic 
properties, historic districts, and archaeological resources through the Certificate of 
Appropriateness process; and develop, maintain and from time to time amend, a plan 
for historic preservation in the city.  
 
Consideration: 
Discussion and review of proposed goals, consider any new suggestions and finalize 
goals with a consensus on December 18, 2024, for 2025 calendar year.  
 
Explanation:  
Boards and Commissions are required to discuss and take consensus on goals 
annually.  
 
Requested Action: 
Discuss goals and finalize consensus.   
 
Analysis of Request:   
GOALS FOR 2025 
 
1. Encourage adaptation of historic properties to modem use through the 
Certificate of Appropriateness process.  
2. Identify and protect significant historic resources by conferring with other city, 
county, regional, state, and national historic preservation boards.  
3. Ensure that new construction and modifications to properties within historic 
districts are consistent with the historic character of the district by making 
recommendations to the Planning Commission and City Council.  
4. Protect and preserve historic properties that may have value to the community 
in terms of tourism, education, neighborhood character and identity, and 
economic benefit by making recommendations to the Planning Commission and 
City Council.

5. Encourage stabilization, rehabilitation, and conservation of existing housing 
stock to strengthen older neighborhoods.
