This case is proposing two separate IND-2 IUPD zoning districts –
the northern parcel intended for industrial development, and the
southern parcel intended for multi-family residential development.
The northern industrial parcel will permit a 54’ maximum building
height and a reduced screen wall height to a minimum 3’ for parking
areas along the Pinelake Way. No changes to site screening
requirements for any outdoor uses of an industrial nature permitted
are requested. Multi-family residential uses will be prohibited in the
northern parcel.
The southern multi-family residential parcel has a proposed
increase to maximum building height of 45’, an increase in the
minimum street-side setback to 20’, and a reduced rear setback of
10’. It also proposed to reduce required off-street parking to 1.46
per dwelling unit.
There are no outstanding concerns from county reviewing
agencies. The site is within the City of Chandler’s municipal
planning area and is designated Industrial in the Chandler Airpark
Area Plan. After publishing of staff’s report to the Commission, the
City commented that they would not provide utility services to the
site at this time. Therefore, staff provided a handout memo to the
Commission recommending denial of Z240019. Although industrial
zoning is ultimately appropriate for the site it is arguably premature.
The county’s comprehensive plan states that an urban level of

development necessitates an urban level of services and
infrastructure.
To date, staff has received 43 items of support and 192 opposition
items. The level of opposition has not triggered a super-majority
(four affirmative) vote of the Board of IND-2 IUPD zoning approval.
The Commission discussed the proposed IND-2 IUPD zoning. Their
determination is the site is appropriate for industrial zoning. The
county’s industrial zoning allows for industrial, commercial and
multi-family residential uses. They also agreed there is a demand
for increased housing supply and options in order to address
housing affordability and persons experiencing homelessness.
After the commission hearing, staff received 6 objections to the
Planning & Zoning Commission Recommendation.

Recommendation:
On 11/21/24, the Commission voted 5-1 (motion by Schlosser D4,
seconded by Montoya D5, with Lawrence D1 dissenting) to adopt a
motion recommending the Board of Supervisors approve Z240019
subject to conditions ‘a’ – ‘m’:
a.
Development of the site shall be in substantial conformance with the zoning exhibit
entitled “Sonoran Landings“, consisting of two full-size sheets, dated November 1, 2024,
and stamped received November 1, 2024, except as modified by the following conditions.
Staff may determine slight refinements to remain in substantial conformance with the
approved site plan. Minor and major amendments to the site plan will be determined in
accordance with Chapter 3 of the Maricopa County Zoning Ordinance.
b.
Development of the site shall be in substantial conformance with the narrative report
entitled “Chandler Leased Housing Associates I, LP (A Dominium-Related Company)”
consisting of 38 pages, dated November 1, 2024, and stamped received November 1,
2024, except as modified by the following conditions.
c.
The following IND-2 IUPD standards shall apply for APN 303-41-020M, the northern 12.24
net acres, for industrial development:
1.
Maximum Building Height: 54 ft.
2.
Site Screening 6’ Solid Wall (3’ at Street Fronts for parking areas)
3.
The following uses are prohibited:
a) Multiple-family residential.
b) Adult oriented facilities as defined in Chapter 2.
c) Medical Marijuana Dispensary and/or Marijuana Establishment and/or a

4. Parking Spaces Required: 1.46 parking spaces per dwelling unit.
5. The following uses are prohibited:

Medical Marijuana Offsite Cultivation Location.
c) Experimental and proving grounds.

The following Planning Engineering conditions shall apply:
1.
Without the submittal of a precise plan of development, no development approval
is inferred by this review, including, but not limited to number of proposed building
lots/units, drainage design, access, and roadway alignments. These items will be
addressed as development plans progress and are submitted to the County for
further review and/or entitlement.
2.
A traffic impact study must be submitted with future entitlement (POD or
Preliminary Plat) application(s). MCDOT Comments to be addressed with POD.

3.
Drainage report and Grading and Drainage Plans must be submitted with future
entitlements.
4.
Engineering review of re-zone cases is conceptual in nature. All development and
engineering design shall be in conformance with Section 1205 of the Maricopa
County Zoning Ordinance; Drainage Policies and Standards; Floodplain
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current
engineering policies, standards, and best practices at the time of application for
construction.
f.
Approval of a plan of development will be required prior to approval and issuance of
construction permits to develop and establish use of the site. Prior to issuance of a
building permit, written confirmation will be required from the emergency fire protection
jurisdiction having authority that the facility has been designed in accordance with their
regulations and requirements and that emergency fire protection service will be provided
to the facility. Prior to issuance of the certificate of occupancy, local fire protection
jurisdiction review and approval will be required.
g.
Prior to precise plan of development approval for the development of any industrial, multi-
family residential or other use requiring utilities, the applicant shall provide the Maricopa
County Planning and Development Department with an executed pre-annexation service
agreement with the City of Chandler that identifies the detail for when the proposed
project will be annexed and/or the provision of water and sewer service. In lieu of a pre-
annexation service agreement, the developer must provide a ‘will serve’ letter from the
certificated water and sewer provider, unless otherwise approved by Maricopa County
Environmental Services Department.
h.
All outdoor lighting shall be in conformance with the provisions listed in Section 1112 of
the Maricopa County Zoning Ordinance. Any outdoor lighting shall be placed to reflect
light away from any adjoining rural or residential zoning district.
i.
Zoning approval is conditional per Maricopa County Zoning Ordinance, Article 304.6, and
ARS § 11-814 for seven (7) years for the initial phase of development to have an issued
construction permit which must be pursued to completion.
j.
Noncompliance with any Maricopa County Regulation shall be grounds for initiating a
revocation of this zone change as set forth in the Maricopa County Zoning Ordinance.
k.
The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
l.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, the property
shall revert to the zoning that existed on the date of application. It is, therefore, stipulated
and agreed that either revocation due to the failure to comply with any conditions, does
not reduce any rights that existed on the date of application to use, divide, sell, or possess
the property and that there would be no diminution in value of the property from the value
it held on the date of application due to such revocation of the zone change. The zone
change enhances the value of the property above its value as of the date the zone change

is granted and reverting to the prior zoning results in the same value of the property as if
the zone change had never been granted.
m.
The applicant offers the following conditions ‘m.1 – m.11’ be included as part of the
record. Staff notes these conditions are not enforceable by the County, the
owner/developer shall be responsible for verifying and enforcing compliance with these
standards through deed restriction and/or CC&Rs, and non-compliance will not be
considered a violation of the county’s zoning ordinance:
1.
The residential development shall be income and rent restricted for 100% of the
residential units to 60% of the Area Median Income for a minimum of 30 years.
2.
The residential development will be age restricted, requiring at least one resident
of each unit to be age 55 or older and all other occupants at least age 40 or older.
3.
The Developer shall waive the Qualified Contract provision of the Low-Income
Housing Tax Credit Program (the “QC”).
4.
The residential development shall provide a preference for Veterans.
5.
The residential development shall provide a preference for seniors holding
housing choice vouchers from the Chandler Housing Authority.
6.
The residential development will be limited to a maximum height of 3-stories.
7.
The developer shall install a full traffic signal at the intersection of Ocotillo Road
and Pinelake Way prior to receiving a certificate of occupancy for any building on
the property.
8.
The development shall meet all City of Chandler development and design
standards for setbacks, landscaping, screening, etc.
9.
Without the submittal of a precise plan of development, no development approval

10.
Prior to the precise plan of development approval for the development of any use

Should the property be annexed into the City, the owner will transfer all water
rights currently benefitting the property to the City of Chandler upon annexation.

Project Summary:
1.
The applicant is requesting a zone change with overlay from Rural-43 to IND-2 IUPD. The subject
property is located at the northwest corner of Ocotillo Rd. & Pinelake Wy. in the Chandler area and
consists of 23.4 acres. The county’s comprehensive plan designates the site as Rural
Development Area as default since it is located in an area not covered by a county area plan, but
it is in an urbanized area. It is an unincorporated parcel within a small county island surrounded
by the City of Chandler. Primary access to the site will be from Ocotillo Rd.
2.
Currently, the existing land use on the subject property is an agricultural field, which is a permitted
use in the current Rural-43 zoning. The Assessor’s Office has assigned a Property Use Code of
4110 for Field Crops and there is an approved Certificate of Agriculture Exemption under
LU20050035 exempting the agricultural land use from the county’s zoning and construction
permitting authority. The site has never been developed for residential use. Per the applicant’s
project narrative, the zone change will accommodate future industrial development contemplated
at the northern approximate half of the site and age-restricted multifamily residential
development at the approximate southern half. The applicant proposes an IUPD overlay to
prohibit specific land uses on the site and to modify certain development standards. There is no
Plan of Development (POD) proposed with this zone change request. The POD will be
administratively processed separately once design of the site is finalized.
3.
Per the project narrative, the site will be developed in two phases. It is anticipated Phase One will
be the Multi-Family Site on the south half of the property, which will be developed by Dominium.
It is currently expected Phase Two, the Industrial Site on the north half of the property, will be
developed in accordance with market demand. Nothing in the IUPD precludes the Industrial Site
from developing first or simultaneously with the Multi-family Site.
4.
The entire IND-2 IUPD zoning district, as a single zoning district, must be subject to the same
development standards. Therefore, this case is proposing two separate zoning districts – the
northern IND-2 IUPD zoning district intended for industrial development, and the southern IND-2
IUPD zoning district intended for multi-family residential development. These two zoning districts
will be specific to each approximate half of the site, as described in the IUPD tables illustrated in
paragraphs 5 and 6.

The development standards and use regulations for the base IND-2 zoning district and the
proposed IUPD for the northern approximate north half of the site (12.24 net acres) are provided
in the table below. The applicant is requesting to vary the development standards to promote
flexibility to allow the northern site to be developed in a way that maximizes the utility of the site
while not negatively impacting the area in conjunction with surrounding land uses. Per the
conceptual site plan, the industrial buildings are proposed at the center of the site, further
mitigating the impact of the increased height. Increased height is requested to also allow for
adequate “clear height” often needed for modern industrial buildings. A 54’ maximum building
height where the base IND-2 zoning district limits maximum height to 40’ and a reduced site wall
height to 3’ along the Pinelake Way street side, in combination with landscaping for a more
attractive street frontage. No changes to site screening requirements for any outdoor uses of an
industrial nature permitted are requested. Multifamily residential is not a permitted use in the
Industrial Site, the north 12.24 net acres.

It should be noted that at this time neither a plan of development (POD) nor traffic impact study
has been submitted. Future half-width right-of-way will be determined during the POD stage. No
County right-of-way is affected with this request. It is anticipated that all roadway design meet
City of Chandler specifications.
Adopted Plans:

Chandler General Plan 2016 (adopted April 12, 2016): The City of Chandler General Plan
designates the subject parcel as Employment which supports industrial/business parks that
strengthen the community’s economic base. The proposed zoning conforms with the City’s
General Plan.
13.
Chandler Airpark Area Plan (adopted November 5, 1998): The subject site is located within the
City’s Airpark Area Plan and is designated as Industrial (Logistics & Manufacturing), which allows
general industry such as manufacturing, distribution, warehousing, wholesaling, and utility uses.
The proposed zoning conforms with the City’s Airpark Area Plan.

Public Participation Summary:

The applicant complied with the Maricopa County Citizen Review Process with the required
posting of the site and notification by first class mail to adjacent property owners within 600 feet
of the subject site and area interested parties. Staff is responsible for notifying property owners
within 300 feet and registered areas of interest. Signs were posted on the site in accordance with
applicable regulations. Staff received a public participation results report in accordance with
County requirements, and the applicant did receive concerns from interested residents. The
applicant held a neighborhood meeting on 11/7/2023 to discuss the project and address
concerns. Per the Citizen Participation Results Report, a vast majority of current opposition is an
emailed template stating “The proposed project does not align with the Chandler General Plan, the
Chandler Airpark Area Plan, and the Chandler Water Plan – as noted in the City Resolution 5656.
This land is designated for industrial use to support the Chandler Municipal Airport. The impact on
the community will be detrimental.”

By way of background, there was a previous zoning case that proposed multi-family on the entire
site. Chandler Resolution 5656 targeted that previous proposal for a denser multifamily project.
Staff received significant opposition with the concerns listed above and a handful of support, with
184 signed memos of opposition, and 16 signed memos in support.
Outstanding Concerns from Reviewing Agencies:

The case was routed to various reviewing agencies including MCDOT, FCD, Drainage Engineering
Review, AZDOT, and City of Chandler. All review agencies have signed off without any outstanding
concerns or have not provided comment.
Staff Analysis:
17.
The subject site is within the City of Chandler’s municipal planning area and is identified for
Employment uses in the Chandler 2016 General Plan. The property is also within the Chandler
Airpark Area Plan and is classified as appropriate for Industrial uses. The proposed IND-2 IUPD
zoning would facilitate these types of planned land uses.
18.
In addition to wholesale nursery to the north of the site, which has recently been similarly rezoned
to IND-2 IUPD, the general surrounding area has been developed with higher intensity uses. These
uses include multi-family attached Pinelake Condominiums across Ocotillo Rd to the south, and
the expansion of the City of Chandler solid waste and water treatment facility to the northeast.
The allowance of multi-family uses proposed would be an appropriate and compatible transition
of land uses from the multi-family residences to the south and the industrial site to the north.
Most of these surrounding properties are within the City of Chandler, not in unincorporated
Maricopa County. While the subject site may be appropriate for a higher intensity use, staff is of
the opinion that annexation and development in Chandler is optimal since water and sewer
services must be obtained from the city. Annexation is encouraged, as highlighted in the Vision
2030 Comprehensive Plan’s policy “Urban Solutions for Urban Development.”
19.
Well-designed, affordable housing for seniors in in conformance with many policies of Chandler’s
General Plan, including the goal to increase the City’s affordable housing supply. The site’s
“Employment” designation allows industrial and residential uses. The Chandler Airpark Area Plan
does not prohibit residential uses, and the development has been designed with a lower height to
mitigate any impacts to airport operations and the site is less the 3/1000ths of the overall Airpark

Area Plan area, at the southwest corner of this designation. Any building permits will be
conditioned on the developer providing “will serve” letters for water and sewer from the City of
Chandler. The proposed development will demand much less water than its current agricultural
use. Existing water rights would be inherited by the City, exceeding the demand of the proposed
development.
20.
Staff is supportive of the proposed IND-2 IUPD zoning, with the recommended conditions, due to
its general compatibility with surrounding land uses and development patterns.
Recommendation:
21.
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors
approve Z2400019 subject to the following conditions ‘a’ – ‘m’:
a.
Development of the site shall be in substantial conformance with the zoning exhibit
entitled “Sonoran Landings“, consisting of two full-size sheets, dated November 1, 2024,
and stamped received November 1, 2024, except as modified by the following conditions.
Staff may determine slight refinements to remain in substantial conformance with the
approved site plan. Minor and major amendments to the site plan will be determined in
accordance with Chapter 3 of the Maricopa County Zoning Ordinance.
b.
Development of the site shall be in substantial conformance with the narrative report
entitled “Chandler Leased Housing Associates I, LP (A Dominium-Related Company)”
consisting of 38 pages, dated November 1, 2024, and stamped received November 1,
2024, except as modified by the following conditions.
c.
The following IND-2 IUPD standards shall apply for APN 303-41-020M, the northern 12.24
net acres, for industrial development:
1.
Maximum Building Height: 54 ft.
2.
Site Screening 6’ Solid Wall (3’ at Street Fronts for parking areas)
3.
The following uses are prohibited:
a) Multiple-family residential.
b) Adult oriented facilities as defined in Chapter 2.
c) Medical Marijuana Dispensary and/or Marijuana Establishment and/or a
Medical Marijuana Offsite Cultivation Location.
d) Experimental and proving grounds.
e) Farms as defined in Chapter 2.
f) Truck terminals, including service and storage.
g) Marijuana Testing Facilities.
h) Emergency housing – Temporary shelter required due to a natural disaster or
fire or other circumstances determined to constitute and emergency by the
zoning inspector.
i) Gardens and community gardens as defined in Chapter 2.
j) Amusement enterprises and outdoor amusement parks.
k) Auction sales, including swap meet operations.
l) Circus and carnival grounds having permanent facilities.
m) Dance halls and nightclubs, including outdoor amplified music, except adult
oriented facilities as defined under Chapter 2 of this ordinance may not have
outdoor music or entertainment.
n) Drive-in or outdoor theaters.

d.
The following IND-2 IUPD standards shall apply for APN 303-41-020L, the southern 10.1
net acres, for the multi-family residential development:
1. Maximum Building Height: 45 ft.
2. Minimum Street-Side Setback: 20 ft.
3. Minimum Rear Yard: 10 ft.
4. Parking Spaces Required: 1.46 parking spaces per dwelling unit.
5. The following uses are prohibited:
a) Adult oriented facilities as defined in Chapter 2.
b) Medical Marijuana Dispensary and/or Marijuana Establishment and/or a
Medical Marijuana Offsite Cultivation Location.
c) Experimental and proving grounds.
d) Farms as defined in Chapter 2.

The following Planning Engineering conditions shall apply:
1.
Without the submittal of a precise plan of development, no development approval
is inferred by this review, including, but not limited to number of proposed building
lots/units, drainage design, access, and roadway alignments. These items will be
addressed as development plans progress and are submitted to the County for
further review and/or entitlement.
2.
A traffic impact study must be submitted with future entitlement (POD or
Preliminary Plat) application(s). MCDOT Comments to be addressed with POD.
3.
Drainage report and Grading and Drainage Plans must be submitted with future
entitlements.
5. Engineering review of re-zone cases is conceptual in nature. All development and
engineering design shall be in conformance with Section 1205 of the Maricopa
County Zoning Ordinance; Drainage Policies and Standards; Floodplain
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current

engineering policies, standards, and best practices at the time of application for
construction.
f.
Approval of a plan of development will be required prior to approval and issuance of
construction permits to develop and establish use of the site. Prior to issuance of a
building permit, written confirmation will be required from the emergency fire protection
jurisdiction having authority that the facility has been designed in accordance with their
regulations and requirements and that emergency fire protection service will be provided
to the facility. Prior to issuance of the certificate of occupancy, local fire protection
jurisdiction review and approval will be required.
g.
Prior to precise plan of development approval for the development of any industrial, multi-
family residential or other use requiring utilities, the applicant shall provide the Maricopa
County Planning and Development Department with an executed pre-annexation service
agreement with the City of Chandler that identifies the detail for when the proposed
project will be annexed and/or the provision of water and sewer service. In lieu of a pre-
annexation service agreement, the developer must provide a ‘will serve’ letter from the
certificated water and sewer provider, unless otherwise approved by Maricopa County
Environmental Services Department.
h.
All outdoor lighting shall be in conformance with the provisions listed in Section 1112 of
the Maricopa County Zoning Ordinance. Any outdoor lighting shall be placed so as to
reflect light away from any adjoining rural or residential zoning district.
i.
Zoning approval is conditional per Maricopa County Zoning Ordinance, Article 304.6, and
ARS § 11-814 for seven (7) years for the initial phase of development to have an issued
construction permit which must be pursued to completion.
j.
Noncompliance with any Maricopa County Regulation shall be grounds for initiating a
revocation of this zone change as set forth in the Maricopa County Zoning Ordinance.
k.
The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
l.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, the property
shall revert to the zoning that existed on the date of application. It is, therefore, stipulated
and agreed that either revocation due to the failure to comply with any conditions, does
not reduce any rights that existed on the date of application to use, divide, sell, or possess
the property and that there would be no diminution in value of the property from the value
it held on the date of application due to such revocation of the zone change. The zone
change enhances the value of the property above its value as of the date the zone change
is granted and reverting to the prior zoning results in the same value of the property as if
the zone change had never been granted.
m.
The applicant offers the following conditions ‘m.1 – m.11’ be included as part of the
record. Staff notes these conditions are not enforceable by the County, the
owner/developer shall be responsible for verifying and enforcing compliance with these

standards through deed restriction and/or CC&Rs, and non-compliance will not be
considered a violation of the county’s zoning ordinance:
1.
The residential development shall be income and rent restricted for 100% of the
residential units to 60% of the Area Media Income for a minimum of 30 years.
2.
The residential development will be age restricted, requiring at least one resident
of each unit to be age 55 or older and all other occupants at least age 40 or older.
3.
The Developer shall wave the Qualified Contract provision of the Low-Income
Housing Tax Credit Program (the “QC”).
4.
The residential development shall provide a preference for Veterans preference.
5.
The residential development shall provide a preference for seniors holding
housing choice vouchers from the Chandler Housing Authority.
6.
The residential development will be limited to a maximum height of 3-stories.
7.
The developer shall install a full traffic signal at the intersection of Ocotillo Road
and Pinelake Way prior to receiving a certificate of occupancy for any building on
the property.
8.
The development shall meet all City of Chandler development and design
standards for setbacks, landscaping, screening, etc.
9.

10.
Prior to the precise plan of development approval for the development of any use
requiring utilities, the applicant shall provide the Maricopa County Planning and

11.
Should the property be annexed into the City, the owner will transfer all water
rights currently benefitting the property to the City of Chandler upon annexation.

This application is to request a zone change from RU-143 to IND-2 without a plan of
development overlay on approximately 24.59 acres of land. Development would
consists of an industrial development on the northern half and industrial and the age
restricted senior multifamily development on the southern half.
PND Engineering Plan Review (DPR, FCD and PND Transportation) has reviewed
the 1st submittal of the Zone Change application routed for review on 10/7/2024 and
has the no objections to the Zone Change, subject to the following conditions:
GENERAL COMMENTS
1. Without the submittal of a precise plan of development, no development
approval is inferred by this review, including, but not limited to number of
proposed building lots/units, drainage design, access and roadway alignments.
These items will be addressed as development plans progress and are
submitted to the County for further review and/or entitlement.
2. A traffic impact study must be submitted with future entitlement (POD or
Preliminary Plat) application(s). MCDOT Comments to be addressed with
POD.
3. Drainage reports and Grading and drainage plans must be submitted with
future entitlements.
4. Engineering review of re-zone cases is conceptual in nature. All development
and engineering design shall be in conformance with Section 1205 of the
Maricopa County Zoning Ordinance; Drainage Policies and Standards;
Floodplain Regulations for Maricopa County; MCDOT Roadway Design
Manual; and current engineering policies, standards and best practices at the
time of application for construction.

It is good to hear from you. We received the resubmittal for the Dominium project today. I look

online through the county’s Permit Center portal at https://www.maricopa.gov/6003/Maricopa-

Dear Mr. Johnson,
On behalf of the Lutheran Social Services of the Southwest (LSS-SW) team, we reach out in
support of the and senior and multifamily housing project at 11504 East Ocotillo Road, Chandler,
proposed by Dominion. These developments could provide much needed housing for Arizona
seniors and families at a price they could afford.
Founded in 1970, LSS-SW is a 501(c)(3) nonprofit organization, an Arizona Qualifying Charity.
Our mission is to stabilize people during crisis, transition and build a foundation where people can
thrive and preserve dignity and respect for the most vulnerable.
LSS-SW serves hundreds of clients, many of whom struggle to find affordable housing across the
state. We believe every person deserves a safe, stable, and attainable place to call home – but this
is something that is out of reach for many Arizonans. Families remain severely cost-burdened by
the lack of affordable housing, often choosing between necessities like food or rent. Arizona has a
growing population and an affordable housing shortage.
x From 2020 to 2023, the number of unhoused individuals in Arizona increased by 29%.
x Evictions rates are the highest they have been in 10 years.
x 54% of working Arizonans make less than the annual median income needed to afford a
two-bedroom apartment in Arizona.
x Housing insecurity in Arizona disproportionately impacts people of color and elders.

In addition
x Data published in a study by the Arizona Multifamily Housing Association found, “The
rate of police activity in apartment communities is no worse than single family
subdivisions, and in many cases, lower than single-family residential areas.”
x Research by Keifer and Krents (2018) also finds lower water usage per capita for multi-
family housing units.
x The U.S. Census Bureau found that working communities with multifamily dwellings have
higher property values than working communities without them.
We urge you to support the rezoning and multifamily land use being proposed. This would be of
great benefit to Maricopa County and one step towards providing every Arizonan a stable
foundation on which they can thrive.
