I hope you’re well! I wanted to reach out regarding the Sonoran Landings rezoning application
(Z240019), which will increase our supply of housing here in Chandler for seniors with fixed
incomes (the need for this is mentioned in the city’s current revisions to the housing plan).
Housing costs keep skyrocketing and affordable housing like this is so crucial to keeping our
elderly folks safe and supported. I hope the county will do everything it can to ensure it gets
built.

I hope to attend the MCBS meeting on 11/21 but I want to register my concerted support for the rezoning of the
parcel of land that developer Dominium (Sonoran Landings) has applied for on the Maricopa County island in
Chandler. We at Valley Unitarian Universalist Congregation (VUU) in Chandler have been working for a long time
to learn about the stories of many Chandler senior, workforce, and veteran citizens about the great need for more
affordable housing.
I'm sure you know that across the USA that has become a highly salient concern for not only the low- and middle-
income communities but also those citizens of Maricopa County who value and benefit so much from the
contributions of many people who currently can not afford housing here.

especially for veterans and seniors.
According to a new report by the Morrison Institute, rents in Arizona increased by 72% from
2010 to 2022. This has put tremendous stress on middle and low-income workers in our
state. In August, almost 8,000 Maricopa county residents faced eviction filings.
Homelessness has also increased and is at the highest level since 2010. In 2023, there
were 14,237 people who experienced homelessness, including over a thousand older
adults.
This is why I support the development of diverse housing with affordable rents and
mortgages in Chandler and the Sonoran Landings project. Please vote to approve this
project.

Dear Mr. Johnson,
Since the city of Chandler has revised its housing plan,noting the need for more housing for seniors on fixed
incomes, I sincerely hope that you will support the Sonoran Landings rezoning application on Thursday.
This could be a model for other cities in Maricopa County with many seniors who are struggling. As they approach
their 80th year, some I know are attempting to return to work at menial jobs because of rent costs. And, as is widely
reported, many take important medications every other day instead of daily as prescribed, and are becoming protein
malnourished to save money for shelter. Sonoran Landings rezoning will help.

I urge you to support the Rezoning Application #Z240019 to approve construction of Sonoran
Landings to provide lower cost housing for seniors and veterans in Chandler.
Too many people do not have adequate income to live safely and comfortably during their
senior years, making it necessary to access affordable housing.
Over the years I have had the privilege of visiting friends and parishioners who live in
established low-cost housing situations, specifically Fillmore Gardens and Fellowship Towers
in Phoenix. The residents live independently with dignity and pride in safety and comfort,
experiencing healthy relationships with fellow residents.
The facilities are well cared for and are attractive assets to their neighborhoods; as I am certain
Sonoran Landings will be, as well. Please vote in favor of allowing Sonoran Landings to build
in Chandler.

I am writing to relay our support of the Sonoran Landings veteran-preference senior living project proposed by Dominium.
As a statewide coalition of affordable housing development firms, nonprofits, faith-based organizations addressing
homelessness, and municipal and county programs related to housing and homelessness, we at the Arizona Housing Coalition
(AZHC) are familiar with the growing need for affordable housing options for Arizonans, and specifically, for Chandler
residents. In addition, as the statewide coordinator of the Veterans StandDown program, in partnership with the US Veterans
Administration and the Arizona Department of Veterans Services, the Coalition works to ascertain and address the specific
housing and supportive services needs of veterans across Arizona. We know the demand for safe, affordable homes for seniors
and veterans is great.
The 2024 Maricopa County Point-In-Time Count identified 1,962 Maricopa County residents aged 55+ experiencing
homelessness. Seniors are a growing portion of our state's homelessness population and face unique challenges related to
housing accessibility under fixed incomes. Maricopa County senior veterans are also experiencing growing hardship, with
more than 40% of all veterans served at the Maricopa County Veterans StandDown over the past two years aged 55+. These
vulnerable populations need safe, affordable places to call home.
The 272-unit senior living community Sonoran Landings would house Chandler residents aged 55 years or older and include
a veteran preference. Sonoran Landings will offer affordable, income-based rental rates to residents, as well as community
gathering spaces, a fitness center, a pool, and a number of amenities that make the project much greater than your average
multifamily development. To further bolster the project's viability, Dominium is a longstanding organizational member of
AZHC; over the years, Dominium has demonstrated its ability to deliver high quality housing projects within and outside of
Arizona. Responsive to community concerns, Dominium has altered its plan for Sonoran Landings based on input from
neighbors and city leaders. AZHC urges you to support the development of this much-needed, value-adding community.
With average rents in Chandler topping $1,700/month (Zillow, November 2024), the need for safe, affordable housing for
Chandler residents is growing. We welcome the opportunity to provide additional information about the need for affordable

Please note my support for the Sonoran Landings rezoning application. A proposal that will
provide affordable housing in Chandler to 270+ low-income seniors. In the last few years, rents in
Arizona have skyrocketed. Since there is no rent control in Arizona, it is not unusual for landlords
to raise the rent when yearly leases are up. It's up to their discretion on how much to increase it.
One citizen told me that after living in her apartment for nine years as a responsible renter who
always paid her rent on time, it was raised $900.00, an amount she could not afford to pay since
she is living on a fixed income. Often seniors have to decide between paying for food, medicine,
or rent.
I encourage Chandler to take the lead and set an example/model for other cities in Arizona to
follow.

I strong object to the passage of the Sonora Landings proposed
rezoning based upon the fact that the parcel in question is
directly under the SW approach to the Chandler Regional Airport,
is next to the Union Pacific RR track, is in a highly congested
traffic area and is locate in a zone that should only be used for
agricultural or industrial purposes. Common sense should prevail
as this is not a favorable environment to put in high density
housing! It could result in the loss of the Chandler Regional
Airport an economic engine for our community. I believe that this
is an extremely bad decision by the PNZ.

My name is Mary Beth Peter. I live in Pinelake Estates in
Chandler, specifically at 424 E Coconino Pl, Chandler, AZ,
85249. My husband and I built this home when our community
was still being completed, and have lived here happily since May
2005. We live close to our community's north side egress
location. Our community's north entrance/exit is at Ocotillo Rd &
Pinelake Way, which is between Arizona Avenue & McQueen.
The site that Dominium wants to build Sonoran Landings in is
directly across the street from our north egress location.
I am so disappointed that the Planning and Zoning Commission
ignored the significant community & City of Chandler opposition
to this project, not to mention ignoring the county staff who
recommended denying this reasoning application.
This proposed project and rezoning recommendation do not align
with the Chandler General Plan, the Chandler Airpark Area Plan,
nor the Chandler Water Plan (as noted in City Resolution 5656).
This land has been and continues to be designated for light
industrial use to support the Chandler Municipal Airport. The
implace on our community & nearby communities will be

upcoming Board of Supervisors Meeting. Whether it be
Dominium or another developer developing this land parcel, this
land should remain at its long-designated zoning status of "light
industrial use".
I am absolutely not against affordable housing. It is important, for
sure. However, this is not the right site for it. Other, more
appropriate, locations for affordable housing have already been
designated & approved in Chandler. There are 345 housing units
under construction on the southwest corner of Arizona Ave &
Queen Creek Rd, an additional 76 units have been approved for
the southeast corner of McQueen & Ocotillo Roads, and 78 units
have been approved on the southeast corner of Arizona Ave and
Appleby Rd. We have yet to realize the impact of this large
number of additional housing units in our immediate area, and
we will be living with the consequences of this sharp increase in
residential population for decades. This area absolutely cannot
support any additional housing. This area is already at the limits
of what it can support with several established residential
communities, several businesses, Hamilton High School, and
being a main thoroughfare for the Price Tech Corridor. It can take
me several minutes to turn left or right out of our community onto
Ocotillo Rd with how busy it is already.
Please consider the strong opposition of me and other residents
in this matter. Thank you.
