Civic Square Goodyear, AZ 85395 Wednesday, April 15, 2026 6:00 p.m. Meeting Minutes CALL TO ORDER Chairman Clymer called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Chairman Gregg Clymer; Vice Chair Kent Hegedus; Commissioner Marlon Booth; Commissioner Anthony Wang; Commissioner Teri Roberts; Commissioner Monica Lee Absent: Commissioner Justin McLendon Commissioner Wang attended the meeting telephonically. MOTION BY Commissioner Marlon Booth, SECONDED BY Vice Chair Kent Hegedus to EXCUSE Commissioner McLendon from the meeting. The motion carried by the following vote: AYE: Chairman Gregg Clymer, Vice Chair Kent Hegedus, Commissioner Marlon Booth, Commissioner Anthony Wang, Commissioner Teri Roberts, Commissioner Monica Lee Passed - Unanimously PUBLIC COMMENTS No comments were received from the public. CONSENT 1. APPROVAL OF MINUTES Approve the draft minutes of the Planning and Zoning Commission Meeting on March 11, 2026. MOTION BY Commissioner Teri Roberts, SECONDED BY Vice Chair Kent Hegedus to APPROVE the Consent Agenda. The motion carried by the following vote: AYE: Chairman Gregg Clymer, Vice Chair Kent Hegedus, Commissioner Marlon Booth, Commissioner Anthony Wang, Commissioner Teri Roberts, Commissioner Monica Lee Passed - Unanimously DISCLOSURE OF EX PARTE COMMUNICATIONS No disclosures were needed. PUBLIC HEARINGS 2. USE PERMIT FOR DRIVE-THROUGH OIL CHANGE FACILITY Chairman Clymer opened the public hearing at 6:03 p.m. Principle Planner Ann Dolmage presented the request for a single-story automotive repair facility on an approximately 1.06-acre site generally located north of the northwest corner of Elliot Road and San Gabriel Drive East, within the commercial development known as Elliot Crossing. The facility will contain three oil-change bays at the east end of the building, as well as six additional bays at the west end of the building for services such as brake pad replacement, tire repair and replacement, and alignments. Only the three oil-change bays are subject to this Use Permit approval, as they are the only bays configured as drive-throughs. Primary access to the site will be via a driveway on San Gabriel Drive East, to be shared with the self-storage facility currently under construction, with additional access via two existing driveways on Elliot Road. Cross-access exists for all parcels within the Elliot Crossing center. Notification postcards were sent to all property owners within 500 feet of the project, which included owners of nearby commercial properties and the Estrella Community Association. No comments were received in response to this postcard mailing and other notifications. The public hearing was held, and no speaker cards were received. The Commission asked about the types of services that would be offered at the site and how many businesses they have in the valley. Tyler Hendon with Express Oil Change & Tire Engineers spoke on behalf of the applicant. Mr. Hendon described the types of services that would be offered, how operations would be handled, expectations for vehicle traffic flow and the various locations that are completed or planned in the Phoenix metro area. There being no further public input, Chairman Clymer closed the public hearing at 6:11 p.m. MOTION BY Commissioner Marlon Booth, SECONDED BY Vice Chair Kent Hegedus to APPROVE the Use Permit for a drive-through oil change facility on the subject property, subject to Conditions of Approval. The motion carried by the following vote: AYE: Chairman Gregg Clymer, Vice Chair Kent Hegedus, Commissioner Marlon Booth, Commissioner Anthony Wang, Commissioner Teri Roberts, Commissioner Monica Lee Passed - Unanimously INFORMATION ITEMS Planning Manager Christian Williams provided an update on the comprehensive zoning ordinance rewrite. This included information on when the document would be available for public review and comment, and that the Commission could expect it to come back before them for a recommendation towards the end of April.
