I. PURPOSE 
To establish standard guidelines regarding efficient occupation of office space by County employees. 
II. APPLICATION 
 
This Policy is applicable to all Maricopa County departments, the Flood Control District of Maricopa County, 
and the Maricopa County Library District, (Special Districts). The Board of Supervisors is authorized to jointly 
adopt policies applying to the Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00, 
approved on April 11, 2018. 
 
The standards outlined below are applicable to all buildings Maricopa County operates for office and 
administrative space. These guidelines are not intended to provide guidance for specialty applications such 
as Jails, Courtrooms, Judges Chambers, Laboratories, or Service Garages and Equipment Yards, except to 
the extent that general office space that supports these functions is specifically included. 
 
This policy also applies to employees and space that supports County elected officials unless the elected 
official has implemented a similar policy specific to their office. 
 
III. DEFINITIONS 
A. Appointing Authority: An elected official, the single administrative or executive head of a 
department/Special District, or the designated representative authorized to act on their behalf. 
B. Enterprise Technology & Innovation (ETI): The County department that coordinates the provision of 
data/phone services for County general fund and grant funded departments, elected officials, as well as 
some Special Districts. Note: Some Special Districts and/or County departments’ data/phone needs may 
be supported by the County’s Infrastructure.  
C. Facilities Management Department (FMD): The County department which provides services that include, 
but are not limited to, coordinating and/or conducting tenant improvements, supplying furniture, and 
coordinating moves as well as coordinating with the Enterprise Technology & Innovation (ETI) 
department and Security Services Division for data/phone and secured (badge) access work, to other 
County general or grant funded departments and/or elected officials. Note: Special Districts and/or 
County departments often also have facilities management staff that coordinate and/or assist FMD 
when a new lease/license and/or move is contemplated. 
D. Workstation: A cubicle or walled office on County owned or leased property which is occupied by 
employees to produce work or provide service. 
IV. POLICY 
A. FMD is responsible for the design and construction of new office space and remodeled/renovated office 
space.

B. Each department’s Appointing Authority is responsible to ensure that every project that adds new office 
space or reconfigured/renovated office space is designed and constructed consistent with the 
Workplace Standards published on the FMD Intranet Page and uses the processes outlined in this 
Administrative Regulation. 
C. Each department’s Appointing Authority will designate a staff member to act as the Office Optimization 
Liaison for their department.  This person will act as the single point of contact for office and workstation 
communication.   
D. FMD will establish an Office Optimization committee which will consist of a FMD staff member, and 
other employees as assigned by the County Manager.   
E. The Office Optimization Committee recommends for approval by the County Manager the following 
workplace standards which are applicable for the refurbishment of an existing office, construction of 
new office space, or in situations when the business use of an office space requires reorganization: 
1. Office dimensions and furniture configurations consistent with published Workplace Standards on 
the FMD intranet page. 
2. Make and model of furniture, to ensure serviceability and maintenance efficiency. 
3. Guidance for protocols related to sharing of office and cubicle workspaces as related to work from 
home schedules and office optimization opportunities. 
F. To optimize available office space, departments will work with ETI to ensure that staff who work from 
home have the opportunity to access County information from server-based files in secured data closets, 
as opposed to accessing files though desktops connected via Virtual Private Network using desktop or 
laptop hardware located in workstations. 
G. Office Improvements that pertain to accommodations relevant to the Americans with Disabilities Act 
(ADA) should refer to County Policy HR2429ADA/ADAA Reasonable Accommodation for Applicants and 
Employees. 
H. Appeals for exception to this policy can be authorized by the direct supervisor of the Authorized Authority 
at the Assistant County Manager level or above and must be accompanied by a business case 
justification. A form for processing and memorializing appeals can be found on the Facilities 
Management Department Intranet site.
