Introduction

The Chandler Police Department's Professional Standards Section (PSS) is responsible for
review, retention, tracking and analysis of all reportable use of force incidents, PSS is
responsible for reviewing each incident and conducting a quarterly use of force report and
an annual analysis to reveal patterns or trends that could indicate training needs, equipment
upgrades, policy modifications, and/or other corrective measures. The quarterly use of force
report is in accordance with CALEA standard 4.2.2 Written Use of Force Reports and
Administrative Review. It is also in accordance with the Chandler Police Department General
Order A-07.100.G Reporting and Inspections- Administrative Reporting- Accreditation
Reports and E-01.400.E,9 Use of Force- Reporting and Review- Use of Force Review Board.
The quarterly report will include a summary of the incident; race, gender, and age of subject
to which force was applied; date, time, location and circumstances requiring force;
documentation of injuries (officer and civilian) and medical treatment provided. The report
will also include the Use of Force Review Boards deliberations and findings, and trends that
may indicate policy or training modifications.

Background

The Chandler Police Department uses their internal Record Management System (RMS) to
report all low and intermediate reportable use of force incidents. The employee(s) involved
will prepare a report outlining the circumstances of the incident and complete the Use of
Force Detail Page. Professional Standards Section is notified of the use of force incident
through RMS, and this initiates the Use of Force Review process, PSS will request the
empioyee’s Chain of Command to review the incident to include all reports and body worn
camera footage associated with the incident. Each member of the chain of command will
document their use of force review in RMS.

The Chandler Police Department has utilized the Use of Force Review Board since 2008.
The Use of Force Review Board meets monthly to review the facts of the reportable use of
force incident and determine whether the involved employee's action(s) were justified and
within departmental policy. The board will examine ail low and intermediate reportable use
of force incidents to ensure adherence to departmental policies, ensure proper and
accurate documentation and evaluate training needs. The board can refer the incident to
the Professional Standards Section/Internal Affairs for further investigation and
documentation if needed. Quarterly reports on intermediate and low-level reportable use
of force incidents are prepared and shared with the Citizens’ Panel for Review of Police
Complaints and Use of Force.

Use of Force General Orders

The Chandler Police Department General Order E-01 Use of Force consists of 100
(Overview), 200 (Options), 300 (Investigating Use of Force Incidents) and 400 (Reporting and

Review). General Order E-01.200 lists different levels of force an officer can employ. These
levels are classified as Low, Intermediate, and Deadly.

Low Level Force consists of tactics and tools authorized to gain compliance, overcome
resistance, or capture, control, and facilitate constraint when an officer is faced with
resistance. This can include officer presence, verbal direction, empty hand control
techniques, and OC Spray or High-Pressure Air Systems for area saturation.

Intermediate Level Force consists of tactics, tools, and munitions authorized to gain
compliance, overcome aggression, or capture, control and facilitate constraint when an
officer is faced with aggression or aggravated aggression. This can include OC Spray,
Impact Devices, Conducted Electrical Weapon, Strikes, Police Service Dog (9), and Bilateral
Vascular Restraint.

Deadly Force is a level of force used to stop a threat that, in the manner of its use or
intended use, is capable of creating substantial risk of causing death or serious physical
injury. Officers may employ all techniques, weapons, and devices outlined in this general
order and others that may be available.

The Chandler Police Department recognizes the current Arizona statutory law dictating that
no unnecessary or unreasonable force shall be used in making an arrest, and the person
arrested shall not be subjected to any greater restraint than necessary for his detention.
The Chandler Police Department stipulates officers must adhere to their training unless the
situation justifies a deviation from that training. When an officer decides to use force
during an incident, the officer must first consider Graham v. Connor factors which include
the severity of the crime, whether the subject poses an immediate threat to the officer or
others, whether the subject is actively resisting arrest or attempting to evade arrest by
flight, and any other factors under the totality of circumstances that were present.

A major factor in determining whether force is necessary depends on the behavior of the
subject. The subject could decide to be compliant or resistant. The levels of resistance are
classified into four different levels per Chandler Police Department General Order E-01.200.
Compliance consists of a person who acknowledges direction or lawful orders given and
offers no resistance or aggression. Resistance consists of actions taken by a subject to
prevent a physical arrest or detention, without placing an officer, themselves or another
person in jeopardy or physical harm. Aggression consists of actions taken by a subject to
prevent a physical arrest or detention and may cause physical harm to the officer,
themselves, or another person. Aggravated Aggression consists of actions taken by a
subject to prevent a physical arrest or detention and may result in the death or serious
bodily harm to the officer, themselves, or another person.

Per General Order E-01.400 Use of Force- Reporting and Review, not all applications of force
are required to be reported. Intermediate applications or attempted applications must
always be reported, Low level applications must be reported only when they result in injury

or complaint of injury. Medical attention must be offered when there is injury or complaint
of injury.

2025 Fourth Quarter Use of Force Review

During the fourth quarter of 2025, the Chandler Police Department logged 2,162 combined
arrests of adults and juveniles which resulted in a total of twenty-six (26) low or
intermediate reportable use of force incidents. There were fourteen (14) intermediate use
of force incidents and twelve (12) low level use of force incidents. The use of force incidents
occurred while Chandler Police Officers arrested or detained a subject under reasonable
suspicion or probable cause. In some incidents there were multiple applications of force
used by various officers. For this reason, there were forty-four (44) distinct applications of
low and intermediate level of force, The twenty-six (26) incidents resulted in only 1.2% of
arrests by Chandler Police officers concluding with a use of force, The report does not
include any firearm discharges or deadly force, and not any other force used during those
incidents,

All twenty-six (26) low and intermediate levels of reportable use of force incidents were
reviewed by the Use of Force Review Board. The board meets monthly to determine if the
applications of force are justified in accordance with the policies of the Chandler Police
Department.

The following tables document the twenty-six (26) incidents reviewed by the board for the
months of October, November, and December of 2025. The tables also include the level
and types of force used, demographics of the involved subject, injuries, contributing
factors, and the board's findings. This report will deliver summaries of the fourteen (14)
reviewed intermediate use of force incidents.

Injuries

Fourteen (14) officers were injured during low or intermediate use of force Incidents. The
injuries sustained by the officers were minor in nature and consisted of scrapes, abrasions,
cuts, and complaints of pain. The officers’ injuries stemmed from takedowns, body-to-body
contact while on the ground, or from being physically assaulted by the subject.

Twenty-three (23) subjects were injured or complained of injury/pain during the use of
force incidents. The injuries sustained were minor in nature, consisting of abrasions, cuts,
scrapes, contusions, swelling, complaints of pain, and CEW puncture wounds, Some of the
incidents required transportation to the hospital for further medical evaluation. There were
two (2) incidents that resulted in serious injury and required transportation to the hospital
for further medical attention. The injuries consisted of a hand injury requiring surgery and
a broken jaw, teeth and laceration to the chin. There were three (3) incidents that resulted
in no injury.

Injured officers and subjects were offered medica! attention, which they received when
requested. Medical treatment was either provided on scene by the fire department or at a
hospital for more extensive care or evaluation.

Medical Behavioral Emergency/Impaired by Alcohol or Drugs

Sixteen (16) subjects involved in low or intermediate use of force incidents were found to
be a person under the influence of alcohol or drugs, experiencing a medical behavioral
emergency, or a combination of impairments. There were two (2) subjects where it was
unknown if they were under the influence or experiencing a medical behavioral emergency
and eight (8) subjects where nothing was detected.

Policy Violations
All twenty-six (26) use of force incidents were found to be within policy,
Training Issues

The Use of Force Review Board identified three (3) use of force incidents with training
recommendations, The training recommendations consisted of time and distance, the
need to utilize back up officers, take time to assess the situation when the severity of the
crime is low and there is time, constantly assess the situation to determine use of force,
evaluate priorities and do not prioritize the need for apprehension over self-regulation.

Conclusion

The review of the 2025 fourth quarter use of force incidents revealed officers used the
appropriate levels of force to effect the arrest or detention of subjects. This illustrates the
use of force policy, defensive tactics training, board reviews, and overall departmental
philosophy are aligned with established case law, statutory regulations, and the principles
of community-oriented policing.

Use of Force Summaries- Fourth Quarter of 2025

The following pages are the fourteen (14) intermediate use of force incidents that were
presented to the Use of Force Review Board for the fourth quarter of 2025,

Incident Summary #1:

Incident Report: 2025-121139

Call Type: Traffic Stop

Date of Occurrence: October 3, 2025

Subject: White Male- Hispanic, 40 years old

Subject Actions: Resistance

Summary:

On October 3, 2025, detectives with the Street Crimes Unit were riding a two-man unit and
attempted a traffic stop on McQueen Road south of Riggs Road in Chandler. The traffic
stop was initiated due to civil traffic violations of driving between lanes, encroaching into
the bike lane and failing to maintain its lane of travel. The vehicle continued south bound
as the detectives activated their emergency lights, while periodically alerting the siren. The
vehicle accelerated over the speed limit and failed to yield. Detectives shut off their
emergency lights and siren and followed from a distance. Detectives observed the vehicle
turn into a driveway, which detectives followed and observed the vehicle stopped near a
fence. Detectives approached the vehicle and activated their emergency lights again. At this
point, the male driver exited the car and ran towards a fence while he reached for his
waistband, As Detective Ponce #892 neared the male and attempted to detain him, they
both went through the gate and the male continued to run, Since the male failed to yield,
ran from the car, placed his hands near his waistband, entered a backyard through the
gate and continued to flee, Detective Ponce deployed three probes from his Taser at
approximately 2207 hours which struck the male in the back causing him to fall to the
ground. Detectives secured him in handcuffs, During a search, a holster was located inside
the vehicle, and a gun was located near the vehicle. The male was arrested for Resisting
Arrest, Unlawful Flight from Law Enforcement, and Possession of Weapon by Prohibited
Person. He sustained an abrasion above his right eye and was provided medical attention
by the fire department. His injuries were photographed, and the incident was captured on
the officer’s body worn camera.

Subject: Black Male, 48 years old

Summary:

On October 5, 2025, officers responded to 1601 N Saba St #261 in Chandler reference a
court ordered mental health pick up on a male subject. The officers spoke to the male and
informed him about the mental health pick up order, but he refused to stand up and
comply with the order to go to Community Bridges (CBI), An additional officer was
requested to take the male into custody as he was 511 and 318 pounds, The three officers
continued to speak to the male to attempt to verbally deescalate the situation and gain
voluntary compliance, but he refused to comply with the order. At approximately 1306
hours, Sergeant Riley #8160 and Officer Tinnel #896 approached the male to gain control
of him by securing his arms at the wrists. The male immediately became physically
resistant where he tensed his arms, pulled them tightly into his body, and attempted to
break free from the officer's grasp. He leaned his body weight forward and forcefully
pushed both Sergeant Riley and Officer Tinne! away from him, which caused them to fall
backwards onto the couch. The male then stood over the officers and began to swing
closed fists at them. Sergeant Riley attempted to gain control by trying to pull the male
towards him into a control position, but the male continued to thrash his body, actively
resist, refuse all verbal commands, and attempted to strike the sergeant in the face.
Sergeant Riley responded by throwing two closed fist strikes at the male's face. At the same
time, Officer Martinez #823 deployed 7 probes from her Taser 10 at the male’s mid-torso
region and Officer Tinnel deployed 8 probes from his Taser 10 at his stomach, which
appeared to have an effect as officers were eventually able to gain control and take him to
the ground. While on the ground, the male continued to resist, but after a brief struggle,
the officers placed him into custody. The male sustained injuries from the taser probes and
was medically evaluated by the Chandler Fire Department and subsequently transported
by ambulance to a local hospital for further evaluation. The male was arrested for |
aggravated assault on a law enforcement officer and his injuries were photographed. The |
incident was captured on officer's body worn cameras. |

Summary:

On October 8, 2025, officers responded to Knox Road and Pleasant Drive in Chandier
reference a Welfare Check. The reporting party advised a male was stumbling in the
roadway and falling. The male got out of the roadway but then fell on the ground by the
curb where he was still lying. Officers contacted the male who appeared to be under the
influence of drugs and possibly suffering from a drug overdose. The fire department
responded and administered Narcan and provided the male with further medical attention.
The male was identified and found to have two active warrants for his arrest. The male
refused to be transported to the hospital for further medical attention. Officer Heslop #775
attempted to detain the male for the outstanding warrants for his arrest at approximately
1308 hours, but he refused to place his hands behind his back. The officer could not see
what he was doing with his right hand and the male continued to refuse to comply with
commands. The officer placed him in a bear hug wrapping his arms around his body and
took him to the ground. Once on the ground, the officer placed one of his hands on his
head and drove it into the ground to gain control of him, The male was able to roll to face
the officer and struck the officer two times with a closed fist on his chin. The officer gained
distance from him and deployed his taser with three probes striking the male, Additional
officers arrived on scene, and the male was taken into custody. The male was arrested for
aggravated assault on a police officer, possession of narcotics, possession of drug
paraphernalia, and the two confirmed warrants. The male sustained taser probe injuries
and a minor head injury, which were photographed. The fire department later responded
again and transported the male to the hospital for further medical attention. Officer Heslop
sustained minor visible injuries, which were photographed. The incident was captured on
the officer's body worn camera.

Summary:

On October 14, 2025, Officer Camacho #749 responded to the area of 54th Street and Ray
Road in Chandler regarding a male subject reportedly drinking alcohol, walking in and out
of traffic, and yelling at passing vehicles. Upon arrival, Officer Camacho observed the male
impeding traffic and then standing on the sidewalk with his hands behind his back, staring
at him. Officer Camacho issued muitiple verbal cormmands instructing the male to “have a
seat,” but the male did not respond and continued to stare silently. Concerned about the
possibility that the male might be armed or reaching for something, and after repeated
noncompliance, Officer Camacho delivered an impact push, causing the subject to fail onto
his rear at approximately 2139 hours. He was then detained without further incident. The
male was found to be highly intoxicated and was subsequently arrested for impeding a
public thoroughfare and possession of an open container. The male did not sustain any
injuries. The incident was captured on the officer’s body worn camera.

Subject: American Indian or Alaskan Native Male, 45 years old
Subject Actions: Aggression and Resistance

Summary:

On October 16, 2025, detectives with the Special Investigations Section received
information on the whereabouts of a male, who was wanted on several outstanding felony
caution warrants for his arrest. The warrants were for aggravated assault, a violent felony.
Asurveillance team observed the male get into a ride share vehicle where they continued
surveillance while awaiting additional resources. There was information received they were
headed to the reservation. Not having authority there, detectives conducted a high-risk
traffic stop at the corner of Cooper Rd and Ray Road in Chandler. During the stop, the
driver, who was uninvolved, was separated from the male. Commands were provided for
the male to exit the vehicle, and he was slow to respond. In addition, the Real Time
Operations Center was providing updates, indicating they were seeing furtive movement
from within the rear of the vehicle, where the male was sitting. During the contact, the
male opened the rear passenger door and initially had his hands up. However, through the
contact he would drop his hands, Sergeant Sanchez #5143 initially deployed pepperball for
area saturation to disrupt the males thought process. At approximately 1616 hours,
Sergeant Sanchez #8143 and Detective Miranda #874 simultaneously and from two
different locations deployed pepperball to gain compliance. Detective Miranda indicated
his intentions were more for area saturation, however one of the pepperballs struck the
male on his right forearm, Sergeant Sanchez indicated his first volley of pepperball was to
gain compliance and disrupt the thought process of the male. His second volley was direct
hits to the male's lower and upper legs, after he dropped his hands and failed to comply
with orders to keep his hands up. The male then complied and was taken into custody. He
sustained a pepperball impact injury and alleged he ingested narcotics. He was transported
to the hospital for further medical treatment. He was arrested for the felony arrest
warrants. His injury was photographed, and the incident was captured on the officer’s body
worn camera.

Subject: White Male- Hispanic, 19 years old

Subject Actions: Aggression

Summary:

On October 20, 2025, officers responded to 300 E Commonwealth in Chandler with

reference to an Unknown Problem. Call notes stated a female was heard screaming and
two males were chasing her while one was armed with a knife. Officer Coronado #842
arrived on scene and observed a male walking with a large knife and blood on his face.
Further into the parking lot he observed a white SUV which had visible damage and
appeared to have been in a collision in the middle of the parking lot. He activated his
emergency lights and conducted a high-risk stop on the male with the knife. After several
loud commands, the male complied, discarding the knife and lying face down. While
waiting for additional officers to arrive, Officer Coronado observed a male exit the driver
side of the white SUV and begin yelling profanities at the officer. A female then exited the
passenger side of the vehicle and laid on the roadway, and she appeared to be injured.
Once additional officers arrived on scene, the male with the knife was detained. Officer
Coronado proceeded towards the female to check her for injuries. The other male was
standing next to the SUV and near the female. The male continued yelling profanities at
officers on scene. Officer Coronado asked him why he was yelling and instructed him to
step back from the area. The male displayed a hostile and confrontational demeanor. He
looked the officer up and down, assumed a bladed stance, clenched his fists and appeared
agitated. Officer Coronado believed the male was preparing to physically engage with him.
The male puffed out his chest and moved face to face with the officer, entering his
personal space in an aggressive manner. At approximately 1024 hours, Officer Coronado
used an open hand push to the male’s upper chest area and caused him to fall to the
ground. The male was detained. After an investigation, it was determined the male was
helping the female get away from the male with the knife. The male was arrested for
Obstructing a Peace Officer and Threatening or Intimidating. The male did not sustain any
injuries, and the incident was captured on the officer's body worn camera.

Incident Report: 2025-130304

Subject: White Male- Hispanic, 43 years old

Subject Actions: Resistance

Summary:

On October 26, 2025, officers responded to 917 E Commonwealth Place in Chandler
reference a male threatening others with a gun. It was reported the male had been
pointing the firearm at different houses in the neighborhood and fired the gun. It was
unknown if anyone had been struck by gunfire and numerous neighbors were outside
yelling at the male who was still holding the firearm. Officer Paskett #819 arrived in the
neighborhood and observed several neighbors standing on the sidewalk frantically
pointing westbound on Commonwealth. The male was an on-going threat to public safety.
Officer Paskett observed the male walk out of the alley behind 700 E Commonwealth Place.
The male had bulges In his pant pockets and a backpack which appeared to be full of items.
The male walked in front of the officer's vehicle. The officer exited his vehicle and pointed
his firearm at the male telling him to stop multiple times. The male ignored the commands
and ran away from the officer. The officer chased the male who began to take his backpack
off. The officer suspected the male may try to retrieve a weapon from his backpack or was
going to begin to jump fences, The male dropped his backpack and ran further into the
street. The male faced the officer, and the officer observed a bulge in his front left pocket
which was consistent with the appearance of a firearm. Other officers were approaching
with sirens and the male appeared to notice the police vehicles and turned away from the
officer and ran back towards the sidewalk in the direction of numerous homes. The other
officers arrived on scene and had lethal coverage. At approximately 1041 hours, Officer
Paskett fired four probes from his taser at the male which caused neuromuscular
incapacitation and the male fell to the ground. Officers then placed the male into custody.
Officer Paskett observed a handle to a firearm in his front left pocket, which was confirmed
to be a loaded firearm, One probe was attached to the male's right buttocks, one on his
right side and one on his right shoulder, The fourth probe was located on the sidewalk next
to him and it was unknown if it impacted him. The male was bleeding from the face. The
fire department responded, and the male was transported to the hospital for further
medical attention. He sustained a broken jaw, broken teeth and laceration to his chin. He
was arrested for Disorderly Conduct, Resisting Arrest, and several weapon charges. His
injuries were photographed, and the incident was captured on the officer's body worn
camera.

Subject: White Maie- Hispanic, 31 years old
Subject Actions: Resistance

Summary:

On November 18, 2025, members of the Criminal Apprehension Unit were assisting the
Narcotics Unit with a buy/bust operation. The Narcotics Unit had been investigating a drug-
trafficking organization believed to be delivering 20 pounds of suspected
methamphetamine to 1602 E. Roosevelt St., Phoenix. The narcotics were to be delivered to
a confidential, reliable informant. During prior investigations Involving this organization, it
had been learned that at least one individual delivering large quantities of illicit drugs was
armed with a firearm. Based on this information, it was believed the subjects invoived were
likely armed. The informant arrived at the designated meeting location and shortly
afterward, the vehicle believed to be carrying 20 pounds of methamphetamine arrived. The
informant met with the male driver, who confirmed to detectives that the narcotics were
present. Detectives then attempted to arrest the male driver during a high-risk stop, The
male observed police and fled west on foot toward a grocery store where civilians were
nearby. A detective pursued the male on foot. A citizen attempted to assist and
momentarily tripped the male, causing him to fall; however, the male quickly regained his
footing and continued running. At approximately 1414 hours, Detective Farrow #729, who
was pursuing on foot, deployed his Arwin 37mm multi-launcher to stop the fleeing male,
Detective Farrow struck the male twice in the lower buttocks/upper leg area. Additional
detectives arrived and were able to wrestle the male to the ground and take him into
custody. The male sustained a laceration to his left eyebrow from when he fell from being
tripped by the citizen. He also sustained injuries to his right hand, to include his right pinky
and index finger, which were from the 37mm impact round, and he complained of pain to
his buttocks, The Phoenix Fire Department provided immediate medical treatment, and the
suspect was transported to Valleywise Hospital. Photos were taken of the male's injuries.
Minor surgery was required to place pins in the pinky finger to restore blood flow. The
male was arrested for drug related offenses. The incident was captured on the officer's

Summary:

On November 19, 2025, officers responded to 1813 N Apache Dr in Chandler to serve an
Outstanding Arrest Warrant for Interfering with Duties of a Public Officer. While officers
were at the front door of the residence, the male suspect was observed inside the
residence, but his parents advised he was going into the garage, As Officer Owings #807
was standing in the driveway, he observed the male exiting out of the bottom of the garage
door. He ordered the male to stop and as the male stood up and faced towards the officer,
he was armed with a knife in his hand. The male momentarily postured towards the officer
who feared for his safety and drew his issued firearm, but the male turned away and began
running down the street with the knife in his hand and failing to follow any verbal
commands to stop or drop the knife. A foot pursuit ensued. Officer Camacho #749
followed the male in his patrol vehicle and at approximately 1635 hours, he utilized pepper
spray at the male to get him to drop the knife, The male continued to run, Officer Camacho
drove his vehicle up onto the sidewalk to block the male from reaching the busy roadway
of N Alma School Rd and W Stottler Dr. The male stopped and faced officers with the knife
still in his hand and began to walk towards the officers. Officer Owings #807 deployed his
Conducted Electrical Weapon (CEW) and fired three probes towards the male striking him
in the torso area and the left leg. Neuromuscular incapacitation (NMI) was achieved and
the male fell onto the sidewalk. The male ultimately complied and was taken into custody.
The male sustained scrapes and cuts on both his arms, hands, and knees from the fall,
probe injuries from the taser, and felt the effects of the OC spray. Chandler Fire responded
and provided him with medical treatment where he was transported to the hospital for
further medical attention, The male’s injuries were photographed. The male was arrested
for Aggravated Assault on a Law Enforcement Officer, Disorderly Conduct involving

Summary:

On November 21, 2025, officers responded to a shoplifting investigation at Walmart
located at 800 W Warner Rd in Chandier. The call notes indicated three subjects were at
the location swapping barcodes on items. Officers arrived on scene and located an involved
male subject exiting the Walmart and there was probable cause for his arrest. Officers
contacted the male in the entryway of the store and gave multiple commands to put his
hands behind his back. The male ignored the commands and instead began glancing
around in different directions while turning his body away from the officer. At
approximately 0922 hours, Officer Rimbach #711 observed this behavior and ran around a
stack of carts to assist taking the male into custody. The male was pulling away from an
officer and continuing to ignore commands to stop and put his hands behind his back.
Officer Rimbach grabbed onto the male's right arm, which he immediately tensed up and
tried to pull away. Due to still not being able to control the male, Officer Rimbach pushed
the male into a nearby wall to pin him to the wall and gain control of him. Officer Bailey
#876 also assisted with pinning the male to the wall where they forcibly pulled his hands
behind his back and placed him into custody. The male's face had inadvertently contacted a
metal pole that had been leaning up against the wall, and he sustained a small laceration
near his eyebrow area. He did not request medical attention. The male's injury was
photographed, and he was believed to be under the influence of drugs. He was arrested for

Summary:

On November 22, 2025, officers responded to a report of a fight at 1180 E Flint Street in
Chandler. The reporting party advised a woman was screaming "you punched her in the
face". Officer Phelps #824 arrived on scene and observed a male approaching a female
aggressively in the front yard of 1200 E Flint Street. The area was poorly lit, with overcast
cloud coverage and rain. Officer Phelps activated his overhead emergency red and blue
lights and take-down lights in the fully marked patrol vehicle. He exited his vehicle and
yelled towards the male, who then turned towards the officer. The male shot his arms
down with a closed fist, tensed his body, puffed out his chest, while simultaneously yelling"
what", The male continued his aggressive demeanor and began to approach the officer in
this aggressive manor despite the fact he was in full police uniform. Due to the male rapidly
approaching the officer, he was unable to issue any commands. At approximately 2038
hours, the officer kicked the male in the chest with his left foot, and he followed up with a
quick right fist strike that struck the male across his forehead. The officer then took the
male to the ground. While on the ground, the male used his hands to brace himself and
tried to push back up and resist the officer's attempt to keep him on the ground. The
officer sat on the male's back to restrict his movement and kept the male's head and upper
back pinned to the ground while waiting for backup officers to arrive, The male continued
to resist and disregard the officer's commands. The male reached back and grabbed the
officer's left leg and continued to fight with the officer. The officer punched downward and
hit the right side of the male’s face. This caused the male to release the officer’s leg. The
male then reached back with his right hand towards his right leg and where the officer's
gun was located. The officer pinned the male's right arm down with his right hand and used
his left leg to pin his left arm down. The officer remained in this position until emergency
backup arrived, and the male was taken into custody. The male sustained small scratches
on his body and was bleeding from his forehead. The male refused medical attention. The
male's injuries were photographed. During this incident, the officer had to divert his
attention several times towards three other subjects who were also standing outside in the
yard, The male was arrested for DV-Assault and Resisting Arrest. The incident was captured

Summary:

On November 29, 2025, officers responded to a fight call between employees of Valle Luna
Mexican Restaurant at 1949 W Ray Road in Chandler. The call notes stated the employee
had been drinking on the job and starting fights with employees. Officer Royzengurt #941
arrived on scene and contacted a male, who was breathing heavy and stated he was
burned by an employee inside. The male was initially compliant and sat down on a chair to
speak to the officer. Chandler Fire was requested for the male's burn injury. During the
interview, the male got frustrated because the officer was not arresting the other involved
male. The officer explained he was trying to get him medical attention first and then would
continue his investigation after that. The male continued to raise his voice yelling at the
officer and told the officer he might as well shoot him. Chandler Fire and Medical arrived
on scene and attempted to provide the male with medical attention, but the male got
aggressive with the captain by flipping him off and yelling and swearing at him. The male
then abruptly stood up and faced the captain while taking a step toward him, At
approximately 1516 hours, Officer Royzengurt impact pushed the male to gain separation
and avoid the captain from being assaulted. Officer Royzengurt then attempted to gain
control of the male's left arm, but he tensed his body and attempted to break free by
pulling his arms up towards his chest. The officer disengaged and presented his conducted
electrical weapon (CEW) and gave the maie commands to sit down, which he complied. The
male was ultimately taken in ambulance to Chandler Regional Medical Center while an
officer followed. The male was placed into a room while the officer remained in the
hallway. The male began to yell profanities and threaten the medical staff. The male then
proceeded to move his body in an explosive manner towards the doorway while still on the
gurney. His feet touched the ground, and he stood up facing the officer where there was
also a hospital employee standing near the doorway. At approximately 1542 hours, Officer
Royzengurt deployed his CEW and fired three probes until neuromuscular incapacitation
(NMI) was achieved. The male's body stiffened, and he fell to the ground where he was
placed into custody. The male continued to be aggressive and spit on an officer, which he
had hepatitis C. The male sustained puncture wounds from the CEW probes and his
injuries were photographed. The male was arrested for Disorderly Conduct, Aggravated
Assault on an Officer, and Interfering with Duties of a Public Official. The incident was

Summary:

On December 06, 2025, officers responded to a hit & run accident in progress at S Palm Ln
and W Geronimo St in Chandler. The comments of the call indicated a white Nissan Frontier
was colliding with multiple vehicles and was now fleeing the scene. The callers reported the
driver was impaired. Officer Dalen #884 located the suspect vehicle northbound on Alma
School Rd at Chandler Bivd. He paced the vehicle's speed at 55-65 mph in the posted 45
mph zone. The vehicle was weaving from the left turn lane, into the #1 lane, and then into
the #2 lane. Based on the driving behavior, and the vehicle being involved in a hit & run, he
developed reason to conduct an enforcement stop. Due to the erratic driving behavior,
and, previously fleeing the scene of a crime, he requested a grappler unit to assist prior to
conducting a stop, An officer with a grappler responded and attempted a traffic stop at
Alma School and Summit using lights and sirens. The vehicle failed to yield, and a grappler
was deployed to stop the vehicle. The vehicle stopped; however, the driver began to rev his
engine, and the tires of the vehicle were spinning, indicating the driver was still attempting
to flee. The driver then immediately swung the driver's door open and quickly exited the
vehicle when no commands were given for the driver to exit the vehicle yet. The male
driver was wearing baggy clothing with bulges in his pants pockets and a large jacket which
could conceal weapons. Officers were giving the male commands to stop, and put his
hands up, both in English and in Spanish, The male ignored those commands and walked
at a steady pace directly towards officers and continued to close the distance between his
vehicle and officers. Based on his aggressive behavior, Officer Dalen deployed 2 taser
probes at approximately 2100 hours at the male’s upper body and discovered the probes
appeared to strike his bulky jacket and had no effect on him. He then deployed 2 additional
probes towards his legs, which again did not achieve NMI. He observed the male had
stopped advancing towards officers and was now complying with commands. Officers then
took custody of the male. It appeared no taser probes contacted the male’s skin due to his
bulky clothing, and he stated he did not feel any taser probes strike him. The fire
department responded as a precaution and evaluated the male where he was cleared. An
ID Tech responded and photographed the male. He was arrested for DUI and Hit and Run.

Summary:

On December 13, 2025, officers responded to 630 E Buffalo St in Chandler reference to a
trespass call. The initial call comments stated a female that had been trespassed the day
before by Officer Bailey #876 had returned. Officers arrived on scene and spoke to the
reporting party, who then advised the female was trying to leave through the backyard,
Officers contacted the female in the backyard and informed her she was being placed
under arrest for trespassing. As the officers attempted to take control of her arms to escort
her out of the backyard, she began to resist by tensing her arms and refusing to be
escorted off the property or let go of the items she was carrying. The female was wearing a
purse and when the officer let go of her wrist to attempt to remove her purse, she turned
her body towards the officer and began to attempt to punch the officers, The officer
escorted her against the wall. Officer Bailey #876 walked into the backyard to assist, and
the female grabbed Officer Bailey's right arm and his vest and then proceeded to attempt
to punch him in the face using her right hand with a closed fist. At approximately 1138
hours, Officer Bailey delivered two closed fist strikes with his right hand to the left side of
her face. The initial strike possibly landed near her neck and had no effect to which the
second strike struck her above the left eye which stopped her aggressive behavior. The
female was escorted to the ground where she was taken into custody. Chandler fire
responded to the scene, but the female refused treatment. She sustained redness to the
left side of her face and minor swelling, She was transported to the hospital where she was
medically cleared. She was arrested for Aggravated Assault on a Law Enforcement Officer,
Resisting Arrest, and Criminal Trespass. An |D Technician photographed her injuries. The
