1. Call Meeting to Order.
Chair Babos declared a quorum present. The meeting was called to order at 5:05 pm.
2. Approval of the minutes from the March 4, 2025 Historic Preservation Board meeting
It was motioned by Boardmember Nelson, seconded by Boardmember Parsons, that the
minutes from March 4, 2025 Historic Preservation meetings be approved.
Upon tabulation of votes, it showed:

3. Discussion Items:

Quarterly Report on Certificate of Appropriateness (COA) and Section 106
Reviews for October 2024 - December 2024 (see attachment 1)
Summary:
Matthew Kriegl, Historic Preservation Officer, displayed a PowerPoint presentation
detailing the Q4 report. (see attachment 1)
In response to a question from Chair Babos, Mr. Kriegl stated the requested Certificate
of Appropriateness at the Lehi School was for an additional antenna to an existing cell
phone tower.
4. Action Items:

Discuss and select 2025 Mesa Historic Preservation Essay and Visual Arts
Contest submissions winners in each category (see attachment 2)
Summary:
After discussion clarifying the voting process, the following actions were taken.
It was motioned by Boardmember Nelson, seconded by Vice Chair Skogebo, to approve
the K-3rd grade art contest results as shown below.
1st Place – Katyelle Cyr-Gillian
2nd Place – Levi Barlow
3rd Place – William Winward
Upon tabulation of votes, it showed:

5. Hear reports from Board Members of current events and educational topics related to
historic preservation.*
Boardmember Nelson shared that the school in the Washington-Escobedo community will be
closing at the end of the year. It’s located on the original site of the Booker T. Washington
Segregated School which later became the Washington Activity Center. The community is
currently in talks with the city about what to do with the building.
6. Items from citizens present.**
Vic Linoff, 628 N Center St Mesa, discussed the history of Site 17 and the importance of
incorporating historical significance into new projects. Mr. Linoff also mentioned the Mesa
Historical Museum’s restoration project, the opportunity for Board members to purchase a brick
in the museum’s name (see board handout 1) , an update on the Neon Garden (see
attachment 2) , and the upcoming Historic Preservation Conference in Phoenix.
7. Historic Preservation Officer’s Updates.*
Mr. Kriegl shared the following items with the Board:

Mr. Kriegl thanked the Board for their support with this year’s art and essay contest.
•
Staff continues to work on the updates to the Text Amendments and the Design
Guidelines. A presentation to the Board is planned in the next couple of months.
•
Mesa’s Historic Preservation Month Event is Saturday, May 3, 2025 at The Post from 9
am – 1 pm. This 1990s themed event will include a 30-year birthday party for Mesa’s CLG
status, student Art & Essay awards, Historic District tours, and refreshments.
•
The Arizona Preservation Foundation’s Preserve AZ Conference will take place May 14-
17, 2025, in Phoenix. Please contact staff or go to azpreservation.org/conference if you
would like any additional information or details.
•
In response to a question from Chair Babos, Mr. Kriegl shared there are several
applications that are being reviewed to fill the vacancy on the Board.
8.

It was motioned by Boardmember Nelson, seconded by Vice Chair Skogebo, to adjourn. The
meeting was adjourned at 6:04 pm.

Through the efforts of Vic Linoff of the Mesa Preservation Foundation and with
the City of Mesa’s support, several of Mesa’s original neon signs that were slated
to be removed were ultimately salvaged and stored with the intention of one day
bringing it back to life in a permanent setting for
public display. These neon signs from the
1940s through 1970s had once lined the
major roadways of Mesa before freeways
took over the Phoenix Valley and soon
became obsolete with the introduction of
billboards and LED lighting.

The restored historic neon signs
installed to date which include Dairy
Queen, Bill Johnson’s, and a sign from a
local Ford dealership, can be found on
new supports the west landscape area
with the former Frontier Motel sign
located in the north beds near Pepper.
Stealing the show on the south side of
the site standing over 27 feet above
the garden is the former Watson’s
Flower shop sign.
Additionally, added to the building
itself with a Mesa twist is a replica
of the infamous Starlite Motel’s
Diving Lady.
