concerns from reviewing agencies. The development is within a 
City of Mesa county island. The City has not provided any comment 
on the proposal though they have committed to providing water and 
sewer service.   There is no known opposition.

Recommendation: 
On 9/12/24, the Commission voted 8-0 to adopt a motion 
recommending the Board of Supervisors approve Z2023061 
subject to conditions ‘a’ – ‘g’:  
 
a. 
A Plan of Development is approved subject to site plan entitled “TWC E Warner Rd” 
consisting of 2 full-size sheets, dated 5/22/24. The Plan of Development may be amended 
administratively under separate application as long as the amendment complies with the 
established IUPD development standards as approved by the Board of Supervisors. Staff 
may determine slight refinements to remain in substantial conformance with the approved 
site plan.  Minor and major amendments to the site plan will be determined in accordance 
with Chapter 3 of the Maricopa County Zoning Ordinance. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Project Narrative - TWC Warner Rd. Mesa”, consisting of 3 pages, dated May 1, 
2024, except as modified by the following conditions. 
 
c. 
The following IND-3 IUPD conditions shall apply:

 The following planning engineering conditions shall apply: 
1. Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of 
application for construction. 
2. Based on the conceptual design nature of the information submitted, changes to 
the site layout may be necessitated by the final engineering design of the site’s 
drainage infrastructure. 
3. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with 
the application for Building Permits. 
4. Any work in the MCDOT R/W will require a R/W permit at the time of the Building 
Permit. 
5. Warner Road is classified as a future principal arterial, and 65-feet dedication in 
fee is required from the section line. The dedication must be completed prior to 
the MCDOT Review approval on the Building Permit. 
6. Any additional dedication and offsite improvements for Warner Road will be 
determined by MCDOT Traffic and MCDOT Permits based on submittal of a 
TIA/TIS. 
7. Applicant to notify ADOT of proposed development through the Red-Letter 
Process, RedLetter@azdot.gov, due to proximity to SR-202. 
8. The above comments do not include identification of utilities underground 
facilities within or adjacent to the required right-of-way that may have prior rights 
and/or require relocation. 
 
e. 
Prior to issuance of the initial building permits, written confirmation will be required from 
the emergency fire protection jurisdiction having authority that the facility has been 
designed in accordance with their regulations and requirements, and that emergency fire 
protection service will be provided to the facility. Prior to issuance of the certificate of 
occupancy, local fire protection jurisdiction review and approval will be required. 
 
f. 
The property owner/s and their successors waive claim for diminution in value if the County 
takes action to rescind approval due to noncompliance with conditions.  
 
g. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, the property 
shall revert to the zoning that existed on the date of application.  It is, therefore, stipulated 
and agreed that either revocation due to the failure to comply with any conditions, does not 
reduce any rights that existed on the date of application to use, divide, sell or possess the 
property and that there would be no diminution in value of the property from the value it held 
on the date of application due to such revocation of the Zone Change.  The Zone Change 
enhances the value of the property above its value as of the date the Zone Change is granted 
and reverting to the prior zoning results in the same value of the property as if the Zone 
Change had never been granted.

Project Summary: 
 
1. 
The application requests to change the zoning on a Rural-43 parcel to IND-3 IUPD for the 
expansion of a door and frame manufacturing facility on an approximately 9.5-acre parcel located 
on a county island in the south Mesa area. The parcel is located on the north side of Warner Rd. 
Between Sossaman Rd. and 80th St. The subject parcel is bordered to the east by the existing IND-
3 manufacturing facility. The north, an outdoor industrial laydown and storage yard also zoned 
IND-3. The parcel to the west is a private sports field complex zoned Rural-43 which is mainly 
parking lots, grass sporting fields and bathroom facilities. To the south of Warner Rd. is a vacant 
lot within the City of Mesa zoned Light Industrial.   
 
2. 
The site is in a rapidly growing area in south Mesa. Currently the lot is utilized for overflow parking 
and storage, the proposed zone change and business expansion will include manufacturing, 
storage, office and shipping / trucking operational space to the facility with construction of 2 
buildings. The site will be divided between employee parking, trucking facility parking and new 
operable building space. The largest addition will be a 2 story 35,911 square foot door frame 
manufacturing, shipping and office building. The project will additionally include a two story 
20,000 square foot warehouse building to manage inventory and supply chain logistics.

The site has been engineered for direct trucking access to the facility with a single flow trucking 
design to minimize crossing as well as provide immediate emergency access should the need 
arise. Surfaces will be paved in concrete or asphalt and any finished surfaces will be dust proofed 
per Maricopa County dust control standards. Parking is provided in excess, with 98 spaces 
required a total of 104 spaces provided with 6 reserved for ADA access. Water and sewer are 
provided via connections from the City of Mesa. MCDOT is requiring a total 65’ right of way along 
Warner Rd., which the applicant has agreed to design around.

The application includes a IUPD to vary sight visibility triangle requirements. The applicant 
whishes to retain the current main driveway location. Given the location at the edge of the parcel 
and future upgrade changing the current parcel boundary chain-link fence to a wall, the standard 
25’ X 25’ required sight visibility triangle does not fit in the provided space. The applicant is 
requesting 2 types of SVTs to keep the development; Type-1 (standard 25’ X25’) & Type-2 (25’ X 
10’). Type-1 will be applied on the eastern side of the driveway with type-2 being between the 
driveway and the parcel boundary.

It should be noted that the applicant is requesting legislative approval of a plan of development 
concurrent with the zone change. Approval of the POD is contingent upon approval of the zone 
change.

of Industrial within the City of Mesa General Plan – Vision 2040. The plan identifies industrial 
areas as appropriate for “manufacturing, warehousing, and other industrial operations.”

signage in two places on the parcel. To date, staff has not received any public comments 
regarding this application.

Staff is supportive of the proposed zone change. The surrounding uses are similar in nature with 
the additional development of commercial / industrial uses immediately to the south. As the City 
of Mesa continues to expand, residential uses are moving into the surrounding area. The site is 
buffered from nearby residential uses with other commercial and industrial uses including a 
trucking depot and a large RV/boat storage facility. The development includes street 
improvements which correspond to planned developments on the parcels immediately across 
Warner Rd. to the south, which will add full street improvements to the surrounding area. While

the City of Mesa has not commented directly on the application, the city has provided will serve 
letters for water and sewer usage.  
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve Z2023061 subject to the following conditions ‘a’ – ‘g’:

Purpose of Request 
This application is for granting of site plan approval as a part of rezoning of the lot from the 
existing RU-43 to IND-3. This is to enable development and construction of a new industrial 
project on the property.

Description of Proposal 
The project includes a new 35,911 square foot 2-story building with a 34,000 square foot 
footprint (Building A) and a 20,000 square foot warehouse (Building B).  
 
Building A contains a “door shop” to fabricate frames and trim around pre-manufactured doors 
and a “vehicle shop” to perform minor vehicle maintenance on the first floor. A continuous roof 
provides 7,313 square feet of cover above an open loading dock area. 1,911 square feet of 
office area is located on the 2nd floor, above the loading dock area. 
 
Building B consists of 20,000 square feet of open warehouse. It is primarily for storage 
materials used for manufacturing and finish products produced in building A. 
 
Both buildings construction consists of pre-engineered steel buildings with metal siding and 
roofing set over concrete floor slabs on grade. The 2nd floor area of building A will be a 
composite concrete on steel deck assembly supported by open web steel joist. Both buildings 
will be fully sprinklered. 
 
The loading dock area of building A is positioned between the fully enclosed “door shop” and 
“vehicle shop”. It consists of recessed truck docks which are partially covered by the building 
roof which spans continuously between the door and vehicle shop areas. The truck docks and 
loading area is to be closed on three sides by building walls. The truck ramp side will be open. 
 
Office staff is expected to number around 12. Empoyees in the door and vehicle shops are 
expected to total around 25. The warehouse will have 2-3 employees. 
 
Buildings, site access and facilities will be ADA compliant. 
 
The majority of parking spaces are dedicated for employees who drive company trucks. The 
employee parking lot, located on the south end of the property, will be screened from the street 
by landscaping and a 4’ high decorative masonry screen walls. The truck loading, parking and 
manauevering areas north of the employee parking lot will be screened by 8’ high decorative 
masonry screen walls with access provided by apaque rolling gates and personnel access 
doors. 
 
An on-site fire line loop & fire hydrants will be installed for dedication to the City of Mesa, which 
has agreed to provide water and sanitary sewer services to the site from new infrastructure 
under construction in the E Warner Rd. right-of-way. 
 
The northern portion of the site will initially be used as a temporary vehicle parking area. 
Parking areas will have a 4” layer of recycled asphaltic concrete pavement installed. Areas 
outside of the temporary parking limits will have dust control added, consisting of 2” of 
decomposed granite. There is no easement required or expected to be provided for future 
access to this portion of the property. 
 
No signage proposals are being made at this time. The Owner’s building on the adjacent lot to 
the east of this site has permitted signage that is applicable to this new site. No new signage 
is anticipated for this project/site. 
 
Relationship to Surrounding Properties 
Property bordering the subject lot on the north and east sides is IND-3 industrial zoned. 
Property bordering the west side of the site consists of sports play fields, driveways and parking

area currently zoned RU-43. Across E Warner Rd. to the south, the entire area is being 
developed as an industrial park located within City of Mesa city limits. 
 
There are existing chain-link fences bordering the site on all sides. These fences are to be 
removed. In their place, eight foot high decorative masonry screen walls are to be constructed 
along the West, North and a portion of the East property lines. Common access across the 
property directly East (APN 304-30-029A) is to be provided. Both properties have the same 
owner, who wishes to integrate access between them. 
 
New buildings will be constructed a minimum of 270 feet north of the street right-of-way. 
 
Location and Accessibility 
Access to the site is from E. Warner Road. The street currently consists of two traffic lanes with 
asphaltic concrete pavement. There are no curbs, sidewalks or other improvements existing in 
the area. However, existing City of Mesa improvement plans show additional turning lanes and 
curbs to be constructed with infrastructure improvements which are scheduled in the near 
future. The North ROW will remain as-is. The South ROW will have new infrastructure and 
street improvements including an additional travel lane and turning lanes. 
 
Circulation System 
Employee and visitor parking will be accessible from E. Warner Rd. via a new driveway. Access 
to buildings will be through rolling gates for vehicles and man-gates for employees. Electrically 
operated vehicle gates will automatically open for site egress from interior areas. Pedestrial 
exit access to parking lots and E. Warner Rd. will be available from pedestrian gates that are 
always unlocked from interior sides, but secured to permit only employee access from the 
parking lots.  
 
Knox Boxes will be provided at each gate for emergency and/or fire department access to the 
core areas of the site. Fire lanes compliant with City of Mesa and the Arizona State Fire 
Marshal’s office are to be constructed. 
 
Development Schedule 
The Owner’s intent is to begin construction as soon as possible upon Maricopa County 
approval of the rezoning application and approval of the final construction documents. Design 
and engineering of buildings and site improvements is underway.

STORM WATER QUALITY REVIEW/INFORMATION 
 
1. The subject site is not located within the County’s Urbanized Area. A Storm 
Water Pollution Prevention Permit (SWPPP) from the County will not be 
required prior to issuance of any construction permits. 
 
The following stipulations will apply: 
 
1. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with 
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and 
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway 
Design Manual; and current engineering policies, standards and best practices 
at the time of application for construction. 
 
2. Based on the conceptual design nature of the information submitted, changes 
to the site layout may be necessitated by the final engineering design of the 
site’s drainage infrastructure. 
 
3. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted 
with the application for Building Permits. 
 
3. Any work in the MCDOT R/W will require a R/W permit at the time of the 
Building Permit. 
 
4. Warner Road is classified as a future principal arterial, and 65-feet dedication 
in fee is required from the section line. The dedication must be completed prior 
to the MCDOT Review approval on the Building Permit.

determined by MCDOT Traffic and MCDOT Permits based on submittal of a

for the  Rezone of parcel 304-30-008J from existing RE-43 agricultural to IND-3 IUPD to permit 
development of an industrial project  planning case(s). Please note the following MCESD 
requirements for site development: 
Subdivision and Infrastructure –  
An Approval to Construct application is required and must be submitted to MCESD’s 
Subdivision & Infrastructure Program for water, reclaimed water and/or wastewater system 
infrastructure. 
 
A will serve letter is required and must indicate approval from local municipality to 
discharge onsite wastewater to municipal sewerage system.
