The requested C-3 CUPD zoning to allow the expansion of the 
Camping World RV center. The existing facility is located to the 
immediate west of the subject site on a parcel fronting the Black 
Canyon Hwy. and within the City of Phoenix. An IUPD overlay is 
requested and will require additional screening height and 
preservation and maintenance of a natural wash open space area. 
after the latter is the result of discussions with neighborhood 
stakeholders. There are no outstanding concerns from reviewing 
agencies.  There is no known opposition.

On 9/12/24, the Commission voted 8-0 to adopt a motion 
recommending the Board of Supervisors approve Z2023136 
subject to conditions ‘a’ – ‘h’:  
 
a. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Camping World”, consisting of 4 pages, dated June 24, 2024, except as modified 
by the following conditions. 
 
b. 
Development of the site shall be in substantial conformance with the Zoning Exhibit 
entitled “Camping World Zoning Exhibit” consisting of 1 full-size sheets, except as 
modified by the following conditions. 
 
c. 
Prior to approval of the initial final plat or precise plan of development approval, the 
applicant shall provide the Maricopa County Planning and Development Department with 
an executed pre-annexation service agreement with the City of Phoenix that identifies the

detail for when the proposed project will be annexed and the provision of water and sewer 
service, and requirements for maintenance of the wash noted in condition ‘e’.  In lieu of 
pre-annexation service agreement, the developer must provide a ‘will serve’ letter from the 
certificated water and sewer provider(s). 
 
d. 
The following C-3 CUPD standard shall apply: 
1. 
Minimum screening requirements: 8-foot CMU wall adjacent to residential uses 
whether or not separated by a street, alley, drainage way or open space.  
 
e. 
The wash in the southwest area of the parcel shall be maintained in accordance with City 
of Phoenix requirements.  
 
f. 
The following planning engineering conditions shall apply:   
1. 
Circle Mountain Road immediately west if the site is within the jurisdiction of the 
City of Phoenix. The applicant will be responsible for coordinating with the City to 
review any traffic impact, right-of-way dedication, permitting or roadway 
improvement requirements for this section of Circle Mountain Road.  
 
2. 
Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of 
application for construction. 
 
3. 
Based on the conceptual design nature of the information submitted, changes to 
the site layout and/or a reduction in the number of building lots may be 
necessitated by the final engineering design of the subdivision drainage 
infrastructure. 
 
4. 
Detailed Grading and Drainage (Infrastructure) Plans must be submitted with the 
application for Final Plat Approval and Building Permits. 
 
 
g. 
Noncompliance with any of the conditions assigned to the approval of this Zone Change 
by the Maricopa County Board of Supervisors may be grounds for revocation in 
accordance with the requirements and procedures as set forth in the Maricopa County 
Zoning Ordinance.  
 
h. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, the property 
shall revert to the zoning that existed on the date of application.  It is, therefore, stipulated 
and agreed that either revocation due to the failure to comply with any conditions, does 
not reduce any rights that existed on the date of application to use, divide, sell or possess 
the property and that there would be no diminution in value of the property from the value 
it held on the date of application due to such revocation of the Zone Change.  The Zone 
Change enhances the value of the property above its value as of the date the Zone Change 
is granted and reverting to the prior zoning results in the same value of the property as if 
the Zone Change had never been granted.

Project Summary: 
 
1. 
The applicant is requesting a zone change from Rural-43 to C-3 CUPD for expansion of an existing 
‘Camping World’ RV sales facility on 3 parcels on approximately 3.5 acres of land in the North 
Phoenix / Anthem area. The parcels are currently undeveloped land fronting Circle Mountain Rd. 
to the north. Located west is the ‘Camping World’ location, a City of Phoenix C-2 parcel. To the 
south and east are Rural-43 residential parcels with additional City of Phoenix R-3 multifamily 
residential zoning to the north of Circle Mountain Rd.    
 
2. 
The applicant is seeking rezoning in preparation for annexation into the City of Phoenix to join the 
existing ‘Camping World’ development. The applicant is requesting C-3 which is greater than the 
C-2 City of Phoenix designation on the existing Camping World parcel, this is due to the difference 
in zoning designations between the County and the City, with outdoor storage being a C-3 
development standard in Maricopa County. A precise plan of development is not proposed at this 
time.  
 
3. 
A CUPD overlay is being requested to amend the screening requirement to require 8-foot walls 
adjacent to any residential boundary. This  requested change is from discussions the applicant 
had with neighbors during initial community outreach.

A. REQUEST 
The purpose of this request is for approval of a Zone Change with Overlay from RU-43 (Rural-43 
– One Acre Per Dwelling Unit) to C-3 CUPD (General Commercial, Commercial Unit Plan of 
Development) on approximately 3.41-acres located east of the southeast corner of West Circle 
Mountain Road and the Black Canyon Highway (the “Site”). The Site is comprised of three 
parcels, identified as Maricopa County Assessor’s Parcel Numbers 202-22-015D, 202-22-015E, 
and 202-22-015F. The approval of a Zone Change with Overlay will allow the expansion of the 
existing Camping World RV Storage and Sale facility.

B. DESCRIPTION OF PROPOSAL 
The Property is currently undeveloped desert land. The proposed Zone Change with Overlay will 
allow the Site to develop as an expansion of the existing Camping World Recreational Vehicle 
Storage and Sale (“Camping World”) facility. The Site is intended to be used as new inventory 
storage for the existing Camping World site, located adjacent to the Site on the west. Camping 
World was founded in 1966 and today is the largest Recreational Vehicle (“RV”) retailer in the 
United States. It prides itself on providing customers with long-term value in RVs, associated 
products, and services. Camping World employs highly-trained and knowledgeable employees to 
assist customers in RV dealerships, services centers, customer support centers, and online.  
 
C. RELATIONSHIP TO SURROUNDING PROPERTIES 
The Site is undeveloped desert land zoned Rural-43 (“RU-43”), allowing for one dwelling unit per 
acre. To the east and south are single-family detached homes zoned RU-43. To the west and north 
of the Site is land within the jurisdiction of the City of Phoenix, zoned Intermediate Commercial 
(“C-2”). The property abutting the Site’s western boundary is also an RV storage facility and the 
property to the north is vacant, desert land. Finally, the Property is located within the Board of 
Supervisors District 3 (Bill Gates).  
 
D. LOCATION AND ACESSIBILITY 
As forementioned, the Site is located east of the southeast corner of West Circle Mountain Road 
and the Black Canyon Highway (the “I-17”) in the jurisdiction of Maricopa County. The subject 
Site is a gateway to some of Arizona’s most beautiful recreational areas, including Lake Pleasant, 
and New River Nature Preserve. Given the close proximity to outdoor recreational areas and the 
I-17, the Site is an ideal location for the proposed RV Storage facility. Finally, the intent is to 
provide one gated access point to the Site, off West Circle Mountain Road. 
 
E. COMMUNITY FACILITIES AND SERVICES 
Currently, educational needs are being served by the Deer Valley Unified school districts. As 
mentioned, the Site is also near a vast array of recreational activities.

F. PUBLIC UTILITIES AND SERVICES 
The Site’s use will be restricted until the City of Phoenix provides water service to the Site. The 
Site will be served by the Maricopa Water District for irrigation, Southwest Gas Corporation for 
gas service, and Arizona Public Service (“APS”) for electric power service. Century Link and 
Cox Communications will provide internet service to the Site. Police services are provided by 
Maricopa County Sheriff’s Office and fire services by Daisy Mountain Fire Department. 
 
G. CONCLUSION 
We respectfully request that the Zone Change with Overlay from RU-43 to C-3 CUPD be 
considered for approval. Given the proximity to outdoor recreational facilities and the I-17, the 
Site is an ideal location for an RV Storage facility.

Engineering Review has reviewed the 2nd plan and report routed for review on 
01/26/2024, for the subject application and has the following objections: NOTE: No 
grading and drainage plans were submitted with this 2nd review, so review is still based 
on the 1st submittal plans with the updated drainage report.
DRAINAGE PLAN REVIEW

OFFSITE HYDROLOGY
a.
Updated Comment: Update report to identify all offsite flows impacting the 
site and how they are routed through the site to the historic outfall. Update: 
Offsite flows for the 100-year peak storm, not the 100-year, 2-hour storm 
must be used/routed through the site. Provide a Time of concentration 
calculation, then use that Tc to calculation the peak intensity/flowrate.
b.
Updated Comment: The site is impacted by significant offsite flow from 
the north. Provide an engineering (hydraulic & hydrologic) analysis of 
offsite flow and how it is routed through the site. Identified flow appears to 
be in the order of magnitude of 350 cfs. Provide at least preliminary analysis 
showing that proposed pipe through the site is sufficient, or provide 
alternate means of routing the balance of the offsite flow through the site. 
Update: See attached aerial with a rough outline of the drainage area 
contributing to this site. Note the area north and west of the site that 
connects with the wash through lot 015D.
c.
Previous comment still required: The site is impacted by sheet flow from 
the east. Provide a fence detail for the proposed wall. County standard is a 
turned block every other block. Wall must either adhere to this standard (if 
sufficient for expected flow), or provide engineering analysis showing that 
the proposed openings are sufficient to not adversely affect the adjacent 
properties.

The Maricopa County Environmental Services Department (MCESD) has completed review 
for the  Zone Change with Overlay from RU-43 to C-3 CUPD to allow the Site to develop as a 
Camping World RV Storage and Sale facility planning case(s). Please note the following 
MCESD requirements for site development: 
Subdivision and Infrastructure –  
An Approval to Construct application is required and must be submitted to MCESD’s 
Subdivision & Infrastructure Program for water, reclaimed water and/or wastewater system 
infrastructure. 
 
A will serve letter issued by the Utility is required and must be submitted to MCESD’s 
Subdivision & Infrastructure Program if the site/development will be provided with water 
and/or reclaimed water by a Utility.  A capacity assurance letter issued by the Utility is 
required to MCESD’s Subdivision & Infrastructure Program if the site/development 
wastewater service is being provided by a Utility.

Additional Notes –  
Environmental Services does not require these items for condition of approval of  Z2023136, however 
these items must be addressed with the development of the site. Environmental Services does not

*It should be noted that this document does not approve the referenced project. Comments are provided 
for the benefit of the applicant for MCESD permit requirements and as an advisory to Maricopa County 
Planning and Development Department. Other Maricopa County agencies may have additional 
requirements. Final review and approval will be made through Planning and Development Department 
procedures. Applicant may need to submit separate applications to the Maricopa County Environmental 
Services Department for approval of proposed facilities regulated by the Department. Review of any such 
application will be based on current regulations at the time of application.
