The proposed IUPD overlay will increase allowed building height to
60’, decrease parking ratios, increase sign height and size, and
increase setback requirements. It is noteworthy to highlight that
the proposal includes considerations for the Dicky Wash to the
west. Requirement for screening along the wash is eliminated to
allow for unimpeded movement of wildlife. A minimum 100’
setback and an indigenous landscape buffer will be required along
the wash.
Staff received three opposition emails voicing concern against
industrial development and desire for the area to remain natural
desert. The IUPD will not alter the entitled uses already allowed per
current IND-2 zoning.
City of Buckeye staff has no concern stating the proposed
standards are in line with similar projects within their jurisdiction.
There are no outstanding concerns from reviewing agencies.

a.
Development of the site shall be in substantial conformance with the Zoning Exhibit
entitled “Roosevelt Logistics Center“, consisting of 1 full-size sheets, dated June 10, 2024
and stamped received June 12, 2024, except as modified by the following conditions. Staff
may determine slight refinements to remain in substantial conformance with the approved
site plan. Minor and major amendments to the site plan will be determined in accordance
with Chapter 3 of the Maricopa County Zoning Ordinance.
b.
Prior to approval of construction permits on site, the applicant shall submit to the
Maricopa County Planning and Development Department confirmation of both water and
sewer service to the site.
c.
Prior to Plan of Development approval, the subject properties shall be reconfigured via the
platting or minor land combination/division process to reflect the parcels as shown on the
zoning exhibit.
d.
Prior to approval of construction permits for the site documentation of compliance to the
Arizona Game and Fish Department recommendations provided in the report dated May
29, 2024 and comment letter dated June 10th, 2024 must be provided to the Planning and
Development Department.
e.
Indigenous Sonoran plant species shall be used as a landscape buffer to the Dickey Wash
in accordance with a landscape plan submitted to and acceptable to the Planning and
Development Department as part of the Plan of Development.
f.
The following Planning Engineering conditions shall apply:
1. An updated Traffic Impact Study must be submitted with future entitlement
application(s) (i.e. Plan of Development)
2. The owner/application shall be responsible for the procurement of access rights and
preparation of development plans to provide primary and emergency access to the
site.
3. The emergency access must be approved by ADOT prior to the issuance of building
permits on the site.
4. Without the submittal of a precise plan of development, no development approval is
inferred by this review, including, but not limited to number of proposed buildings,
drainage design, access and driveway alignments, These items will be addressed as
development plans progress and area submitted to the county for further review
and/or entitlement.
5. Engineering review a zone change / rezoning cases is conceptual in nature. All
development and engineering design shall be in conformance with Section 1205 of
the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current
engineering policies, standards and best practices at the time of application for
construction.
g.
The following Maricopa County Department of Transportation conditions shall apply:
1. Determination of ultimate right-of-way dedication and/or ultimate improvement of
Roosevelt Street (INCLUSIVE OF ANY BRIDGE/CULVERT OVER DICKEY WASH) will be
determined by MCDOT based upon traffic studies to be submitted with each Plan of
Development.
2. Determination of ultimate right-of-way dedication and/or ultimate improvement of the
339th Avenue intersection will be determined by MCDOT based upon traffic studies to
be submitted with each Plan of Development.

Administrative approval of a Plan of Development will be required prior to approval and
issuance of construction permits to develop and establish use of the site. Prior to
issuance of a building permit, written confirmation will be required from the emergency
fire protection jurisdiction having authority that the facility has been designed in
accordance with their regulations and requirements, and that emergency fire protection
service will be provided to the facility. Prior to issuance of the certificate of occupancy,
local fire protection jurisdiction review and approval will be required.
j.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner. The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions. In the event of the failure to comply with any condition, the property
shall revert to the zoning that existed on the date of application. It is, therefore, stipulated
and agreed that either revocation due to the failure to comply with any conditions, does
not reduce any rights that existed on the date of application to use, divide, sell or possess
the property and that there would be no diminution in value of the property from the value
it held on the date of application due to such revocation of the zone change with overlay.
The zone change with overlay enhances the value of the property above its value as of the
date the zone change with overlay is granted and reverting to the prior zoning results in
the same value of the property as if the zone change with overlay had never been granted.
k.
Noncompliance with any of the conditions assigned to the approval of this zone change
with overlay by the Maricopa County Board of Supervisors may be grounds for revocation
in accordance with the requirements and procedures as set forth in the Maricopa County
Zoning Ordinance.

Project Summary:
1.
The subject site is currently comprised of three large parcels covering approximately 200 acres.
The site is currently zoned IND-2 with approximately 15.8 acres of Rural–43 zoning that follows
the Dicky Wash, which is designated as “dedicated, non-developable open space” in the Hidden
Waters DMP. The requested IUPD overlay is proposed over the 162-acre portion of the site east
of the Dickey Wash and does not include any portion that is not already zoned IND-2. The
applicant has provided a legal description of the area subject to the zone change and the narrative
states intentions of re-delineating existing lot lines via the platting process so that the proposed
IND-2 IUPD zoning will cover one singular parcel, the Rural–43 zoning designation over the Dickey
Wash will be a second parcel, and the existing IND-2 west of the Dickey wash will be a third parcel.
Staff notes the existing IND-2 zoning west of the wash is not included in the requested overlay
(see illustration on next page).

The proposed overlay will introduce several deviations from ordinance standards. Among these
will be a reduction in parking requirements, increase in signage height and size, amendment to
screening standards adjacent to the Dickey Wash and Interstate 10, increase in building height,
and proposed increases in setback requirements including a 100’ setback from the western lot
line to buffer the Dickey Wash.

The proposed zone change with overlay does not include a plan of development (POD), so several
details of ultimate site development are not yet known. However, the applicant has provided a
conceptual site plan that shows a large 1.2 million square foot industrial/distribution style
building. The applicant has been engaged with MCDOT, ADOT, and the Arizona State Land
Department (ASLD) to secure access to 339th Ave via Roosevelt St. and secondary emergency
access via an easement over the northern portion of the existing truck stop to the east of the
subject site.

The subject property did not have recent history until the applicant’s pursuit of the current
proposal. With that, there has been a fair amount of effort to get the area ready for additional
entitlement. First a pre-application meeting (PA2023057) was held on April 25, 2023. Staff
discussed with the applicant the need for an amendment to the Hidden Waters Ranch DMP to
remove the requirement for a development agreement, as well as the subsequent dissolution of
the development agreement to allow entitlement and development to proceed on individual sites
within the DMP area. Other issues discussed at the preapplication meeting included challenges
of access to the site due to Roosevelt St not having dedicated right-of-way and challenges of the
proposed development of the Dicky Wash. Following the meeting, the applicant, along with other
property owners within the Hidden Waters Ranch DMP applied for a modification to the DMP
(DMP2023002) to remove previously established conditions “f” of DMP2008006 and “b” of
DMP2021004, to remove the requirement of a development agreement. DMP2023002 was

approved by the Board of Supervisors on June 8, 2023. Subsequently on March 11, 2024 the
board adopted a resolution to dissolve the existing development agreement. The applicant also
worked with ASLD to secure land for access to 339th Ave along the Roosevelt St. alignment. The
proposal and project area was amended prior to formal submission of the proposed zone change
to exclude the Dicky Wash. The applicant formally submitted Z2024034 on April 3, 2024 and the
technical advisory committee meeting was held on May 7, 2024.

Tonopah/Arlington Area Plan (adopted September 6, 2000): The industrial land use designation
is described as a location that would be ideal for a major employment center. The plan describes
potential uses as warehousing, storage, distribution and general manufacturing.
Public Participation Summary:

The applicant fulfilled all minimum public participation requirements by sending notification to all
property owners within 300’ of the site and posting two compliant signs. The site is unique
because despite its size there are only ten property owners within the 300’ buffer. Likewise, the
site abuts minimal existing right-of-way. As such, the applicant coordinated with staff for
appropriate sign posting locations. One sign was posted on the site itself, visible to the residential
homes south of the site and a second sign was posted at the intersection of Roosevelt St and
343rd Ave. The applicant reported one area resident who reached out to express concern over
potential warehouse development. This is in line with the public response received by staff. Staff
received three emails of opposition (one from the same individual who contacted the applicant).
All three emails expressed opposition to any large-scale development in the area and a desire for
the area to retain its rural and remote feel. Staff notes that the subject property is already zoned
IND-2 and would be able to be developed in a relatively similar manor with or without the current
proposed entitlement.

Staff Analysis:

The proposed zone change is in line with the future land use designation for the site in both the
Tonopah/Arlington Area Plan and the Hidden Waters Ranch DMP. Staff notes that the conceptual
site plan provided by the applicant shows a large distribution style warehouse, which mirrors the
uses described as appropriate for the industrial land use designation. Additionally, the proposed
entitlement will not increase potential uses as the site is already zoned IND-2. In addition to the
proposed entitlement matching the land use designation on the subject site, much of the
surrounding land to the south is designated for industrial uses and the 339th Ave interchange with
I-10 is a designated commercial node. Staff notes that immediately to the east of the site is a
developed truck stop, which would be compatible with manufacturing, warehouse, and
distribution type uses, such as those that will be permitted in the proposed IND-2 IUPD zoning
overlay on the site. Staff notes that there are about a dozen existing residential homes to the
south of the subject area. While the three opposition letters did not provide exact addresses, it
seems that all three residents opposed may live in this section of homes. These homes are
currently accessed via an unimproved road along the south side of the Roosevelt St. alignment
which will be improved with development of the subject site. Additionally, the applicant is
proposing increased setbacks and landscaping requirements along the southern portion of the
site to create an enhanced buffer area between the subject site and the existing homes.

A significant concern over the proposal since the initial preapplication meeting has been the
proximity of the Dicky Wash. The Dicky Wash is an ephemeral river and contains delineated
floodway. Additionally, the Arizona Department of Game and Fish (AGFD) has identified the wash
as an important wildlife corridor and commented that it serves several important functions in the
local and regional ecosystem. As such staff worked with the applicant, in accordance with
comment from AGFD, to ensure appropriate protections for the Dicky Wash are in place while still
allowing for efficient and effective use and development of the site. One such measure was the
waiver of screening requirements along the western boundary of the site, which boarders the
Dickey Wash. Typically, IND-2 would require a 6’ solid wall screen, however such a wall may create
a hard barrier for wildlife traversing the corridor. Waiving the screening requirement, in addition
to the increased setback requirement of 100’, will create a soft transitional boundary from the
wash and the site allowing for a safe buffer for wildlife. To further enhance this buffer condition
“e” requires the planting of indigenous Sonoran plants along the western boundary of the site.
Staff appreciates and commends the applicant’s dedication to ensuring preservation of the Dicky
Wash.

The applicant has requested several increases/reductions in development standards. Several,
such as the reduction in parking requirements and requested increase in allowed height to 60’ are
in line with modern larger scale industrial sites in both the county and adjacent jurisdictions. In
fact, City of Buckeye staff commented to this affect in their response of no concern to the
proposed IUPD. The applicant also requested to allow for increases in both freestanding sign
height and size. Staff had some initial concerns over this request as the site is immediately
adjacent to I-10 and is along a stretch that has not yet seen significant development but may see
significant development in the near future. Staff’s concern is setting a precedent for increased
signage may lead to a proliferation of signage along the interstate corridor, arguably creating a
visual blight along an otherwise scenic Sonoran landscape. Staff worked with the applicant on
this request and the applicant agreed to a prohibition of off-site advertising (billboards) on the
site in exchange for the requested increase in freestanding sign standards.

It is important to highlight that currently the Roosevelt alignment does not contain any public
right-of-way nor are there any known access easements in this area. There are currently about a
dozen homes south of the Roosevelt alignment that utilize an unimproved drive along this
alignment to gain access to 339th Ave. to the east. As part of the development of the site, the
applicant has been working with the travel center to the east and ASLD to the south to gain access
rights to the subject site. Improvements to Roosevelt St. as spurred by development of the site
will arguably improve access for the adjacent residences.

The applicant’s narrative states that the site will be served by Global Water Resources for both
water and sewer service. While a will-serve letter was provided staff notes that the infrastructure
to serve the site has not yet been put in place. While there are no anticipated issues with the
eventual build out and service to the site, staff recommends condition “b” to ensure water and
sewer service to the site is in place prior to approval of construction permits.

AGFD provided detailed comment in a letter dated June 10, 2024. The department documented
the presence of species of note in the area including the western burrowing owl and the Sonoran
desert tortoise. They also highlighted the importance of the Dicky Wash as a wildlife corridor and
several important plant species in the area. The letter offered several recommended measures
to allow reasonable development of the site in a minimally impactful manor. Staff offers
condition “d” to ensure certain development guidelines.
Recommendation:
18.
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors
approve Z2024034 subject to the following conditions ‘a’ – ‘l’:
a.

Purpose of Request
On behalf of Roosevelt Logistics Center QOZB, LLC (Property Owner/ Developer), Gilmore
Planning & Landscape Architecture (Applicant) respectfully submits for consideration this
application for a 162-acre Industrial Unit Plan of Development (IUPD) to allow for minor
adjustments to the IND-2 development standards related to a proposed Industrial Park. The
Roosevelt Logistics Center (“the Park”) is intended to attract a mixture of light industrial users
for warehouse/distribution, manufacturing, and multi-tenant business park uses in a campus
setting with high-quality architecture and site improvements. The subject property includes a
total of 199.5 gross acres situated within the Hidden Waters Ranch Development Master Plan
(DMP), a 1,314-acre mixed use master plan that was originally approved in 2007, then amended
later in 2009 and 2022. This IUPD will account for only 162 of the 199.5 acres.
This project site is situated along the south side of I-10 and along the north side of W. Roosevelt
St, one quarter mile west of 339th Ave in the unincorporated area of Maricopa County. Please
refer to the attached Exhibit 1 – Regional Vicinity Map, and Exhibit 2 – Aerial Location Map for
the location of this property, and Exhibit 3 for its relative position within the Hidden Waters
Ranch DMP. The County Assessor identifies three parcels that comprise the subject property:
504-11-006A, 504-11-009, and 504-11-025. The property is vacant and in its native condition
with few native trees. Natural grade on-site is relatively flat, falling south approximately 16’ at
less than 1%.
The Hidden Waters Ranch DMP lists the existing zoning as 183.8 acres zoned IND-2 and 15.8
acres zoned RU-43 for a DMP total of 199.6 acres. The ALTA Survey prepared for this property
has determined that the total gross area is 199.5 acres, please refer to Exhibit 4 – ALTA Survey
for additional site information. The design and development of this property will be defined by
three areas; the primary industrial park located east of the Dickey Wash Floodplain (IND-2
IUPD), Dickey Wash Floodplain (RU-43), and the west side of the Dickey Wash Floodplain (IND-
2). This IUPD application will only include the existing IND-2 portion of the property situated
east of the Dickey Wash Floodplain Boundary. The total subject property area and zoning will
be defined as follows:
These three zoning boundaries are defined by legal descriptions, included as Exhibits 5A, 5B,
& 5C – Legal Descriptions and Plan Exhibits for additional site information. Please also refer
to Exhibit 6 - Context Plan - that illustrates these boundaries, existing land uses, and
surrounding zoning.
Our project team attended a PAC Meeting that occurred on April 25, 2023, Case No
PA2023057. There was also a second informal (virtual) staff review that occurred on January

for W Roosevelt St, secondary emergency access, utilities, etc.
3.
Description of Proposal
The Owner is intending to develop industrial facilities for warehouse and distribution, light
manufacturing, e-commerce, and other multi-tenant facilities in response to the expanding West
Valley market. Similar projects completed by the Owner include the 1.3 million square foot
Elwood Logistics Center in Goodyear, a 1 million square foot Amazon Fulfillment Center in
Lakeland, FL, and the 1.2 million square foot Central Florida Integrated Logistics Park in Winter
Haven, FL. This IUPD will also establish development standards that ensure appropriate
flexibility for such employment-based developments. The due diligence effort by the project
team has exposed some challenges that have been factored into the master plan. Some of
those include:
•
Situated within the property and parallel to the west property line is Dickey Wash. The
Federal Emergency Management Agency (FEMA) has designated this wash as both
floodway and floodplain. The Hidden Waters Ranch DMP identifies Dickey Wash as
“Dedicated Non-Developable Open Space” and is zoned RU-43. The Owner has elected to
preserve the natural character of the wash as an open space feature that will hopefully
extend further south through the DMP. The Project Team is restricting the site design
outside the floodplain boundary to avoid any impact. Arizona Game & Fish Dept (AGFD)
has provided recommendations for analyzing habitat for the Western Burrowing Owl, which
will be factored into the pre-development schedule. They have also provided resource
information for the use of native plant material that will be incorporated into POD landscape
theme to buffer Dickey Wash.
•
There is no existing right-of-way providing access to the subject property. When dedicated
and improved, W Roosevelt St will initially provide the only legal access west of 339th Ave.
Along the south side of W Roosevelt St west of 343rd Ave are five residential homes all
zoned RU-43. Although these homes are existing, they are located outside the Hidden
Waters Ranch DMP, and surrounded by IND-2 zoning as approved with the DMP. There is
no legal access or recorded plat for these existing homes. To limit the impact, W Roosevelt
St has been realigned to the north side of the mid-section boundary, thereby avoiding any
right-of-way dedications from those parcels, while also establishing legal access.
•
Site access is focusing on W. Roosevelt Street to and from 339th Ave. A Traffic Impact
Analysis (TIA) has been prepared and included with this application that establishes a
program of improvements for access along W Roosevelt St. Secondary emergency access
is proposed off 339th Ave along the north side of the Travel America Travel Center, which
has received support from ADOT. The initial right-of-way and street improvements for W
Roosevelt St are described in the TIA.
•
The majority of the surrounding adjacent properties are owned by the Arizona State Land
Dept (ASLD). An application is in process to acquire (by auction) the south half right-of-way
along W Roosevelt St east of 343rd Ave to 339th Ave. Please refer to Exhibit 6 - Context
Plan for the location of these ASLD properties.

•
Zoning and DMP stipulations were added in 2009 that align this property with the
Hassayampa Study (formally known as the Interstate 10 – Hassayampa Valley Roadway
Framework Study) requiring the developer to reserve sufficient right-of-way for the future
widening of I-10. This may affect the north end of the property and the adjacent ASLD parcel.
It appears that a future study, specifically for the I-10 widening, will be needed to determine
the amount of right-of-way to be reserved; however, the Study does reference a widening
to five lanes in each direction for I-10 west of Loop 303.
•
There are no water or waste water services. Global Water Resources is the service provider
for this regional area, and the subject property is within their CC&N service boundary.
Discussions are on-going to develop line extension agreements and target dates for the
installation of services.
•
The entire project site is within a designated Opportunity Zone (Panel No 04013050604)
that is intended to provide development incentives in underdeveloped areas that support
employment and infrastructure expansion in targeted growth areas.
•
In conjunction with an application for a building permit, a preliminary and final plat will be
processed to combine the three existing assessor’s parcels along with dedications for right-
of-way and on-site utility easements. New lot lines will reflect the zoning district boundaries
illustrated and described on Exhibit 5 Zoning Map and the legal descriptions included as;
5a, 5b, and 5c.
A Preliminary Site Plan included as Exhibit 7, has been prepared to illustrate the initial layout
of the warehouse structure and the site’s circulation in accordance with the proposed IUPD site
development standards listed below in item 3.2.
3.1
Existing and Proposed Zoning
The original DMP (DMP2006007) was approved on Oct 1, 2007. There was a DMP
Amendment (DMP2008006) approved on January 14, 2009. On November 4, 2009, the
BOS approved Z2007073 for a PAD that established the IND-2 and RU-43 zoning on the
subject property. The recent DMP Amendment (DMP2021141) was approved in 2022 for
approximately 200 acres situated south of Van Buren St. On July 26, 2023, the BOS
approved DMP2023002 to modify a prior stipulation to remove the Development
Agreement requirement from the Hidden Waters Ranch DMP stipulations.
The Hidden Waters Ranch DMP includes two classifications for the subject property. Of
the approximate DMP total of 199.6 acres associated with this subject property, 183.8
acres is zoned Light Industrial IND-2 and 15.8 acres situated near the west property line
are designated as ‘Dedicated Non-Developable Open Space’ zoned RU-43. The recent
ALTA Survey has quantified the total at 199.53 gross acres, and the RU-43 open space
has been adjusted to 19.3 gross acres to account for the Floodplain. This dedicated open
space is intended to align and preserve the Dickey Wash floodplain, an existing
jurisdictional drainage wash that is situated east of and parallel to the west property line.

Floodplain Map for the location of this drainage corridor.

3.2 Site Development Standards
The following development standards reflect the existing dimensional requirements of the IND-
2 Light Industrial District in Chapter 9 of the Maricopa County Zoning Ordinance, Section 902.3,
902.4, and 902.5, and the proposed development standards for this IND-2 IUPD.

3.3
Requested Deviations and Justifications
a. Building Height – The building height needs to be flexible to meet specific tenant needs
that require internal maneuvering. Recent market trends for industrial buildings
include interior clear heights that could be up to 45’, and may include multiple levels
for storage platforms and/or tenants that rely on automated racking systems. This
IUPD requests that the standard for building height be increased from 40’ to 60’.
Added to the interior clear height is the roof structure, which typically incorporates a
sloped surface and perimeter parapet walls to screen mechanical equipment. It is the
combination of clear ceiling height and roof structure that has prompted this request
for the increased building height. In accordance with MCZO Section 1111 – Additional
Height Regulations, 1111.2 Building Appurtenances, refrigeration coolers, ventilating
fans, elevator bulkheads, fire towers, ornamental towers or spires, and mechanical
appurtenances may be erected to a height not exceeding 100, if such structure is set
back from each lot line at least one foot for each foot of additional height above the
height limit otherwise permitted in this IUPD in which the structure is located.
b. Parking – Final parking requirements will be determined when the tenants are
identified. A ‘final parking analysis’ will be included with applications for Building
Permit. To be competitive, the Owner is requesting an alternative parking standard.
The Elwood Logistics Center, is a similar logistics project of 1.31MSF developed by
Tratt Properties that was approved in the City of Goodyear under a PAD application.
As a Light Industrial use, the current parking ratio is based on 1 space per 1,000sf for
the first 10,000sf, then 1 space per 5,000sf for the remaining floor area. For that
1.31MSF logistics facility, the total required parking is 270 spaces. The parking ratio
proposed for this 1.326MSF Roosevelt Logistics Center is 1 space per 3,500sf for a
total of 379 spaces. The Preliminary Site Plan submitted as Exhibit 7 includes 496
vehicle spaces for a structure that is nearly the same size and use as the Elwood
Logistics Center. This proposed ratio of 1/3,500sf still exceeds the previous project
by nearly 100 spaces. The concept site plan included here as Exhibit 7 illustrates
additional trailer parking that could be used for additional employee parking if required.
c. Building Setback – West Side: The Hidden Waters Ranch DMP established an area
of 15.8 acres within the subject property that was ‘Dedicated Non-Developable Open
Space’ with RU-43 zoning. This IUPD has updated this area to reflect the actual
floodplain with a legal description that quantifies the floodplain and RU-43 area as 19.3
acres. The DMP created this land use to protect and preserve Dickey Wash from
future development impacts. This IUPD intends to retain the existing Dickey Wash as
RU-43 per the approved DMP. The area between Dickey Wash and the west property
line will remain as IND-2 and is not a part of this IUPD overlay. The centerline of
Dickey Wash meanders from the west property line a distance of approximately 165’
at the closest interval near the center, to more than 740’ near the north side. Future
site development will not impact Dickey Wash except at the south end where
Roosevelt St will eventually bridge over the wash to extend to 347th Ave.

Floodway protection measures imposed by FEMA establish an Erosion Hazard
Setback of approximately 92’ from the top of the channel bank / floodplain boundary,
if there is no approved bank protection. The side and rear yard building setbacks along
this west side of the IUPD area shall use a 100’ setback from the IUPD property line
that aligns with the RU-43 boundary. A legal description has been prepared to
establish boundaries for the floodplain that also aligns with the RU-43 zoning boundary
that will be used to determine limits of construction and setbacks. Please refer to
Exhibit 7 - Site Plan that locates this west side building setback.
d. West Side Screening: The Hidden Waters Ranch DMP established the RU-43 zoning
on the floodplain associated with Dickey Wash. The presence of this residential zoning
imposes screening requirements typically associated with adjacent residential
neighborhoods. MCZO 909.9.3.b. requires a 6’ solid masonry wall along the west side
of the IUPD project site that aligns with the RU-43 floodplain boundary. This IUPD
proposes that the screening requirement only be applied to side or rear yard areas
used for outdoor storage in accordance with Article 902.9. 3.c of the MCZO.
e. Signage: Signage is a critical tool for the successful development of most businesses,
including industrial warehouse uses. Due to the height and massing of buildings for
newer light industrial developments, signage heights need to be flexible to meet
specific tenant needs. The County’s Sign Code – MCZO - Section 1404.2.2 allows for
freestanding industrial identification sign heights up to 24 feet with 150 square feet of
copy area. Considering the freeway frontage, this freestanding project identification
sign may need to include multitenant identification and may require more, and larger,
copy area to account for greater visibility at highway speeds. This IUPD requests that
the height for a single ‘Primary’ ID Sign fronting onto I-10 be increased to a maximum
of forty-eight feet (48’) measured from adjacent grade, and the copy area increased to
one hundred-eighty (180) square feet per side. Freestanding digital billboard signs
are not permitted.

3.4 Architectural Design
Due to the size of this project, a design theme will be created to unify the architecture, signage
and landscape for the Project. The specific uses combined with careful aesthetic considerations
for large building masses will influence the design for the architecture. Ideally, the design of
these architectural features can be flexible to maximize site and building function and to
enhance the corporate identity of the user and/or individual tenants. The building may take on
the characteristics of specific tenants or may be generic in nature so the site and building appeal
to a broader range of potential tenants.
Scale is an important consideration when looking at the overall design. The project team
believes the relationship with I-10 provides an important marketing window. Design elements
that may include corporate logos should be easy to identify from vehicles on the freeway. The
level of architectural fenestration and detail will increase adjacent to building entries and corners
where pedestrian scaled elements may be included in the architectural design to emphasize
human scale. The focus of the enhancements is towards the more visible corners of these
structures where the offices are typically located. Additional fenestration, projections, shade
canopies, colors and texture variations can draw attention and giving direction for employees
and guests.
Where appropriate, building parapets will be extended above the roof line to provide line of sight
screening of roof top equipment from view adjacent to public rights-of-way along W Roosevelt
St and I-10. Metal rooftop screens may also be used to screen rooftop equipment. Roof drains
will be external downspouts and incorporated into architectural features to integrate them into
the elevation design.
3.5 Project Landscape
The selection of landscape material prescribed for trees, shrubs, groundcovers and accents will
be selected from the Arizona Department of Water Resources low water use plant list for the
Phoenix Active Management Area (Phoenix AMA). The landscape theme will include
enhancing the quantities of trees and shrub massing at strategic locations along the Roosevelt
St and the Interstate 10 frontage. The landscape theme will be further defined with the first
application for the Plan of Development (POD). The landscaped area shall include: street
frontage, building and landscape setbacks, parking lot landscaping, individual or shared
retention basins, building foundation planting areas, and all other disturbed areas of the
Property not containing buildings, structures, or pavement. Along the west side of the project
adjacent to Dickey Wash will be new low water landscape using native trees, shrubs, and a
native seed mix specific for this wash area. This landscape will establish a transition buffer
separating the undisturbed Dickey Wash from on-site improvements.

3.6 Screening
Extended truck courts shall be screened with minimum 8’ screen walls that relate
architecturally with the primary structure. An enhanced landscape utilizing native trees
spaced at 30-foot intervals can form a near vertical hedge averaging 15-25 feet in height.
Combined with an undulating shrub massing, the public views of these truck courts can
be effectively screened. Vehicle parking fronting on a public street will be screened with
a minimum 3’ wall that incorporates similar design features as the 8’ screen wall. A
streetscape theme with native and indigenous low water plant material will also effectively
screen these parking areas.
4.
Relationship to Surrounding Properties
North: The north side of the subject property is defined by Interstate 10 (I-10). There is an
11.5-acre triangular parcel owned by ADOT near the northwest corner that separates
the subject property from I-10. There are several culverts under I-10 that allow historic
storm flow to cross through the subject property. The more significant are two parallel
washes situated near the northwest corner that direct storm flow into Dickey Wash, an
existing wash that parallels the west property line, as illustrated on Exhibit 6 – Context
Plan and Exhibit 9 – Floodplain Map. The north side of I-10 opposite to this property is
owned by the Arizona State Trust Land.
East:
Located immediately east and extending to 339th Ave is the Travel America Travel
Center, an existing full-service truck stop. The property is zoned IND-2 IUPD and C-2.
Other than negotiating access and off-site improvements along W. Roosevelt St to 339th
Ave, the impact to Travel America is believed to be minimal. The project team believes
this proposed industrial park should be a welcome neighbor for the truck stop with
opportunities for fuel sales, truck maintenance, and hospitality services. A 2009 DMP
stipulation prescribed a 55’ half-street / 110’ full-street right-of-way dedication for W
Roosevelt St between 339th Ave and 347th Ave, which will require coordination with the
neighboring truck stop. The truck stop was originally zoned in 1988 and currently IND-
2 IUPD / C-2. That approval required a 40’ half-street right-of-way (ROW) along its
southern boundary (W Roosevelt St). Although the 40’ ROW has not been dedicated,
there is an existing 40’ access easement that extends from 339th Ave west to the subject
property. Additionally, a zoning stipulation was added in 2009 that requires coordination
with the truck stop to make improvements to the intersection of 339th Ave and W
Roosevelt St as provided in the approved Traffic Impact Study (TIS).
Northeast: At the northeast corner and along the south side of I-10 is a parcel owned by Arizona
State Trust Land (ASLD) that includes approximately 29.1 acres. This parcel fronts onto
I-10, is zoned RU-43, and is separated from 339th Ave by vacant property owned by
Travel America. The Hidden Waters Ranch DMP includes this parcel.
South: The south property line is approximately three quarters of a mile in length and aligns
with the centerline of W Roosevelt St. There is no existing right-of-way. For the first

quarter mile west of 339th Ave, there is an existing 40’ north-half Roadway Easement
that was dedicated to Maricopa County by the previous owner, Rip Griffin (now Travel
America) in 1988 that terminates at the subject property. There is no south half ROW.
The area south of the subject property that shares the Roosevelt frontage can be divided
into three (3) quarter-mile sections as illustrated on Exhibit 6 - Context Plan:
•
First Section: The first quarter mile west of Travel America extends to the mid-
section boundary at 343rd Ave. This south side portion of W Roosevelt St is vacant,
is owned by the Arizona State Land Trust and has no ROW. It is situated within the
DMP and zoned RU-43. Discussions with ASLD has established their support for
an auction to acquire the necessary ROW.
•
Second Section: Along the south side of the middle quarter section west of 343rd
Ave are five residential parcels with existing homes all zoned RU-43. These
residential lots are within a 40-acre square that has been divided into 24 lots.
Sixteen (16) are 2 acres each and eight (8) are 1 acre each. This has occurred
without a platted subdivision. The five lots along the south side of W Roosevelt St
all have existing single-family homes, and all have an equal frontage measuring
approximately 264’. The County Assessor indicates no ROW along their frontage.
Although these homes are existing and zoned RU-43, they are also outside the
Hidden Waters Ranch DMP. Of the 40-acre square, sixteen acres representing the
northern area with 12 lots are outside DMP and zoned RU-43. The remaining
twenty-four acres representing the southern portion include 12 lots that are within
the DMP and zoned IND-2.
•
Third Section: Along the south side of the west quarter mile section is vacant
property within the DMP which is zoned IND-2 PAD, and RU-43 for the narrow
drainage parcel that aligns with Dickey Wash along the west side.
West:
The west property line is the actual section line alignment for 347th Ave. The Hidden
Waters Ranch DMP realigned 347th Ave one-quarter to the west to avoid Dickey Wash
and to create developable property on both sides of the future 347th Ave arterial. This
land area immediately west is vacant and is owned by the ASLD, is within the DMP, and
currently zoned RU-43. The approved DMP land use plan calls for this ASLD property
to be Industrial Employment Center (IEC) all the way west to the future 347th Ave.
5.
Location and Accessibility
W Roosevelt St from 339th Ave will provide the primary access to the property. The Hidden
Waters Ranch DMP has designated W Roosevelt St and 343rd Ave as major collectors with a
total ROW width of 110’. In preparing the TIA, the Project Team requested that MCDOT accept
a reduced ROW width of 80’, which has since been supported by the TIA with preliminary
approval by MCDOT. Preliminary design solutions for the portion of W Roosevelt St west of
339th Ave along the Travel America frontage has determined that the south half ROW will
increase from 40’ to 50’ for a total of 90’ in order to facilitate truck turning movements for Travel
Roosevelt Logistics Center

America. Beginning at the southeast corner of the subject property, the ROW will reduce to 80’.
To minimize the impact to the existing residential homes west of 343rd Ave, the 80’ ROW for W
Roosevelt St will be realigned beginning at the west side of Travel America to the north side of
the mid-section boundary. The existing graded road along the south side of the mid-section
boundary west of 343rd Ave will remain in place for the continued shared use by these residents.
The W Roosevelt St improvements will include one access drive near the center of these five
parcels to provide direct access, please refer to Exhibits 8a and 8b – W Roosevelt St Extension
from 339th Ave that illustrates portions of the layout for W Roosevelt St and the proposed access
for these residents.
W Roosevelt St will initially terminate at a temporary cul-de-sac on the east side of Dickey Wash
as illustrated on the Preliminary Site Plan. Without any existing ROW or any proposed
development on the west side of Dickey Wash, the Owner requests that this temporary cul-de-
sac be approved until there is a west side interest that can participate in determining the
alignment and an appropriate bridge structure. That design effort will require FEMA review and
approval because of the existing Floodway.
Secondary emergency access for the industrial park is proposed from 339th Ave along the north
side of the existing Travel America complex. ADOT has approved this location with the
understanding that it will be a “temporary” roadway with gated access and a knox box to restrict
non-emergency access. The Owner is currently processing a request to the ASLD to acquire
the south half ROW of W Roosevelt St.
The circulation along W Roosevelt St to 339th Ave will be critical for the subject property as well
as the Travel America Travel Center. A future traffic signal at this intersection will facilitate
northbound left turning movements onto 339th for truck traffic to and from I-10. The TIA has
established that the traffic volume does not meet the signal warrant criteria.
Future development to the west will eventually extend W Roosevelt St to 347th Ave and a future
interchange with I-10 as illustrated within the Hidden Waters Ranch DMP. Approximately ½
mile south of VanBuren St, 347th Avenue begins to shift off the section line alignment
approximately ¼-mile to the west to account for Dickey Wash and to provide I-10 access for the
Belmont community. Additional access will be available in the future along 343rd Ave, a mid-
section collector that will extend south one-half mile to W VanBuren St as illustrated in the
Hidden Waters Ranch DMP. The installation of 343rd Ave will trigger the removal of the
temporary emergency access along the north side of Travel America.
6.
Circulation System
On-site circulation will be oriented to and from W Roosevelt St, and east to 339th Ave. At this
time, there are no public streets proposed within the industrial park. Internal circulation will use
private streets designed to satisfy police and fire safety access and to establish an efficient
utility network. 343rd Ave will not be extended into the Property north of W Roosevelt St.
Instead, separate access to the ASLD property to the north will be provided at the eastern
boundary of the Property.

Community Facilities & Services
Emergency Fire & Medical: The Arizona Fire & Medical Authority is the local provider. On
December 19, 2023, the Board of Directors for the Authority formally approved the inclusion of
the subject property into their Buckeye Valley Fire District.
School District: Saddle Mountain Unified School District. GPLA contacted Mr. Kirk Waddle,
Executive Director of Business Services for the District, as an industrial park with no proximity
to an existing school, Mr. Waddle indicated no concerns.
Police: Maricopa County Sheriff’s Office

Public Utilities & Services
Water & Wastewater: Global Water Resources (GWR) is the local provider. A current “Will
Serve Letter” dated May 22, 2024 has been prepared by GWR and a copy included as Exhibit
10. The subject property is within their CC&N for these services. Negotiations are on-going for
line extension agreements.
Power: Arizona Public Service (APS).
CATV: Cox Communications
10. Compliance with Comprehensive Plan
The Maricopa County Comprehensive Plan Vision 2030 has located the subject property within
the Tonopah/Arlington Area Plan that was adopted in September, 2000. That Area Plan
encourages the use of Development Master Plans (DMP) to allow flexibility in the master
planning of large tracts of land located outside of municipal boundaries.
Some of the more relevant elements of the Tonopah/Arlington Area Plan specific to this Hidden
Waters Ranch DMP and this IUPD application include the recognition of the interchange at 339th
Ave & I-10 as a “specific node of economic development” as well as the following:
“The 339th Ave Interchange; This node favors commercial, warehousing and distribution,
focusing on the trucking related facilities of the Rip Griffin Truck Service Center” (Now
existing as Travel America).
This IUPD for the Roosevelt Logistics Center directly supports this employment orientation of
this interchange node and is a complimentary land use adjacent to the Travel America Travel
Center.

Policy L1.5 Review development proposals along major streets and adjacent to existing
and approved land uses to determine compatibility with those uses.
This IUPD reflects the industrial land use that was approved with the Hidden Waters Ranch
DMP. The property is situated adjacent to I-10 and along the north side of W Roosevelt St, a
mid-section major collector.
Tonopah/Arlington Objective L.2
Policy L2.2 Where possible and appropriate, in the design and construction of new
development, preserve natural drainage ways, including the Hassayampa River, major
washes, and open space corridors.
The Preliminary Site Plan illustrates Dickey Wash, a FEMA designated floodway that aligns
along the west side of the property. The Design Team has purposefully avoided any impact to
this wash as promoted within the DMP.
The Hidden Waters Ranch DMP approved the industrial land use on-site as well as on the
surrounding area. The Maricopa County Comprehensive plan promotes Development Master
Plans as an appropriate land use guide for future development, and as a reference tool for
County Staff to manage land uses within this regional area. This Roosevelt Logistics Center is
an industrial land use in compliance with both the original and current version of the DMP.
