MEMORANDUM OF UNDERSTANDING 
GOHS – State Phlebotomy Coordinator/East Valley Regional DRE Coordinator 
The Arizona Drug Evaluation and Classification program has gained national recognition for its 
effectiveness in identifying drug-impaired drivers. The primary objective of this program is to train and 
certify law enforcement officers as Drug Recognition Experts (DREs). DREs play a critical role in 
distinguishing between drug influence and medical or mental health conditions. These certified DREs are 
invaluable in addressing the significant impact of drug and alcohol-impaired driving on public safety. The 
DRE School, however, is highly demanding and requires a strong commitment from participants. 
The Governor's Office of Highway Safety (GOHS) invests substantial resources in the training of law 
enforcement officers, reinforcing Arizona's leadership in the DRE program. Arizona extends its expertise 
beyond the state by offering training to officers from other states and countries. This Memorandum of 
Understanding (MOU) is intended to formalize the collaboration between Impaired Driving Programs 
Coordinator Dallas Cotts of the Maricopa County Sheriff’s Office and GOHS in order to strengthen 
and expand these training initiatives.

GOHS Responsibilities:

Allocate federal grant funding in the amount of $60,000 for this coordinator position
dedicated to training activities.

Facilitate communication, logistics, and the coordination of training sessions.

Collect and analyze monthly activity reports submitted by coordinators to ensure compliance
with National Highway Traffic Safety Administration (NHTSA) standards.

GOHS State Phlebotomy Coordinator/East Valley Regional DRE Coordinator
Responsibilities:

Develop and deliver comprehensive curricula and training materials for the identified focus
areas.

Provide ongoing support, resources, and expertise to assist training coordinators.

Submit detailed monthly activity reports to GOHS, documenting the progress, scope, and
outcomes of the training programs.
This MOU will be effective from Federal Fiscal 2025 Starting October 1, 2024 and remain in effect until 
September 30, 2025 unless terminated earlier by either party through written notice of 30 days.
