Agenda Item Id: 245065 Item Title AMENDMENT TO COMPETITION IMPRACTICABLE WITH JACOBS ENGINEERING GROUP, INC FOR MCKELLIPS ROAD INFRASTRUCTURE AND ROADWAY IMPROVEMENTS C Number: C-64-23-032-X-01 Action Requested: Approve the attached Competition Impracticable Form for consultant design services Contract 2021- 025, with Jacobs Engineering Group, Inc., in the amount of $110,348 for additional design and post- design services for Phase 2 of the Maricopa County Department of Transportation’s TT0342 McKellips Road project. The original Contract was previously approved by the Board as a Competition Impracticable procurement with a not-to-exceed amount of $243,525. The revised total contract value will be for a sum not-to-exceed of three hundred fifty-three thousand eight hundred and seventy-three dollars ($353, 873). Supervisory District No. 2 Additional Information: This project was split into two phases following an unsuccessful construction bid advertisement in January 2022. It was determined the best approach was to redesign the project and construct it in two separate phases placing the water/sewer infrastructure in one phase followed by the roadway paving in a second phase. A competition impracticable for Jacobs Engineering to split the design into two phases was approved on August 17, 2022 (Agenda Item C-64-23-032-X-00) and Phase 1 has now completed construction. This request is for unanticipated Phase 2 design updates such as adjusting the existing super-elevation of McKellips Road, addition of a sewer lateral, extension of paving limits to include the Alma School intersection, adding a right-turn lane, and incorporating Phase 1 as-built information into the design plus addressing items that were not completed in Phase 1. This also addresses additional funds for post- design services for Phase 2. An Intergovernmental Agreement is in place with Salt River Pima Maricopa Indian Community for cost- sharing and maintenance responsibilities for this project.
