Housing and Community Development Advisory Board (HCDAB) Thursday, Nov. 6, 2025 Meeting Time: 6:00 p.m. Meeting Minutes The Housing and Community Development Advisory Board Members meet for a Regular Meeting at 57 East First Street, Mesa, AZ 85201 (lower level). Chair’s call to order *1-a. LaGrant Jackson calls the meeting to order at 6:00 p.m. Roll call is completed. Habigail Nonthe Scott is excused from today’s meeting, and Warren Williams is unexcused for today’s meeting. *2. Board Member Status *2-a. LaGrant Jackson welcomes Brian Hurd to the Housing and Community Development Advisory Board. *3. Approval of minutes of previous meetings as written Minutes from Oct. 2, 2025, Regular Board meeting. It is moved by Board Member Jacob Martinez and seconded by Board Member Scott Kenji Garcia that the meeting minutes be approved. Upon Tabulation of votes, it shows: AYES – Devine, Garcia, Hurd, Jackson, Karantinos, Martinez, Miller, Ranta, Thompson NAYS – None Carried unanimously. *4. Items from citizens present Members of the audience may address the Board on any item. State statute prohibits the Housing and Community Development Advisory Board (HCDAB) from discussing an item that is not on the agenda; however, the Board does listen to concerns and has staff follow up on any questions raised. FY 2026/2027 Funding Process Schedule and Key Dates The board hears a presentation by Michele Payakovich, Housing and Community Development Coordinator about the Annual Funding Application Process Schedule for FY 2026/2027. Michele provides a brief overview covering key dates, the number of applications received for each funding source, and a list of agencies that applied—highlighting which are new applicants this year. Additionally, Michele gives a high-level summary of the scoring tools to be used for HCDAB. The Housing and Community Development Advisory Board hears, reviews, and discusses the information given about the Annual Funding Application Process Schedule for FY 2026/2027. *5-b. ZoomGrants The board hears a presentation by Constance Bachman, Housing and Community Development Specialist about ZoomGrants. Constance provides instruction to board members on how to use the ZoomGrants software. The Housing and Community Development Advisory Board hears, reviews, and discusses the information about ZoomGrants. *5-c. Emergency Housing Rehabilitation Program The board hears a presentation by Prisila Rivera, Housing Rehab Specialist and Martin Cordova- Paredes, Housing and Community Development Assistant about the Emergency Rehabilitation Program. The Housing and Community Development Advisory Board hears, reviews, and discusses the Emergency Rehabilitation Program. *6. Discuss the schedule of future meetings *6-a. Future HCDAB Meetings HCDAB Special Meeting – Dec. 8, 2025, 3:00 p.m., 57 E. First Street, Mesa, 85201, Upper Level. HCDAB Special Meeting – Dec. 9, 2025, 3:00 p.m., 57 E. First Street, Mesa, 85201, Upper Level. HCDAB Regular Meeting – Feb. 5, 2026, 6:00 p.m., 20 E. Main Street, Mesa, 85201, Lower Level. HCDAB Regular Meeting – Mar. 5, 2026, 6:00 p.m., 20 E. Main Street, Mesa, 85201, Lower Level. *7.
