CALL TO ORDER
 
 
Mayor Pizzillo called the Regular Meeting to order at 6:03 p.m.

PUBLIC COMMENTS/APPEARANCES FROM THE FLOOR 
 
 
Jeff Redmon, Goodyear Resident, spoke about the new electric bike and electric scooter
ordinance, and requested updated information related to the water letter.
Michael Morromi, Goodyear Business Owner, requested Council to consider extending the
closing time for a medical dispensary from 7:00 p.m. to 10:00 p.m. 
 
COMMUNICATIONS

GOODYEAR REPRESENTATION AT THE SPECIAL OLYMPICS USA GAMES

Luke Parker, Recreation Coordinator, introduced Michael Daniels, a Goodyear resident and
member of the Goodyear Roadrunners, who will be competing in the 2026 Special Olympics
USA Games in Minnesota. Mr. Parker turned the presentation over to Mr. Daniels. Mr. Daniels
thanked the Mayor and Council, provided his golf history and gave a brief description of his
upcoming competition. Mr. Parker provided information about the Arizona athletes participating
in the USA Games and the Goodyear adaptive program.
In response to Council inquiry, Mr. Parker noted that the athletes participate in fundraising, in
addition to funds provided by Special Olympics Arizona, to provide funds for travel.

APPROVAL OF A THIRD AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT
(IGA) WITH MARICOPA COUNTY FOR A WORKFORCE DEVELOPMENT COORDINATOR
 
RECOMMENDATION
Approve the third amendment to the Intergovernmental Agreement (IGA) with Maricopa County,
administered by its Human Services Department and the City of Goodyear, and provide
authorization and direction to the Mayor, or their designee, to take actions and execute the
documents necessary to carry out the intent of the IGA. (Jeremy Dyck, Neighborhood Services
Manager)

RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT (IGA) WITH
ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT) FOR CIP PROJECT #50059
BULLARD WASH TRAIL
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2026-2523 APPROVING AN INTERGOVERNMENTAL
AGREEMENT WITH THE STATE OF ARIZONA REGARDING THE DEVELOPMENT AND
MAINTENANCE OF A SECTION OF THE BULLARD WASH TRAIL WITHIN ARIZONA
DEPARTMENT OF TRANSPORTATION RIGHT OF WAY. (Steve Scinto, Director of

5.
RESOLUTION AUTHORIZING THE LICENSE AGREEMENT WITH ZAYO GROUP TO
INSTALL A FIBER OPTIC NETWORK WITHIN THE CITY’S RIGHTS-OF-WAY
 
RECOMMENDATION
ADOPT RESOLUTION NO. 2026-2524 AUTHORIZING THE CITY MANAGER AND OR THEIR
DESIGNEE TO EXECUTE A LICENSE AGREEMENT WITH ZAYO GROUP, A DELAWARE

LIMITED LIABILITY COMPANY AND TO ENTER INTO SEPARATE AGREEMENTS FOR
IN-KIND EXCHANGES WHICH MAY INCLUDE FIBER AND OR CONDUIT. (Philip Cochran,
Assistant City Attorney)
 
 
In response to Council inquiry, Philip Cochran, Assistant City Attorney, noted this is a new
agreement as Zayo Group has been working in Goodyear on a month-to-month basis, has
complied with the city's requirements and has no unresolved issues.
 
PUBLIC HEARINGS

PUBLIC HEARING ON PROPOSED PROPERTY TAX LEVY FOR FY2027
(TRUTH-IN-TAXATION HEARING) AND ON PROPOSED FINAL BUDGET ADOPTION FOR
FY2027 AND APPROVAL OF TRUTH IN TAXATION INCREASE BY ROLL CALL VOTE
 
 
Mayor Pizzillo opened the public hearing at 6:18 p.m.
Ryan Bittle, Deputy Finance Director, provided an overview of the budget process, recapped
the various touchpoints with Council leading up to tonight’s hearing, and highlighted the
requirements for a public hearing, special meeting, and roll-call vote related to the Truth in
Taxation increase. He noted that the final budget remained unchanged from the tentative
budget adopted on May 18, 2026, for $1.4 billion. He continued to explain the property tax rate
of $1.74 per $100 of assessed valuation remains unchanged, and the Truth in Taxation amount
was set at $329,905. He concluded by reviewing public outreach and notifications as required
by Arizona State Statute, and next steps.
Richard and Janet Kirshbaum, Goodyear Residents, requested clarification on the percentage
increase in property taxes. Bryan Langley, City Manager, provided the tax rate, and Mayor
Pizzillo explained the Truth in Taxation process.
There being no other speakers, Mayor Pizzillo closed the public hearing at 6:28 p.m.
In response to Council Inquiry, Mr. Bittle explained that public notification was made with a
news release posted on the city’s website, published in the Arizona Republic on two separate
dates and a 60-day notice posted on the city’s website. He also explained carry overs,
long-term CIP projects, and other 1-time expenditures make up around two-thirds of the city’s
budget. He clarified that the general fund, which is the city’s main operating fund, only makes
up approximately $226M of the $1.4M budget. Tammy Vo, Digital Communications
Director, clarified that the new release was not posted on social media for Truth in Taxation, but
the city could consider providing it in the future.
Councilmember Trey Terry commented that he would be voting no on this item due to the
secondary property tax on the Tax Levy, and will bring forward a recommendation to lower the
rate in the future.
Council discussed the Truth in Taxation process, items included in the budget, communication
ideas and future budget items. 
Council thanked staff for their efforts on the budget process.

APPROVE the Truth in Taxation increase of $329,905 for FY2027. The motion carried by a VOICE
ROLL CALL vote as follows:
