RESOLUTION NO. 46-24 
 
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF 
BUCKEYE, ARIZONA, APPROVING AN INTERGOVERNMENTAL 
AGREEMENT BETWEEN MARICOPA COUNTY AND THE CITY OF 
BUCKEYE FOR STREET LIGHTING ALONG SUN VALLEY PARKWAY 
FROM INTERSTATE 10 TO THE EASTERN MUNICIPAL BOUNDARY 
(SUN CITY FESTIVAL); AND AUTHORIZING THE CITY MANAGER TO 
EXECUTE AND DELIVER SAID AGREEMENT AND RELATED 
DOCUMENTS ON BEHALF OF THE CITY OF BUCKEYE. 
 
WHEREAS, the City of Buckeye (the “City”) is authorized pursuant to Ariz. Rev. Stat. 
§§ 9-240 and 9-276 to lay out and establish, regulate and improve streets within the City and, 
pursuant to Ariz. Rev. Stat. § 11-951, enter into Intergovernmental Agreements for the provision 
of services or for joint or cooperative action; and 
 
WHEREAS, Sun Valley Parkway is a paved roadway owned, operated and maintained by 
Maricopa County (“County”); and 
 
WHEREAS, Canyon Springs Boulevard and Desert Oasis Boulevard are paved roadways, 
that intersect with Sun Valley Parkway, and that are owned, operated and maintained by the City; 
and 
 
WHEREAS, to improve safety for pedestrian traffic, the City and the County desire to 
enter into an Intergovernmental Agreement to allow the City to install, maintain, and operate 
streetlights on the north and south sides, and in the median of Sun Valley Parkway between 
Interstate 10 to the Eastern Municipal Boundary (Eastern Property Line of Sun City Festival), 
within the County right-of-way. 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF 
THE CITY OF BUCKEYE, ARIZONA, as follows: 
 
Section 1. 
The recitals above are hereby incorporated as if fully set forth herein.   
 
Section 2. 
The Intergovernmental Agreement between the City and the County for 
street lighting along Sun Valley Parkway From Interstate 10 to the eastern municipal boundary 
(Sun City Festival) (the “IGA”) is hereby approved in substantially the form and substance on file 
with the City Clerk. 
 
Section 3. 
The City Manager is hereby authorized to execute and deliver the IGA on 
behalf of the City.

Section 4. 
The Mayor, the City Manager, the City Clerk, and the City Attorney are 
hereby authorized and directed to execute all documents and other necessary or desirable 
instruments and to take all steps necessary to carry out the purpose and intent of this Resolution.  
 
PASSED AND ADOPTED by the Mayor and Council of the City of Buckeye, Arizona, 
this 6th day of August, 2024.
