Comments: 
There are no outstanding concerns from reviewing agencies. The 
SUP would be for a two-acre RV Park consisting of six spaces for 
the exclusive benefit of employees of the nearby Rancho de los 
Caballeros Golf Club & Resort. The use would allow for temporary 
residences during the resort’s operational season from October to 
March. The application was routed to the Arizona State Land 
Department and  the Town of Wickenburg who did not comment on 
the request. There is no known opposition.

Recommendation: 
On 7/11/24, the Commission voted 7-0 to adopt a motion 
recommending the Board of Supervisors approve Z2024006 
subject to conditions ‘a’ – ‘j’:  
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“Sun C RV Park“, consisting of 1 full-size sheets, dated 6/10/24, and stamped received 
6/14/24, except as modified by the following conditions. Staff may determine slight 
refinements to remain in substantial conformance with the approved site plan.  Minor and 
major amendments to the site plan will be determined in accordance with Chapter 3 of 
the Maricopa County Zoning Ordinance. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Special Use Permit Request for Sun C RV Park”, consisting of 4 pages, dated 
6/24/24, and stamped received 6/25/24, except as modified by the following conditions.

c. 
The total number of RV spaces shall not exceed six.  
 
d. 
The following Planning Engineering conditions shall apply:  
 
1. 
Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 1205 
of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; and 
current engineering policies, standards and best practices at the time of application 
for construction. 
 
2. 
Based on the conceptual design of the information submitted, changes to the site 
layout may be necessitated by the final engineering design of the project. 
 
3. 
Detailed Grading & Drainage Plans sealed by a Civil Engineer registered in the state 
of Arizona must be submitted with the application for Building Permits. 
 
4. 
Any portion of the septic system shall be located at least 25-feet away from retention 
basins and shall not empty onto adjacent parcels. 
 
5. 
For final design / building permits application retention for the 100 year 2-hour storm 
must be provided. 
 
e. 
The following Maricopa County Environmental Services Department (MCESD) conditions 
shall apply:  
 
1. 
A Notice of Intent to Discharge application for an onsite wastewater treatment 
(septic) system is required for any construction. Application must be submitted to 
the MCESD Onsite Wastewater Program. 
 
2. 
Wastewater is not permitted to discharge to an adjacent parcel’s septic system. 
 
f. 
This SUP shall expire on August 7, 2034, or upon termination of the use for a period of 90 
or more days, whichever occurs first. All site improvements associated with the special 
use permit shall be removed within 90 days of such expiration or termination of use.   
 
g. 
Prior to occupying the existing residence or any portion thereof for any use associated 
with the SUP, the applicant shall obtain a Building Permit to retrofit the existing residence 
to meet current commercial building code requirements as applicable and shall obtain a 
Certificate of Occupancy for the retrofitted building prior to occupancy.  
 
h. 
Prior to issuance of a building permit, written confirmation will be required from the 
emergency fire protection jurisdiction having authority that the facility has been designed 
in accordance with their regulations and requirements, and that emergency fire protection 
service will be provided to the facility. Prior to issuance of the certificate of occupancy, 
local fire protection jurisdiction review and approval will be required. 
 
i. 
Noncompliance with any of the conditions assigned to the approval of this SUP by the 
Maricopa County Board of Supervisors may be grounds for revocation in accordance with 
the requirements and procedures as set forth in the Maricopa County Zoning Ordinance.

j. 
The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, the property 
may revert to the zoning that existed on the date of application in accordance with 
Maricopa County regulations.  It is, therefore, stipulated and agreed that either revocation 
due to the failure to comply with any conditions does not reduce any rights that existed 
on the date of application to use, divide, sell or possess the property and that there would 
be no diminution in value of the property from the value it held on the date of application 
due to such revocation or expiration of the SUP.  The SUP enhances the value of the 
property above its value as of the date the SUP is granted and reverting to the prior zoning 
results in the same value of the property as if the SUP had never been granted.

Project Summary: 
 
1. 
This applicant requests to establish a small, two-acre RV Park consisting of six spaces for the 
exclusive benefit of employees of the nearby Rancho de los Caballeros Golf Club & Resort. Each 
RV space will be set up to have dedicated electric, water and septic facilities. The RV Park will 
serve as a temporary residence on-site for employees during the resort’s operational season, 
which is approximately October through March. The RV Park is not intended for guests of the 
resort. 
 
2. 
The 320-acre parent parcel itself is owned by Rancho de los Caballeros Resort & Golf Club (RDLC) 
which is located on a separate parcel to the north separated by State Trust Land. The 320-acre 
parent parcel is minimally improved, with one single family residence and one ranch storage 
structure. The existing single-family residence appears in historical aerial photography as early 
as 1996 and per the applicant’s narrative serves as a residence for workers of the Resort. The 
proposed RV spaces will be near this residence. The ranch storage structure appears on historical 
aerial photographs as early as 1976.  
 
3. 
The following development standards are proposed for the RV park: 
 
• 
Each travel trailer or RV space shall have an area of not less than 1,250 square feet and a 
width of not less than 25 feet. Only one travel trailer or RV shall be placed on each space. 
• 
Travel trailers, RVs and accessory structures shall be located to provide a minimum setback 
of not less than five feet from all space lines. Accessory structures shall not be permitted in 
overnight parks on travel trailer or RV spaces. 
• 
The location of mobile homes on travel trailer or RV spaces shall be prohibited. 
• 
The minimum distance between a travel trailer and any building in the same travel trailer park 
shall be ten feet. The minimum distance between an RV and any building in the same travel 
trailer park shall be ten feet. 
• 
Each travel trailer or RV space shall set back from lot lines in common with street lines a 
distance of not less than 20 feet and from all other lot lines a distance of not less than ten 
feet. 
• 
Site screening for the RV park and individual RV spaces is requested to be waived as RDLC 
owns the rest of the parcel adjacent the RV park, and the RV spaces are setback more than 
1,000 feet from the nearest property boundary. 
• 
The height, yard, and intensity of use regulations of the C-2 Zoning District shall apply to 
buildings located in travel trailer or RV parks. However, no additional buildings are proposed 
with this application. 
• 
Service buildings to house toilet, bathing and other sanitation facilities and utilities shall be 
provided as required by the Maricopa County Health Code. Said facilities, if required, shall be 
completed prior to use of the park. However, no additional sanitation facilities are proposed 
with this application. Each RV space will have septic system connection to the existing septic 
system on site. 
• 
Minimum distances or setbacks required herein shall be the shortest of horizontal dimensions 
measured from the nearest portion of the sidewall of a travel trailer or RV including pullouts, 
tipouts, or portable affixed awnings. 
• 
Destination Park / spaces shall require the issuance of a building permit prior to the use of 
the park/space by a travel trailer or RV.

RDLC holds a grazing lease and two grazing Special Land Use Permits issued by Arizona State 
Land Department.  While those instruments do not grant public access, they do permit employees 
of Caballeros Resort to access and cross the State Trust Lands covered by those instruments 
because they are a necessary part of Caballeros’ grazing operations. RDLC has demonstrated 
that this development has legal access to and through the subject State Trust Lands pursuant to 
its grazing lease and grazing Special Land Use Permits.

Vision 2030 Comprehensive Rural Development Area (0-1 d.u./ac) 
Unincorporated areas outside of county area plans are designated Rural 
Development Area and are only appropriate for rural land uses and rural 
zoning. 
 
Municipal Plan:

d.u./ac) multi-acre parcels including State Trust Lands with livestock 
privileges and limited agricultural uses. 
 
Public Participation Summary:

The applicant complied with the Maricopa County Citizen Review Process with the required 
posting of the site and notification by first class mail to adjacent property owners within 300 feet 
of the subject site and area interested parties. Signs were posted on the site in accordance with 
applicable regulations. Staff received a public participation results report in accordance with 
County requirements, and the applicant did not receive any concerns or issues from interested 
parties. The applicant also provides that no negative feedback had been received by the Town of 
Wickenburg. To date, staff has not received any letters of support or opposition concerning this 
request.

Staff supports the request due to the remote location and minimum impact of the proposed 2-
acre RV site for 6 RV spaces. The RV Park is well within the site owned by RDLC and is intended 
for the exclusive use of employees of the RDLC resort. The RV Park is setback more than 1000’ 
from the nearest property boundary, with no neighboring residences. Further, lack of comment 
and concern from stakeholders, including Arizona State Land Department and Town of 
Wickenburg, allows staff to be comfortable with the recommended approval. 
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors

PURPOSE OF REQUEST 
Matrix New World Engineering, Land Surveying and Landscape Architecture, PC (Matrix) has prepared 
this submittal for Maricopa County Planning & Development Department to apply for a Special Use Permit 
for Sun C RV Park (Case No. Z2024006), which is associated with, and part of, the Rancho de los 
Caballeros Ranch and Golf Club (RDLC) property.  
 
DESCRIPTION OF PROPOSAL 
The Project includes six (6) newly constructed RV spaces/spots, each to have dedicated electric, water, 
and sewer hook-ups. The RV Park will provide RDLC employees with a space/opportunity for temporary 
residence on-site when they work in support of RDLC operations.  
 
RELATIONSHIP TO SURROUNDING PROPERTIES 
The area surrounding RDLC is zoned Rural-43, therefore, the proposed RV Park will have no impact to 
the surrounding community (i.e., there will be no parties affected by this project), or public utilities as 
described in the Citizen Participation Plan. All proposed improvements will be within Rancho de los 
Caballeros property bounds. 
 
Following is a summary for meeting / not meeting (with justification) Maricopa County Zone Ordinance 
Development Standards for travel trailer or RV parks (1301.1.17): 
 
1. Each travel trailer or RV space shall have an area of not less than 1,250 square feet and a width of 
not less than 25 feet. Only one travel trailer or RV shall be placed on each space.  {met with proposed 
design, see Updated Site Plan} 
2. Travel trailers, RVs and accessory structures shall be located to provide a minimum setback of 
not less than five feet from all space lines. Accessory structures shall not be permitted in overnight 
parks on travel trailer or RV spaces. {met with proposed design, see Updated Site Plan} 
3. The location of mobile homes on travel trailer or RV spaces shall be prohibited. {met with 
proposed design, see Updated Site Plan} 
4. The minimum distance between a travel trailer and any building in the same travel trailer park 
shall be ten feet. The minimum distance between an RV and any building in the same travel trailer 
park shall be ten feet. {met with proposed design, see Updated Site Plan} 
5. Each travel trailer or RV space shall set back from lot lines in common with street lines a distance 
of not less than 20 feet and from all other lot lines a distance of not less than ten feet. {met with 
proposed design, see Updated Site Plan} 
6. The front yard and street side yard areas shall be landscaped in accordance with a landscape 
and irrigation plan approved by the zoning inspector. When a fence of less than six feet is 
proposed, the landscape plan shall include adequate trees to provide screening of the park. 
 Because of its remote location, and since the project area/property is owned by RDLC, 
there are no adjacent landowners, and occupants of existing house and RV spaces will all 
be employed by RDLC, a landscape and irrigation plan are not included as part of this 
SUP application.  The intent is to leave the natural desert vegetation in place as RDLC is 
its own neighbor in all instances and owns all property adjacent to and surrounding the 
proposed site.

7. The travel trailer or RV park shall be screened from surrounding lots by a solid fence or wall of 
not less than three- and one-half feet or more than six feet in height when located in a front yard 
or street side yard and by a solid fence or wall six feet in height when located in any other yard. 
Screen walls shall be located on the interior edge of the required front and street side yard areas. 
 Because of its remote location, and since project area/property is owned by RDLC, there 
are no adjacent landowners, and occupants of existing house and RV spaces will all be 
employed by RDLC, screening as described is not included as part of this SUP application. 
The intent is to leave the natural desert vegetation in place as RDLC is its own neighbor 
in all instances and owns all property adjacent to and surrounding the proposed site.       
8. The height, yard, and intensity of use regulations of the C-2 Zoning District shall apply to buildings 
located in travel trailer or RV parks. 
 Because of its remote location, and since project area/property is owned by RDLC, there 
are no adjacent landowners, and occupants of existing house and RV spaces will all be 
employed by RDLC, the height, yard, and intensity of use regulations of the C-2 Zoning 
District application to building located in an RV Park are not included as part of this SUP 
application.  The intent is to leave the natural desert vegetation in place as RDLC is its 
own neighbor in all instances and owns all property adjacent to and surrounding the 
proposed site.    
9. Service buildings to house toilet, bathing and other sanitation facilities and utilities shall be 
provided as required by the Maricopa County Health Code. Said facilities, if required, shall be 
completed prior to use of the park. 
 Each proposed RV space (6 total) and the existing house will include a dedicated 
connection to the proposed new septic system. 
10. Minimum distances or setbacks required herein shall be the shortest of horizontal dimensions 
measured from the nearest portion of the sidewall of a travel trailer or RV including pullouts, tip-
outs, or portable affixed awnings. {met with proposed design, see Updated Site Plan} 
11. Destination park / spaces shall require the issuance of a building permit prior to the use of the 
park/space by a travel trailer or RV. {will be submitted for and obtained following SUP approval} 
 
LOCATION AND ACCESSIBILITY 
Matrix has requested and received a traffic study waiver given the remote location of the project 
(approximately 1.93 acres wholly within an approximate 320-acre parcel), minimal traffic/trips to and from 
the project area.  
 
The site is legally accessed per Arizona State Land Department agreements/easements included with 
this submittal.  
 
Proposed site paving includes stabilized decomposed granite in locations as presented on the Updated 
Site Plan. Each of the six RV locations includes one (1) space for an RV, to be situated within the 
stabilized decomposed granite parking area identified within each RV location.

CIRCULATION SYSTEM 
No other proposed improvements or dedications are included as part of this Special Use Permit request. 
 
DEVELOPMENT SCHEDULE 
Development of the RV Park is anticipated to begin August 2024, with target to be available for RDLC 
employees starting October 1, 2024. 
 
COMMUNITY FACILITIES AND SERVICES 
Amenities in the area include the RDLC facility and associated activities. 
 
PUBLIC UTILITIES AND SERVICES 
The existing water distribution system currently serves one existing residence.  A new waterline is 
proposed for connection to the existing distribution system and extended to the new 6 RV spot 
connections. Groundwater is obtained from a small production well, (Arizona Department of Water 
Resources Registration No. 55-804256), having a pump capacity of approximately 2 gallons per minute 
(gpm).  A public water system (PWS) is defined as consisting of at least 15 service connections, or to serve 
at least 25 people for a minimum of 60 days per year. By this definition, the Project does not meet the criteria 
of a PWS.  
 
Design daily water demand includes the following: 
 
1) Daily water demand per RV space = 100 gallons x 6 = 600 gallons per day 
2) Daily water demand for residence = 450 gallons per day 
 
Sanitation facilities required by Maricopa County Zone Ordinance Development Standards will be provided 
as dedicated connections to the proposed new septic system for the existing house and proposed RV 
spaces.
